NOOSA COUNCIL APPROVED DOCUMENT OPW21/0354 28 MAR 2020 [OCR of page images] NOOSA COUNCIL North Coast APPROVED DOCUMENT MAsivroamenta OPW21/0354 28 MAR 2020 Services Environmental Management Consultants PROJECT: J000988 Friday, 26 November 2021 Tony Rossiter Via Email: [email protected] Dear Tony, RE: Proposed Dam impact to Native Vegetation — 8 Robin Place Lake MacDonald QLD North Coast Environmental Services undertook a site investigation on Monday 22"4 November 2021 to assess the ecological values present within and adjoining the proposed dam footprint at 8 Robin Place Lake MacDonald (Lot 13 SP315578). Lot 13 was recently created as part of a rural residential subdivision (Council Ref: OPW20/0051) and vegetation at the rear of the lot was subsequently registered under conservation covenant. It is understood you are the new owner of Lot 13 and you wish to construct a dam in the north of the lot within approximately 20m of the covenant edge. The plan of the dam presented to us for assessment purposes is presented as Attachment 1. No material impact is expected to the covenant vegetation given its separation of 20m from the nominated position of the dam. It is noted that you informed us that the dam linework in Attachment 1 represents the centre of the top of bank of the dam. Further, the geotechnical assessment by Tectonic has recommended the batters of the dam be constructed at 1:3 grade on the downslope side of the dam and 1:2 on the high side. We have therefore assessed that the required downslope batter of the dam would extend approximately 6m from the delineated top of bank in Attachment 1 on the assumption that the top of bank RL would be approximately 2m above ground RL Yas per your advice on site). Consequently, approximately 14m separation is anticipated post dam construction between the toe of the dam batter and the adjacent covenant boundary. Whilst the covenant vegetation will not be impacted, a small copse of native trees are present between the nominated dam location and the covenant boundary and are captured under the Noosa Plan as being within a native vegetation area. These trees were not captured in the covenant under the subdivision due to their non-remnant status and given they were scattered amongst a slash pine infestation which has since been cleared to satisfy the DA conditions. Plate 1 identifies the conditions within and abutting the proposed dam and the extent of trees anticipated to be directly impacted. The trees comprise regrowth trees over a grassy understorey dominated by /mperata cylindrica along with some regrowth saplings of mixed native species. Services Environmental Management Consultants North Coast siurcnmenta PROJECT: J000988 Surveyed edge of vegetation (approx. ) Was i Pipe: eee E Plate 1 - Affected Trees (red line denotes approx. toe of dam batter) Based on a 6m batter slope length on the downslope side of the dam as depicted in Plate 1, the following trees are likely to be required to be removed due to either direct clearing needs or the likelihood of becoming non- viable as a result of filling over their root zones and about their trunks: 2 x Eucalyptus grandis (approx. 16m high/400-450mm dbh); 1 x Corymbia intermedia (6m/100mm); 3 x Acacia melanoxylon (4m, 6m and 8m/100mm, 100mm and 300mm) 1 x Lophostemon confertus (8m/100mm) Extension of the batter any further than 6m from the pegged alignment on site would impact the surveyed edge of vegetation shown in Appendix 1 and Plate 1 and which is characterised by a population of Commersonia bartramia to 10-14m height. It is therefore recommended the final position of the dam be designed to ensure retention of the vegetation edge characterised by the Commersonia’s. The stand of impacted trees comprise least concern species which are common in the local area. The trees all exhibit regrowth structural characteristics and were not observed to be host to any hollows or nests at the time of inspection. Whilst the trees inherently influence the microclimate of the nearby covenant vegetation it is considered their removal will not alter the viability of the covenant area to be able to continue support the in-situ local flora and fauna, particularly given the extent of mixed open forest and rainforest regrowth canopy trees that would be retained between the dam PO Box 9566 Pacific Paradise QLD 4564 ABN 60 625 108 625 2 | Page
Section 6
North Coast Environmental Services Environmental Management Consultants PROJECT: J000988 and the covenant vegetation that will offer increasingly shaded conditions to the covenant edge over time. The impact of the tree clearing can be countered via the provision of a compensatory biodiversity offset. In this instance it could be appropriate to provide a direct revegetation offset within the denuded area in the north-west corner of the lot adjacent to the covenant boundary (refer Plate 2). Slee ii Oe © 2 Plate 12— Suitable Offset location Determination of an appropriate scale of revegetation is matter to be negotiated with Council but should at a minimum comprise a 1:1 clearing to offset ratio with trees planted at appropriate densities and maintained for a period of time until considered successfully established. Should you have any queries regarding this matter please do not hesitate to contact me. Sincere regards, LZ, - a Joshua Lee - Director B. Sc.
