PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016
3.2. State and Other Statutory Instruments
State Planning Policy
The State Planning Policy July 2014 (SPP) identifies issues of State significance that must be
considered in the assessment of new development. The proposal triggers assessment against the
Policy’s Interim Development Assessment Guidelines regarding water quality triggered by the site’s
size and extent of impervious area proposed and the potential for acid sulphate soils on the site.
The development can comply with assessment provisions of the Policy and can be conditioned to
meet the relevant provisions of the SPP Code for Water Quality.
A very small portion of the site (approximately 15m2), toward the westernmost corner, is within a
mapped erosion prone area due to the proximity to Lake Doonella. However, given the existing
row of dwellings and road infrastructure (Val Crescent) to the west of the site, there are no
significant concerns with the risk of erosion.
South East Queensland (SEQ) Regional Plan 2009 - 2031
The site is located within the urban footprint area of the SEQ Regional Plan. Since the proposal is
for urban development within the urban footprint, it is broadly consistent with the regional policies
of the SEQ Regional Plan. However, it is considered to raise conflicts with the Regional Plan’s
policies in relation to the future development of the Noosa Business Centre (NBC).
The Plan’s narrative for the Sunshine Coast identifies the Noosa Business Centre as a key
employment and enterprise area, with the expansion of science and technology opportunities at
the Centre sought to facilitate employment growth and diversification for Noosa.
The SEQ Regional Plan’s Desired Regional Outcome 9 – “Employment Location” seeks to:
Plan for employment to support a strong, resilient and diversified economy that grows prosperity
in the region by using its competitive advantages to deliver exports, investment and sustainable
and accessible jobs.
The Plan’s identified principals, policies and programs to achieve this outcome strongly align with
the local planning intent under The Noosa Plan to establish the NBC as a diversified business
centre creating new enterprise and employment opportunities. They include:
9.1 – Balanced & Diversified Economy
Principle:
Develop a diversified regional economy within each subregion that retains local jobs and builds on
regional and sub-regional competitive advantages and specialisations.
Policies:
9.1.1 Support expansion of the services sector and growth of specialised technology-based
manufacturing with supportive locations and infrastructure.
9.1.2 Target development of high value-added and knowledge-based industries, and facilitate
private sector investment in the region’s economy.
9.1.3 Plan for balanced employment growth within each sub-region that builds on competitive
advantage, including securing and protecting appropriate locations for future employment
and enterprise expansion.
Notes:
… The plan advocates that job creation and employment diversification opportunities are
maximised in all new major urban development areas and regional activity centres, including town
centres, major industrial areas, ports and knowledge centres.
