1. Introduction
The Change application seeks some minor amendments to approved plans which include the provision for a
some minor amendments to operational conditions and the deletion of two (2) conditions considered to be
obsolete and a change to approved plans to address Council’s refusal of the a previously proposed caretaker’s
residence.
2. Background
2.1 Existing Approval
Council approved a Development Application for an MCU to Establish a Warehouse on 4th May 2022. Ref:
MCU21/0215
2.2 Proposed Changes
Condition 2 – Approved Plans
The proposal requests the table of approved plans be amended to reflect changes proposed in this application
as follows:
1. The landscape void was shown as being uncovered in the approved plans. The landscaping
and void have been enclosed and now contributes to gross floor area. The landscaping was
provided as a measure to comply with the 15% landscaping outcome, however on review by
design engineers and landscape specialists, the proposed landscaping area was deemed to
present a risk to water ingress and was given little chance of growth to the lack of exposure to
natural light. Without the abovementioned landscaping, the sites total landscaping decreases
to 14.5% and is considered sufficient given the predominantly commercial/industrial nature of
the surrounding area. The void would have been architectural feature to provide an outlook to
the indoor vegetation and to allow some light through, however with no vegetation, the void
becomes redundant. The removal and subsequent sealing of both spaces adds approximately
15sqm to the floor area of the site across both levels. It is not considered that this warrants
additional parking,
2. The mezzanines have been enclosed to improve work efficiency through privacy during busy
times.
3. Tenancy 1 has removed the Caretaker’s residence following Council’s initial decision and
subsequent advice. The space is now proposed as ancillary office space and break out area.

Condition 3
Modify from 845 sqm to 860sqm to accommodate the increase in floor area as a result of removing the
landscape and void.
Condition 13 – Southern Boundary Fence
Be deleted as the existing wall was structurally unsafe and had to be removed. (see attached engineers report).
Condition 14 - Front Fence
Be deleted as the existing fence to the front boundary was intended to be and has been retained rendering
this clause irrelevant.
3. Conclusion
The proposed changes to conditions and plans are considered minor and have no negative impact to the
overall aesthetic or operation of the approved use. We look forward to a favourable decision.
