5 DEVELOPMENT IMPACTS AND MITIGATION

5.1 Flora and Vegetation Communities

5.1.1 Impacts
5.1.1.1 Native Vegetation
No impact to the Xanthostemon oppositifolius (southern penda) which is listed as ‘vulnerable’ under
the NC and EPBC Act, any other conservation significant flora species and or its supporting habitat,
is anticipated.
No impact to any Threatened Ecological Communities listed under the EPBC is anticipated.
The development has avoided the identified Ecologically Important Areas onsite by locating the
proposed buildings within existing modified areas (VC4). Furthermore, all of the proposed building
footprints have been located outside of identified vegetation units (refer VC02 red linework).
Therefore, no direct clearing impacts are expected, precluding a small number of semi-mature native
trees located external of the VC1b unit that may be impacted by Village 1. The specific species ID
of the impacted trees has not been confirmed at this time other than to note they are not expected
to comprise threatened species.
Development is proposed at a suitable distance; approximately 22.5m, to the identified Ecologically
Important mature E. tereticornis trees in the central and eastern site extent (refer green linework on
VC02).

5.1.2 Mitigation Measures
Impacts to intact native bushland has been mitigated by locating the proposed buildings within
existing modified areas onsite (VC4) and outside of the identified Ecologically Important Areas. Any
impacts to native vegetation can be offset with compensatory revegetation provided elsewhere within
the site if required. Revegetation in the northwestern or southeastern corners of the existing golf
course area would be suitable as these areas are bordered by existing continuous bushland (refer
Plate 20).
Impacts generated via future exempt clearing rights to the identified Ecologically Important mature
trees in the central and eastern site extent have been avoided by locating all of the proposed
buildings at reasonable distance from the identified mature trees (i.e., 22.5m - refer VC02 dashed
green linework).
