the minimum required for the construction activities, and to prevent the contamination of
land on or around the site.
Issue 2 July 1 Page 7
Page 11
Westcon Site Management Pty Ltd
4.1.1 General
Unless specified, the location of any areas requiring earthworks or excavation is required
to be verified for contaminated materials (eg. acid sulphate soils, asbestos or chemicals) or
cultural significance. This is done by ensuring that sites where construction activities are to
take place are not listed on the Environmental Management Register managed by the
Environmental Protection Agency (EPA) and/or by soil testing. This is, typically, be the
responsibility of the insurance and owner clients, unless it has been delegated in the
contract.
Topsoil and excavated materials that is to be re-used for re-vegetation is to be stockpiled in
designated areas. Stockpile surfaces that are likely to be exposed for lengthy periods are to
be provided with temporary erosion control measures, such as being sprayed with
hydromulch or covered with tarpaulins. Silt fencing is also to be placed around the base of
the stockpile.
The Director or Site Manager is required to ensure that excavated materials that have been
treated to neutralise contaminants is to be reused or disposed of as directed or specified.
The Director or Site Manager is required to ensure that any fill imported by subcontracted
services is obtained from sites free from contamination and fire ants and certificates are to
be sighted where required from the supplier to confirm compliance with requirement.
4.1.2 Contaminated Soils
The Director or Site Manager is required to ensure that sites identified as contaminated,
approval from the client and/or the relevant authority must be obtained for the proposed
activities before work commences. He is required to ensure that subcontracted personnel,
engaged in the removal of contaminated materials, are to be adequately protected with
appropriate personal protective equipment.
All excavated contaminated materials must be segregated from any clean material and
must be treated or maintained so that dust is not produced, and contamination of the
groundwater is prevented.
The Director or Site Manager is required to ensure that the subcontracted soil removal
agent has selected licensed and approved transport operators for the transport of
contaminated materials and that waste disposal dockets are used to record adequate
tracking and recording of the chain of custody of the contaminated material occurs.
Issue 2 July 1 Page 8
Page 12
Westcon Site Management Pty Ltd
Where unexpected contamination is discovered as a result earthworks or excavation, the
Director or Site Manager is to be informed immediately, and if required the local council
or EPA is also notified. The activity in the area affected must cease until further
instructions.
The subcontracted agent is responsible for thoroughly washing down plant and equipment
used in the excavation, removal and transport of contaminated materials on completion of
operations and contaminated wash water disposed as appropriate.
Any soil contamination, which may result from spills, loading of contaminated materials or
handling of dangerous goods, must be cleaned or treated as soon as possible.
4.1.3 Acid Sulphate Soil (ASS)
As appropriate, ASS may be either transported to an area set aside for treatment or returned
to its original environment or disposed of to an authorised landfill. Material identified as
acid sulphate is to be kept wet and/or covered in a suitable bunded area to prevent water
from leaching out and to keep out stormwater.
Transport of ASS to an off-site location must be done in such a manner to prevent
contamination of land and waterways. Acceptable practice is to cover loads and avoid
transporting wet materials unless trucks are suitably equipped to prevent liquid spillage.
Specialist advice is to be obtained where there are activities associated with ASS ie.
treatment of excavated materials, de-watering of excavations and monitoring of
groundwater.
4.1.4 Cultural Heritage
The Director or Site Manager is required to ensure that, unless specified otherwise, the
areas to be cleared has been inspected for the possible presence of archaeological material
before commencement of activities. Where archaeological material is discovered, the
selected subcontracted service personnel must not commence or must cease to prevent
damage and the relevant personnel at that location and Authorities are to be notified for
advice to how to proceed. Specialist advice must be obtained where there is the likelihood
of culturally significant artefacts being found.
4.2 Construction Material Management
The Director or Site Manager is required to ensure that:
• Waste metal, timber, plastic and fabric materials are responsibly deposited in selected
bins and collected by licenced contractors
• Noise and dust control is in accordance with the requirements 4.5 and 4.8
Issue 2 July 1 Page 9
Page 13
Westcon Site Management Pty Ltd
4.3 Storm water & Wastewater Management
4.3.1 Storm Water
The primary sources of storm water contamination are from sediment run-off and chemical
spills. Storm water controls to be implemented by the subcontracted excavator include:
• Limiting clearing to that necessary for construction activities to be undertaken;
• Ensuring that water from disturbed areas is filtered or directed towards a sediment trap;
• Diverting clean water away from disturbed areas;
• Carrying out re-vegetation of disturbed areas;
• Maintaining the natural drainage regime to the maximum practicable extent;
• Installing sediment traps down slope of disturbed catchments;
• Restricting mobile equipment and vehicles to defined road ways;
• Installing silt fences, check dams, decantation basins, silt curtain and other erosion
protection devices where appropriate;
• Regular cleaning/de-silting of sediment traps and silt fences to maintain design capacity,
when required;
• Reviewing storm water management requirements prior to any new site works; and
4.3.2 Management measures for other pollution control structures will include;
• Bunding and/or securing of fuel, oil, grease, and other chemical storage facilities to
prevent accidental spillage polluting runoff;
• Designing and constructing compounds or bunded areas with holding capacities to
conform to the appropriate regulatory requirement applicable to each material type;
• Providing facilities for machinery and truck wheel wash down, and installing interceptor
traps to remove oils and greases from wash down facility runoff;
• Directing water free of visible oil to a sediment trap for recycling; and
• Regular inspection of off-site roadways to ensure that silt and soil is not being tracked
beyond the boundaries, and if it is, then appropriate measures are implemented to clean
up any spilt or tracked soil promptly.
• Wastewater
4.3.3 Waste Water
For construction activities, wastewater is generated through washout of concrete and pump
trucks. A designated area (bunded excavation) must be set aside for washing out of pump
truck wastes. Concrete trucks are required to remove their concrete waste and residues
back to the depot.
Sewerage must be treated either through connection directly to a council sewage system or
through dedicated septic tanks on-site or chemical toilets, which is to be pumped out on a
regular basis, as required.
Issue 2 July 1 Page 10
Page 14
Westcon Site Management Pty Ltd
4.4 Chemical management
Dangerous goods must be stored as far as practicable from residences, drains and
watercourses in correctly labelled containers or packages. A file listing the hazardous
materials used or stored on site is to be established and maintained. This file must also
contain a copy of each material safety data sheets (MSDS).
Fire extinguishers and absorption materials for mopping up spills are to be provided and
made readily accessible to provide a first response. Staff handling hazardous material must
be provided with instruction in the safe use, handling and storage of that material, and
training in appropriate emergency procedures, including clean-up of spills.
Any waste and surplus dangerous goods and any containers that cannot be recycled must
be arranged for disposal at a local council transfer station.
Liquids stored in drums and tanks are to be stored in an area under cover, whenever
possible, and provided with secondary containment (ie. bunding) of a capacity of not less
than 110 % of the largest drum in storage. All drums and tanks (including those containing
wastes) must be clearly labelled as to their contents. Care must be taken to ensure that
incompatible materials are not stored together.
Any liquid spilt from drums during handling is to be cleaned immediately. Any drum
found leaking or in poor condition is to be emptied and the contents transferred to an
appropriate labelled container. Metal trays are to be used under taps fitted to containers
containing oils, thinners, cleaning solvents etc.) to catch any drips. Maintenance of
vehicles must not be undertaken on-site. Refuelling of mobile plant must occur in a
designated area, and the contractor is required to maintain spill kits while refuelling occurs.
4.5 Air Quality Management
The identification of potential sources of dust emission from the site has facilitated the
nomination and design of measures for the control of dust. An adequate water supply forms
one of the principal cornerstone for dust control at the site. Specific control measures to be
implemented for particular operational phases or activities include, but not necessarily
limited to:
4.6 Excavation Activities
• Limiting the removal of soil at any one time to that necessary to provide adequate
access to the construction area;
• Limiting soil removal and vegetation clearance to periods of favourable weather
conditions or maintaining materials in a damp state to avoid dust generation;
• Carrying out progressive revegetation of areas no longer in use;
Issue 2 July 1 Page 11
Page 15
Westcon Site Management Pty Ltd
• Dampening of working areas, roadways and other hardstand areas when visual
surveillance indicates excessive dust generation from stockpiles or mobile sources;
• Enforcing a 30 kph speed limit on roadways;
• Restricting mobile machinery movements to designated routes and standing areas;
• Levelling of loads prior to truck exit from the site to avoid spillage;
• Providing and maintaining truck wheel shaker facilities to prevent carriage of mud onto
sealed public roads;
• Covering all loads of fine materials;
• Regular sweeping/washing of sealed access roads to remove mud and product spillages.
4.7 Waste Management
Wastes generated by construction activities on the site must be managed in the following
manner:
• Sorting and storing paper and general wastes from office and construction activities in
appropriate containers prior to disposal off site at designated landfill, transfer station or
recycling depot;
• Temporarily storing scrap metals in a designated holding area prior to collection by
scrap metal merchant for recycling;
• Temporarily storing concrete waste in a designated bin or area prior to collection by a
contractor for recycling;
• Removing silt from sediment traps and silt fences to a designated storage area for drying
prior to being incorporated into revegetation works; and
• Using waste water from sediment traps for dust control.
4.8 Noise Management
The following management practices will be adopted at the construction site:
• Designing the layout of the construction area to maximise the use of natural barriers,
earthen bunds and vegetation;
• Restricting hours of construction so that all activities including maintenance, refuelling
and servicing of equipment will only be undertaken between the hours 7.00 am to 6.00
pm Monday to Friday and 7.00 am to 2.00 pm on Saturday subject to compliance with
noise provisions of the Environmental Protection Act or local council ordinances;
