(SPP Bushfire 2019). 5.4 Fire Breaks and Lot 1 Access The plan of development provides access to proposed Lot 1 via an access easement to the east which dissects Lot 2. To ensure safe egress to Lot 1 it is required that the future access driveway be located within a 20m wide easement and constructed to the specifications of a fire trail, to comply with the SPP Assessment Benchmark 4 Table 4 – Fire trail and working DRAFT NOT FOR SUBMISSION PURPOSES area design parameters specifications (refer Plate 13). The total modified width must be 20m width within the High Potential Bushfire Buffer area and the Potential Impact Buffer as depicted in Local Hazard Map BF03. The entirety of the access easement must therefore be maintained in low threat conditions by the future Lot 1 property owner. Plate 13 – Assessment Benchmark 4 fire break trail specification 5.5 Vehicular Access Development in bushfire prone areas should be serviced by safe access/exit points for both occupants and emergency services personnel. As stated in Section 5.4, access to Lot 1 must be maintained in a 20m wide easement constructed to SPP fire trail and working area design parameters. This easement will be in favour of Lot 1 and therefore the maintenance of low threat conditions undertaken by the Lot 1 property owner. To meet current day benchmark standards, it is recommended the Lot 1 driveway is designed and installed in accordance with Vehicle Access Guidelines for residential, commercial and industrial Lots, Queensland Fire and Emergency Services, 2015, unless otherwise specified by the relevant water entity. A 3.5m wide formed driveway that can support a 15 tonne fire truck would therefore be necessary. 5.6 Landscaping and Regrowth Existing and future landscaping within the site should avoid increasing the potential for bushfire hazard. Assessment Benchmark 5 of the SPP Bushfire 2019 seeks that the site layout places the landscape and open spaces within the site between premises and adjacent mapped medium, high or very high potential bushfire intensity areas. This landscaping and open space comprises protective landscape treatments that: © 2020 22
