PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MARCH 2017
3. ASSESSMENT
3.1. Statutory Instruments – Planning Scheme
The applicable planning scheme for the application is The Noosa Plan (16 September 2013). The
following sections relate to the provisions of the Planning Scheme.
Advertising Devices Code
In accordance with Probable Solution S7.2 of the Advertising Devices Code, the maximum
permissible illuminated signage is limited to one (1) sign per tenancy. The corresponding Specific
Outcome O7 of the code seeks to ensure an advertising device only incorporates illumination
where it is appropriate to its setting and is compatible with the visual amenity of the surrounding
area. The code further seeks to ensure illuminated signage does not cause environmental
nuisance and does not create glare, reflecting or flaring of colours.
The application seeks approval for an additional three illuminated wall signs which equates to a
total of four illuminated signs relevant to the tenancy (3 x illuminated wall signs & 1 illuminated
pylon way finding sign). Although exceeding the maximum permissible, the number of proposed
illuminated signage is consistent with the scale of the development noting the Sofitel
development is one of the largest in the vicinity. Should the site be redeveloped a far greater
amount of individual tenancies can be created over the site and permitted to have one illuminated
sign per tenancy under the self assessable provisions of the code.
The proposed illuminated signage is appropriate to the setting and the site’s resort use and will
retain the visual amenity of adjoining residential uses and mixed use developments. The
proposed wall signs fixed to the facia of the covered vehicular drop off area will be screened by
existing landscaping within the site in conjunction with mature character figs situated in a
landscaped strip between the Sofitel service road and Noosa Parade. The vegetation will provide
suitable screening to residential development to the east and adjacent the canal to the south.
Refer to Attachment 1.
Similarly, the proposed wall sign to be fixed to the facia of the building will be screened from
residential development to the east as depicted in Attachment 2, however, will be visible to
residents adjacent the canal to the south. Nevertheless, the proposed wall sign will not
significantly adversely impact the amenity of residential uses to the south given these residents
are approximately 150m away and the size of the sign.
4. CONSULTATION
4.1. IDAS Referral Agencies
Not applicable.
4.2. Other Referrals
Not applicable.
4.3. Public Notification
Not applicable.
5. CONCLUSION
Although exceeding the maximum permissible for illuminated signage per tenancy, the proposed
signage does not raise any planning concerns. The signage is justifiable given the scale of the
development. The proposed signage is appropriate to its setting and remains compatible with the
visual amenity of the surrounding area and is well screened from nearby residential uses.
