Revised Noise Report Addendum addressing Council and DEHP Requirements.
Attached to the e-mail Addendum to Acoustic Asssessment Report in Response to Noosa Council Information Request (MCU15/0086).
Our Ref: ATP150314-L-01 Enquiries to: Sasho Temelkoski 9 October 2015 Noosa Council PO Box 141 TEWANTIN QLD 4565 Attention: Jack Lewis E-mail: [email protected] Dear Sir, Re: Village Bicycle Café at 2 Bottlebrush Avenue, Noosa Heads – Addendum to Noise Impact Assessment Report in Response to Noosa Council Information Request (MCU15/0086) This letter is an addendum to the acoustic report prepared by ATP Consulting Engineers (ATP150314-NIA-02) dated 24 June 2015 for the Village Bicycle café at Shop 1, 2 Bottlebrush Avenue in Noosa Heads. 1. Project Background The noise impact assessment by ATP Consulting Engineers, dated 24 June 2015, considered the assessment criteria and methodology outlined in the Guideline for Acoustical Consultants When Assessing Noise Associated with Entertainment and Patrons at Premises Licensed Under the Liquor Act 1992, as per the requirements of the Office of Liquor and Gaming Regulation (OLG). The report listed conditions for maximum sound pressure levels for patron noise and music noise at the café. The report also recommended patron noise management measures, as well as construction of a 2.4 metre high acoustic fence on the north-eastern boundary of the café. With these noise control measures in place it was demonstrated that the Village Bicycle café will comply with the noise limits defined under the Liquor Act 1992 and Liquor Regulation 2002. Noosa Council has requested additional information as follows: Address compliance with environmental noise criteria specified in Noosa Council local laws or other State legislation; ATP Consulting Engineers E: [email protected] P: +61 7 5593 0487 Suite 5, 23 Main Street ABN: 95 634 079 845 www.atpconsulting.com.au or: 0413 055 994 Varsity Lakes, QLD 4227 atf ATP Engineering Trust

Reduce height of acoustic fence from 2.4 metres to 2.0 metres and reassess noise
impacts from Village Bicycle café on the nearest noise sensitive places.
2. Environmental Noise Criteria
Noosa Plan does not specify criteria for environmental noise from commercial premises on nearby
residential areas. In absence of specific local noise standards, the noise standards from
Environmental Protection (Noise) Policy 2008 (EPP (Noise)) are applicable.
2.1 Acoustic Amenity
EPP (Noise) identifies environmental values for the acoustic environment and sets acoustic
quality objectives for sensitive receptors. The purpose of the acoustic quality objectives is to
protect the acoustic amenity of the environment.
The applicable criteria from Schedule 1 of EPP(Noise) are presented in Table 2.1.

noise criteria)

35 45 (35 + 10) Health and wellbeing
Dwelling evening
(for indoors) Health and wellbeing, in
Night-time 30 40 (30 + 10)
relation to the ability to sleep
A typical 10 dB(A) reduction by the building envelope with windows open is normally considered
to derive the representative external noise criteria from the respective indoor noise limits.
The noise criteria are expressed in terms of LAeq,adj,1-hour for the 1-hour period of maximum activities
at the Village Bicycle café. The assessment of the compliance with the operational noise criteria
is based on the results of the noise propagation modelling for a period of 1-hour1 with maximum
noise emissions.
2.2 Controlling Background Creep
Section 10 (2) of EPP (Noise) makes allowance for maximum additional noise over the existing
background noise level (LA90,T). The overall A-weighted equivalent continuous adjusted sound
pressure level (LAeq,adj,T) from the combined operation of all noise sources must not exceed the
background noise levels by more than 5dB(A).
The applicable criteria are presented in Table 2.2.
1
The algorithms for outdoors propagation of sound in SoundPLAN are based on ISO9613-2: 1996 with a preferred time interval of 1
hour to correspond with the typical 1 hour recording of meteorological conditions. In a steady-state conditions with no variations in
the meteorological conditions and with continuous operation of all noise sources, the time interval from 1 minute to 1 hour has no
influence on the calculated LAeq,adj,T noise level at the receiver.

*Considering background noise levels corresponding with noise area category R3 from AS1055.3-1997
The most conservative noise criteria is the acoustic amenity criteria presented in Table 2.1. The
noise criteria is applied at the most exposed façade of the nearest noise sensitive places, which
are the Bottlebrush Townhouses at No. 1 Bottlebrush Avenue.
3. Noise Propagation Modelling
The SoundPLAN noise propagation model was modified as follows:
Height of the acoustic fence on the north-eastern boundary of the café was reduced to 2.0
metres.
Receivers were located at the first and second floor balconies of the nearest unit at No. 1
Bottlebrush Avenue, instead of on the footpath.
All other features of the model remain unchanged from the original noise impact
assessment.
The calculated noise levels at the nearest apartments at No. 1 Bottlebrush Avenue, considering
patron and music noise emissions from Village Bicycle café when operating at full occupancy (1-
hour period of highest noise), are presented in Table 3.1 and Appendix A.

4. Compliance with the Noise Criteria
The calculated noise levels at the nearest unit at No. 1 Bottlebrush Avenue are within the
recommended noise limits during day time, evening and night time. The operation of the Village
Bicycle café, as per the busy weekend period considered in the SoundPLAN model, will not
impact on the noise amenity at the nearest noise sensitive places.
Should noise measurements need to be carried out for administrative compliance, ATP
Consulting recommends measurements at two control points as presented in Figure 4.1.

The maximum sound pressure levels at each location after 10:00pm are presented in Table 4.1.

With increased distance from the boundaries of the investigated premises, it is difficult to ascertain
the contribution of the operational noise emissions from the café relative to the other
environmental noises in the surroundings. Therefore, the recommended administrative
compliance noise measurement locations are located closer to the operating Village Bicycle café
to prevent interference by extraneous noise sources.

Provided the noise levels (administrative compliance noise levels), as presented in Table 4.1, are not exceeded, the noise levels at the nearest noise sensitive places will be within the EPP (Noise) criteria. ATP Consulting is satisfied that with the proposed 2.0 metre high acoustic fence and with implementation of the other noise control measures outlined in the detailed report (ATP150314- NIA-02), the operation of Village Bicycle café will not result in unreasonable noise at the nearest noise sensitive places.
