1 Introduction
1.1 Project Description
This Waste Management Plan (WMP) has been prepared by RECOR for Material Change
of Use (MCU) Development Application for the proposed multiple dwelling
development at 45 Maple Street and 9 Myall Street Cooroy. The site is formally
described as Lot 15 on C5605 and Lot 18 on C5605.
The development consists of 7 x 1-bedroom and 12 x 2-bedroom units and an existing
house, with a total development area of approximately 2,498 m². The existing house
has not been considered in this report.

2 Waste System Summary and Responsibility
2.1 Waste Stream Summary
The following waste streams are being catered for:
Garbage Domestics and commercial waste
Commingled Recyclable items include paper, cardboard, PET, glass,
Recycling aluminium, steel, and HDPE containers.
Other Waste Streams The disposal of other waste including hard waste, paints and
chemicals shall be the responsibility of each dwelling. Waste
can be disposed and/or recycled at Council Transfer and
Recycling Station.
2.2 Waste Management
Waste will be managed using the storage containers described in Section 2.3.
Responsibilities are allocated as follows:
2.2.1 Residents
Individual dwellings to manage their own garbage and commingled recycling.
They will transfer it to the waste storage bins available within the complex.
Waste storage bin locations will be accessed by residents on foot.
Property owners will observe signage (refer Section 3.4) and directions from the
Owners' Corporation to ensure on-site waste activities are not impeded.
A bunded bin wash down area will be provided at the Maple Street frontage of
the site allowing residents to periodically wash out their bins as required.
2.2.2 Owners’ Corporation Responsibilities
Provide multiple waste storage container areas to reduce distance required for
residents to access them.
Ensure that the waste storage container area is tidy and well maintained for
vermin and odour control.

Ensure sufficient signage is provided to locate bin locations and residents are
aware of the correct type of waste for the appropriate bin.
Manage the temporary transfer of bins from the storage areas to the nominated
collection points before servicing and return the bins promptly following
collection.
2.3 General & Recyclable Waste Generation
Based on the development composition documented in Section 1, the minimum
service levels have been assessed using Table SC6.10.5.1 - Minimum Service Levels in
Noosa Planning Scheme Policy SC6.10 - PSP9 Waste Management. A summary is
provided in Table 2-1.

2.3.1 Waste Storage Containers
The waste storage containers proposed for the development at 45 Maple Street and 9
Myall Street, Cooroy, are summarised in Table 2-2. The bin types, capacities and
collection frequencies have been selected having regard to Noosa Council's SC6.10 -
PSP9 Waste Management requirements.

3 Bin Storage
3.1 Waste Management
The development provides separate waste storage arrangements comprising a central
bulk-bin area for the Maple Street collection and a southern lower ground storage area
for Units 12-14. The latter contains one 360 litre general refuse bin and one 360 litre
recycling bin for Myall Street kerbside collection. The locations are shown in Figures 3-
1 and 3-2.

Figure 3-2 Proposed Units 12-14 bin storage and Myall Street kerbside collection point (Push, 2026)
3.2 Collection Access
The proposed development adopts a dual waste collection arrangement to efficiently
service all dwellings while responding to site constraints and frontage conditions.
Units 12-14 will be serviced by one 360 litre general refuse bin collected weekly and
one 360 litre commingled recycling bin collected fortnightly. The Owners' Corporation
will transfer both bins from the southern lower ground storage area shown in Figure
3-2 to the designated Myall Street kerbside collection point before collection and return
them promptly afterwards. This arrangement avoids waste vehicle entry from Myall
Street.
Waste generated from the northern and southern portions of the development will be
collected via on-site servicing. A front-loading refuse collection vehicle will enter the
site in a forward direction via the Maple Street driveway and proceed to the designated
bin bay (refer to Figure 3-1), where the bins will be serviced on site. Following
collection, the vehicle will reverse and perform a three-point turn before exiting the
site in a forward direction onto Maple Street. Swept path assessments have been
undertaken to ensure the waste collection vehicle can safely enter and exit the site
(refer to Figure 3-3).

The internal access arrangement has been designed to allow collection vehicles to
safely and efficiently service the designated bin storage area while maintaining
adequate circulation for other vehicles. As demonstrated in Figure 3-3, traffic is able to
move freely around the waste collection vehicle during servicing operations.
The locations of the bin storage areas and corresponding collection points are
illustrated in Figure 3-1 and Figure 3-2.
Figure 3-3 Vehicle Swept Paths (RECOR, 2026)
This dual servicing approach has been adopted for the following reasons:
To utilise available street frontages and distribute waste collection demand
To minimise on-site manoeuvring requirements where direct kerbside access is
available
To provide safe and practical access for collection vehicles in accordance with
standard servicing requirements
To ensure an efficient and functional waste collection system for the
development
Overall, the proposed access and servicing arrangement provides a practical and
compliant solution that supports safe, efficient, and ongoing waste collection for the
multiple dwelling development.

3.3 Amenity
It is expected that the waste storage area will be aesthetically designed to be
consistent with the development with enclosures matching surrounding finishes, with
or without a roof.
Where enclosed, waste storage areas are to be ventilated in accordance with AS 1668
and the applicable requirements of SC6.10 - PSP9 Waste Management.
Sufficient facilities shall be provided to enable wash down of waste storage
containers. This area will generally include:
a floor graded to fall to a drainage point located within the wash down area
drainage by means of a trapped gully connected to the sewer, and is designed
to prevent rainfall and other surface water entering the wash down area
a hose cock located in the vicinity of the wash-down area.
Waste storage areas will be regularly cleaned to deter vermin. Traps and other pest
control measures will be used to monitor and exterminate pests.
3.4 Signage
Bins will be clearly signposted to ensure residents use the appropriate bin for each
waste stream. Example signage is provided in Figure 3-4. A no-standing sign is
recommended in front of the northern bin bays to maintain collection access at all
times.

5 Limitations
The purpose of this report is to document a Waste Management Plan, as part of a
Town Planning Application. It has the following limitations:
It relates only to operational waste
It is based on drawings provided
Figures presented are estimates only; the actual amount of waste may vary
depending on occupancy rates, waste generation intensity and the operator's
approach to waste management.
This report is not to be used for the purposes of estimating operational costs or
to document operational or safety procedures.
