A. PROJECT MANAGEMENT
A.1_ General
A copy of the VMP (Council approved copy) is to be provided to all involved project stakeholders.
A.2_ Roles and responsibilities
Superintendent
The Superintendent will fulfill the duties as described within AS4000 and will be a RPEQ Civil Supervisor
and will project manage the civil contractor including clearing works.
Superintendent's Representative (SR)
The superintendent's representative delegated to manage vegetation issues will be the Landscape
Architect. The Landscape Architect will liaise and seek approval from the Council ecologist/
environmental officer regarding any change to the tree retention strategies described on the approved
VMP. The SR will organise the project arborist as required when any works are to occur under trees
illustrated on the VMP. No works are to occur until this approval is received from Council.
Contractor
The contractor is to follow the requirements of this VMP as part of their WUC. Instructions are to be
given by the Superintendent and his/her representative on the responsibilities and restrictions placed on
works with regards to the revegetation and rehabilitation of the site. The contractor is to advise the
superintendent whenever works are programmed around trees to ensure the arborist can be present.
Pre-Start Meeting with Council
At the commencement of works, a pre-start meeting is to be held between the Council, contractor, the
Superintendent and the Superintendent's Representative. This meeting is to inform the contractor of the
intent of the VMP and to help locate areas or trees that have specific requirements, and to set up a
system of regular inspections by the SR to ensure the VMP is being adhered to. Any tree protection
fencing (construction barriers) required as per Note B2 should be installed at this time for approval by the
Council.
B.1 Clearing Procedures:
e Prior to commencement of clearing operations, the site is to be inspected and locations of fauna and
fauna habitat noted by a qualified wildlife officer (fauna spotter) capable of assessing, treating and
relocating fauna.
e Allcleared vegetation, with the exception of fertile weed material, is to be chipped and stockpiled for
reuse on site or taken offsite for lawful disposal.
e Large hollow trees and logs are to be retained as habitat for terrestrial species.
e Any detection of a Koala will require a mandatory stopworks.
B.2 Clearing methodology
The nature of the supervised clearing operation will be such that any Fauna will have the opportunity to
retreat into any protected or uncleared areas of the site or adjacent the site. Clearing is to be staged ina
way that directs fauna to adjacent habitat areas beyond the clearing works. Clearing shall begin at the
furthest point from the desired habitat vegetation and be cleared towards it. The fauna spotter shall be
present during these operations to ensure safe travel for any fauna spotted in trees or in the vicinity.
B.3. Storage And Stockpiling
e Stockpile areas are to be located, away from drainage lines, native bushland, vegetation to be retained,
or tree protection areas.
e Protect all stockpiles from erosion and erect erosion protection barriers to the perimeter of stockpiles -
refer to Civil Engineering drawings for sediment and erosion control program, control measures,
monitoring, and maintenance procedures.
e Trees mulched for reuse on the site must be stockpiled and turned regularly for at least 3 months.
B.4 Corrective actions and reporting reporting
If a contractor is found to be clearing vegetation indicated to be retained in the Vegetation Assessment
Schedule (VAS) found in this VMP then penalties may apply, as enforced through the Local By-Laws of
Council. Where trees to be protected are damaged, replacement of damaged vegetation shall be solely at
the contractor's expense. Costs will be determined using Australian Standard DR 99307 : Amenity trees -
