Details of Submission Friends of Lake Weyba are a not-for-profit community group. One of the objectives of our group is to encourage public involvement in development issues to influence a balanced and sustainable outcome between human impact, built environment and the natural environment of the Lake Weyba and Noosa area. We make the following submission and object to the application because: It is contrary to the Noosa Plan that Noosa Shire Council must remain commited to uphold. It fails the requirement for the Shire Business Centre (SBC) to be a multi-function employment node forming the major focus of employment growth. Expansion of the retail component of the SBC does nothing to diversify employment and may just shift employment from other retail areas of the Noosa Shire. By attempting to create more retail space and retail jobs it fails the requirement for the SBC to develop a substantive amount of non-retailing development for employment opportunities beyond retail business. The already developed areas B1 and B2 of the SBC Plan comprising schedule 4 of the Noosa Plan already exceeds the desired retail floor space for the SBC. Any increase in the retail floor area would preclude the SBC ever achieving its desired role, and accommodating business and employment opportunities beyond retail business, and accommodating new employment opportunities including technology and information based employment. The purpose of the SBC was to create a multi-functional business centre to facilitate opportunities for the promotion of high level, skilled and technology based employment including higher order employment (such as knowledge based and creative businesses and environmental education). This would provide both a social and community focus for Noosa as well as high order community and social services easily accessed by public transport not just retail floor space. There is no valid reason to abandon these objectives for the opportunistic development of more retail facilities. (if necessary, use separate sheet of paper and attach) There is no economic, town planning or community need for additional retail space at the SBC and to approve this proposal would be in conflict with the existing well-established retail hierarchy and reduce the ability to include the planned commercial office space, civic uses and inter-regional transit facility at SBC. The need for more retail space also fails based on the number of vacancies that constantly exist in the already developed areas of the SBC as well as the existing centres in Tewantin, Noosaville and Noosa Junction. The retail needs of the Noosa community are adequately serviced by existing centres including Maroochydore. Increasing the retail space at the SBC would have a negative effect on those centres. Once created, the viability of the additional retail space at the SBC might be used as a precedent for the need of a greater support population putting pressure on residential development of the rural properties surrounding the SBC. Retail development brings with it a reliance on motor vehicle transport for the delivery of goods and the convenience of shoppers. It also creates an amount of commercial waste. The Noosa Civic centre is in an environmentally sensitive area that borders onto Eenie Creek. Eenie Creek flows directly into Lake Weyba. Any increase in noise, air or solid waste pollution to this area may have a detrimental effect on the health of Lake Weyba and the Noosa River waterways.
