SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017

The scope of works under the new RPQS was divided into fifteen (15) categories including:
1.   Carpentry;
2.   Building maintenance and minor construction;
3.   Plumbing;
4.   Painting;
5.   Electrical;
6.   Data cabling;
7.   Steel fabrication;
8.   Glass Glazing;
9.   Fleet Servicing;
10. Gutter cleaning;
11. Fencing;
12. Pressure cleaning;
13. Graffiti removal;
14. Handyman services; and
15. In-home assistance services;

An evaluation panel comprising staff from Council’s Building, Parks, Fleet and Workplace Health
and Safety Branches reviewed 50 submissions in accordance with the following evaluation
criteria:
     Price;
     Contract experience, capability and resourcing;
     Reporting;
     Health and safety;
     Environment and sustainability; and
     Contribution to local economy

In addition to the above, categories 2, 4, 14 and 15 also required mandatory criteria to be
addressed, to meet the specific nature of the works under the category.

Due to no submissions or a single submission only received by Council, the following six (6)
categories have been withdrawn from the proposed RPQS:
1.   Painting
2.   Glass Glazing
3.   Gutter cleaning
4.   Fencing
5.   Handyman services
6.   In-home assistance services

The demand for these service areas are considered to be low in volume and therefore will be
sourced under Council’s standard Invitation to Quote procurement process.

The following contractors listed in Table 1 and 2 below are proposed to be included on panel
arrangement 1718T026 - Register of Prequalified Suppliers (RPQS) for the supply of Trade
Services and General Maintenance/ Assistance Services. Each applicant’s submission
demonstrated sufficient competence to meet all of the price and non-price evaluation criteria.
