PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MARCH 2017
5. CONCLUSION
The application to develop 6 dwelling units on a vacant portion of the existing Cooroy Bowls Club
land, conflicts with the purpose of the Open Space Recreation zoning. Although the conflict
exists, there are sufficient grounds for 6 dwelling units to be developed on the site.
The Sport and Active Recreation Strategy 2011 and the Open Space Strategy 2011 suggest that
the location of the currently vacant 1,536 m2 portion land is not needed for the open space
recreation purpose.
The proposed dwelling mix provides for an array of dwelling types that has been identified by
Council’s Strategic Land Use Planning Unit as providing a higher number of smaller dwellings
that will improve housing choice and be of community benefit.
The proposed use as multiple housing will provide for permanent accommodation in a dwelling
type, which is consistent with the Overall Outcomes for the Locality and is consistent with the
Preliminary Approval which is valid until 31 October 2019.
The application is, therefore, recommended for approval, with conditions.
