328 Upper Pinbarren Creek Road, Pinbarren Project PTP/03729
RPD: Lot 3 on RP851976 Number: PTP/03729 – 0001 – Rev1
Area: 256,500m2 Project Name: Access Review
Regulatory Authority: Noosa Shire Council
INTRODUCTION
This letter report outlines the design advice with relation to the existing access routes through site, relating to
access to the proposed ‘Mango Cabin’. This assessment is in response to comments received from Noosa Shire
Council requesting a review of site access to ensure that visitors access to the proposed Cabin is ‘safe’.
The scope of this report is to provide an assessment and recommendations for the client (where required) to
improve the existing access track to provide safer access to future Cabins proposed for the site.

SITE SETTING
The site is located on a on a hillside. The area is well vegetated, with the site containing a number of existing
ponds and water features (some of which overflow over the existing access road in flood events). As per Figure
1 above, it is evident that the much of the site forms part of naturally valley. Figure 2 below, shows a site profile
traced along the access road to the location of the proposed new cabin.

Pinbarren Road; B marks proposed cabin; Star marks bridge over creek; ‘Red Line’ marks steep access
location
Figure 2 above shows the access from Upper Pinbarren Road, typically graduates up as you progress into the
site, with one particular section where grades are approximately 40% (1 : 25) (highlighted in Figure 2 above). In
addition there is one creek crossings, via a level crossing north of the caretakers house where a spillway overtops
from the pond. Note, access to the site will be via the existing easement (highlighted green on Figure 1).
Access Road Assessment
The existing condition of the access road has been assessed in general accordance with Noosa Shire Councils
Development Guidelines, Institute of Public Works Engineering Australasia (IPWEA) and QUDM. The purpose of
this assessment is to provide recommendations to improve access for the purposes of site visitors (who may not
be familiar with the sites hazards or non 4WD vehicles). This assessment provides a number of
recommendations to improve site access and general traffic safety for purposes of supporting the proposed
Cabin on the site. The key items to be address are as follows:
1. Poor Signage of general site hazards and conditions (i.e. speed, spillway, flood flow depths at
creek crossings etc.)
2. Narrow roads with no designate passing bays
3. General rutting and poor drainage
4. Grade
Table 1 below summarises these features and some recommended remediation strategies. The evidence and
recommendation in Table 1 have been informed by 2no site visits by a Civil Engineer RPEQ on the 16.08.2019
and 17.09.2019, review of Queensland Globe and consideration of Noosa Shire Councils Development
Guidelines.

CONCLUSION
All works detailed above should comply with following general guidelines for both construction and
maintenance:
• IPWEA Drawings RS056
• General Information on the Construction and Maintenance of Vehicle Crossovers on Council Controlled
Land
• Queensland Urban Drainage Manual (QUDM) for the design and construction or rural table drains and
culverts
It is considered that the should the property owner implement the above strategies, continue to maintain clear
site lines, and general road conditions (in accordance Australian and local council guidelines), the vehicular site
safety can be improved for visitors and users of the site.
