                 (a) the provision of meals and accommodation, as required under the licence; and

associated with the service of liquor at the premises.

The Operators and Managers of 4 Pines Noosa (Agiato Nominees Pty Ltd) will support staff members who
refuse service to patrons who are deemed to be unduly intoxicated, disorderly or to minors on the premises.

Under the Liquor Act 1992, all staff involved in the service and/or supply of alcohol will be trained in an

be made available to Police and OLGR inspectors when requested.

particularly in regard to minors, unduly intoxicated and disorderly patrons.

The RAMP will be presented to all employees involved in the service and/or supply of alcohol annually and

Rapid and excessive consumption of liquor on the premises is unacceptable and will be mitigated by the
following responsible hospitality practices that overarch OLGR requirements. These include:

to that customer. They will communicate to the customer the reason for refusal.

develop approaches that benefit both the industry as a whole and the broader community. The Agiato
Nominees Pty Ltd is a supporter of Accords between licensees as they promote the responsible service of
alcohol, encourage improvements in safety and security and involve improved communication and co-
operation between licensees and the community.

Traders Association, Tourism Noosa and the Noosa Chamber of Commerce. They work in with these
associations and the Accord to share information, keep updated on industry u=information and seek
positive outcomes for the hospitality industry.

Further, the operators of 4 Pines Noosa are a supporter of the Code of Practice for the Responsible
Service, Supply and Promotion of Liquor which was developed by a working party including the
Department of Tourism, Fair Trading and Wine Industry Development, Clubs Queensland, RSL and Services
Clubs Associations, Queensland Health, Queensland Police and the Queensland Hotels Association.

The Code of Practice is a proactive industry approach to ensure liquor is served in a responsible manner
and details how licensees and staff can identify and control the risks associated with the supply of liquor.
The Code, among other things, indicates that licensed premises should not promote drinking games or
serve alcohol in other than standard measures.

The initiatives of this RAMP are consistent with those of the Code of Practice.

    • Slurred speech.

    • Staggering.

    • Abusive language/behaviour.

    • Rambling conversation and nonsensical statements.

    • Inability to pick up change from the bar.

    • Lack of focus and eye contact.

    • Clumsy, uncoordinated behaviour.

All staff will be trained in identifying signs of undue intoxication. The following actions will be enforceable
at the premises:

    • Unduly intoxicated patrons will not be served.

    • Management support staff who do not serve unduly intoxicated patrons.

    • Reasonable effort will be made to ensure unduly intoxicated patrons are dealt with in a safe
manner and escorted from the venue safely.

    • Staff to offer non-alcoholic beverages to intoxicated patrons.

    • All staff actively monitor levels of intoxication of all patrons.

    • Management do not support drinking practices which foster a culture of binge drinking

11.2 Encourage Responsible Consumption Practices

4 Pines Noosa management seeks to meet its duty of care obligations to all patrons. Staff must seek a
second opinion of a senior staff member where possible before refusal of service. Management are to be
responsible for refusing service of alcohol to unduly intoxicated patrons. Management are to inform all
other areas of an intoxicated patron on the premise.

11.3 Disorderly Patrons

Liquor cannot be sold or supplied to a disorderly patron. Disorderly patrons are not necessarily unduly
intoxicated. In fact, many of the major trauma and deaths that have occurred on licensed premises in
Queensland have been caused by disorderly people who have not consumed liquor on the premises at all.

Numerous incidents are reported to the police and OLGR each year which involve violence, including fights,
assaults or accidents where patrons are injured or inconvenienced in some other way by someone who
have not been drinking.

A disorderly patron may cause disturbances or interfere with the enjoyment of other patrons. Disorderly
patrons come in many forms including patrons who are:

    • Boisterous

    • Aggressive

Page 12

    • Careless

    • Argumentative

    • Violent

Under the influence of other substances management and staff will assess the potential for a disorderly
person to inadvertently cause harm to themselves or other patrons. Their general behaviour may reduce
the personal safety for all patrons and staff in a particular area.

12. Impact of the Business on the Amenity of the Community
12.1 The Goal

Whilst the ultimate goal of any commercial enterprise is financial gain, pursuing success requires a
willingness to assume the responsibilities associated with membership of the community. The provision of
liquor facilities carries with it an obligation to do so responsibly, where maximising profits is in many ways
necessarily a secondary consideration.

4 Pines Noosa accepts that to provide such amenities we must maintain a high level of vigilance, providing
guidance and exercising restraint when required.

In this respect the goal is, therefore, the creation of a mutually beneficial economic and social relationship
between 4 Pines Noosa and the community.

12.2 Assets

4 Pines Noosa’s key asset is their staff. They are the interface between the ideals of management and the
community. Staff are expected to build and maintain loyalty with the patrons. The professionalism
expected can only be achieved through cultivating and enhancing the skills of staff – be it through formal
instruction or on the job mentoring from those more experienced.

The 4 Pines Noosa is committed to meeting these requirements, enabling their staff to achieve a level of
excellence in their work, and to gain personal satisfaction and financial security.

The delivery of quality service is reliant upon the nature of the environment in which it is provided. This is,
of course, the venue itself. For this reason, the premises are scrupulously maintained, and services are
presented and delivered in a manner that minimises the risk of harm without compromising the quality of
our product.

12.3 Commitment

4 Pines Noosa is committed to maintaining a good working relationship with any person or group who
may be affected by trading activities. In this regard, it is the management policy of the venue to make
available to any concerned person the name and contact particulars of duty managers, owners and
Approved Managers if appropriate, and to meet with any person requesting such in order to identify and
address any issue or concern which may arise.

It is the expectation of management that duty managers, staff and security are courteous and
understanding in their dealings with neighbours regardless of the circumstances.
