Operational works application - 320 David Low Way Peregian Beach
“Adamson Town Planning, specialising in providing higher order town planning advice” The construction of the dwelling will need to occur in accordance with the Construction Management Plan (Attachment 2). The building materials and equipment, including a concrete pumping truck, will need to be placed within the road reserve to the east of the concrete footpath during construction. There is no other location near the site for this purpose, with the hoarding area fenced off but allowing for pedestrian access along the existing footpath as shown, with traffic management to be provided. Because of the nature of David Low Way being a major collector road, there is no ability to park within this roadway in this location. Further, access to and within the existing service road to the north is limited and also removed from the site. There is an existing power pole also blocking access from the neighbouring driveway, with the use of this driveway not being desirable in any event. To be frank, there is no other area near the land to park construction vehicles and materials to allow for the construction of the dwelling, which has been carefully assessed by the applicant’s builder and previously acknowledged by Council. The hoarding area necessitates the removal of some street trees within the road reserve as shown on the Civil Works Plan (Attachment 1). Once construction is completed, it is intended to reinstate the street trees and landscape the footpath area close to the dwelling as shown on the attached Proposed Road Reserve Rehabilitation Plan (Attachment 3). It should be noted that the majority of the trees within this location were shown to be removed on the approved Civil Works Plan under condition 14 to improve sightlines (RAP22/0012). An additional street tree is to be removed as shown in green to the south of the proposed driveway (refer Attachment 1). It is also noted that the advice provided by Hayes Traffic Engineering at the time of approval recommends the removal of long grass and overgrown vegetation within the verge to improve sightlines for the access1. The access to the site will effectively be left in and left out because of the driveway location on this roadway and would benefit from improved sightlines. In accordance with condition 16 of the approval, the applicant has obtained a Geotechnical Investigation Report from tectonic geotechnical and environmental engineers (refer Attachment 4). In summary, the design of the driveway is consistent with the approval for the dwelling granted by the Council. There is a need to provide a fenced hoarding area on the road reserve for the construction of the dwelling as provided in the CMP. The trees within the road reserve are to be replaced and the area landscaped in accordance with the LCP. 1 Hayes Traffic Engineering, dated 17 August 2022, page 6 3|Page 20035 – Robert Jackson, 320 David Low Way, Peregian Beach – July 2023
