EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 9 August 2016 and agree to present a motion to the 120 th
LGAQ Annual Conference as provided at Attachment 1 to the report.

REPORT
The Local Government Association of Queensland (LGAQ) has called for motions for consideration
at their Annual Conference which will provide a definitive statement of the collective voice of local
government in Queensland. It is anticipated that both the Mayor, Cr Tony Wellington and Deputy
Mayor, Cr Frank Wilkie will be representing Noosa Council at the conference.
Infrastructure planning and charges reform has been an ongoing issue for many years, however
each time the legislation has changed, it has created further complications and difficulties for local
government to achieve the task of completing the required statutory documents and at significant
additional cost to do so for something that should otherwise be straight forward, fit for purpose and
simple to undertake and achieve.
The current Statutory Guidelines 03/14 and 04/14 for Local Government Infrastructure Plans
(LGIP), have reintroduced all the former Priority Infrastructure Plan and Charges Schedule
requirements that were discarded in 2011 that are clearly now irrelevant for the current
infrastructure charges and planning framework under the current Sustainable Planning Act 2009
and the new Planning Act that will commence in 2017.
For Council’s information, full details of the issue are provided in Attachment 1 in the background
section of the motion proposed. However in summary, much of the work required to be undertaken
to satisfy the Statutory Guidelines is considered to be a significant burden on local governments,
with no perceivable benefit from the information produced and also places an unnecessary
administrative and cost burden on Local Governments and their communities.
It is fitting that this issue be raised and discussed at the upcoming LGAQ conference to seek to
obtain a collective view and representation to the State Government for a common sense review
and amendment of the Statutory Guidelines for Local Government Infrastructure Plans.
