Thank you for the plan revisions, however there remain few outstanding items which haven’t been wholly addressed through the revised set of plans, in particular regard to the front landscaping setback and stormwater. Landscaping setback – a setback of 500mm in lieu of 2 metres is not suitable. The dimensions of the site are standard size blocks and does not have any overriding constraints which warrant a relaxation of 1.5 metres. Revised plans are to be provided with an increased landscaped setback. Stormwater – Council is generally happy to accept the Stormwater configuration. However, Engineering is concerned that the functionality of the infiltration cells will be compromised during significant weather events (due to the high water-table), resulting in additional rainwater volume being discharged via the overflow outlet of the cell into Edward Street. The engineer should provide comment discussing the effectiveness of the infiltration pits in significant weather events and the impacts any additional rainwater will have on Edward Street. The Stormwater Management and Protection Plan provided does not address Engineering’s concerns, as outlined in items 14 & 16 of Council’s Request for Information dated 28 July 2022. Attachment 2 – SWMP references the original SWMP document that we flagged during the initial Request for Information; no meaningful changes have been made. If the applicant does not wish to use trench shoring or other reinforcement techniques, a Geotechnical Report must be submitted demonstrated that the side battering will not collapse. No comment has been made in regards to why the extent of battering does not extend to the bottom of the pipe. The above items cannot be conditioned accordingly as it will have subsequent impacts on the design and layout of the building, requiring plan amendments. Happy to further discuss.
