PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MARCH 2017
Clause 5.1 (b) – Develop an Operational Plan and Budget aligned with the objectives for the
Company and the Public Trust for each financial year and submit to Council for review no
later than three months before the beginning of each financial year. In accordance with
advice provided in December 2016, NBRF have advised that they will not need to draw down
on all of their operational funding for the 2016/17 financial year. As such, NBRF have drawn
down $70,000 of their operational funding for 2016/17 and have not drawn down the balance
operational funding of $70,000 resulting in a saving to Council’s budget (general rate funded).
The project funding of $250,000 for 2016/17 has been drawn down (environment levy
funded). In relation to the 2017/18 budget, the CEO is meeting with the Chairperson of
NBRF shortly to discuss their proposed budget for next year. This can be considered by
Council as part of the 2017/18 budget process.
Clause 5.1 (e) – In conjunction with the Council, develop appropriate key performance
indicators that best reflect the performance of the NBRF against the objects of the Public
Trust and submit to Council for review no less than 3 months before the beginning of each
financial year. Council may recall that NBRF reported to Council in its last annual report on a
range of KPIs that related to specific projects using a traffic light system. The CEO believes
that there is an opportunity to improve those KPIs and will be meeting with the Chairperson of
the NBRF Board shortly to formalise the final set of KPIs which needs to be agreed by both
parties. This was intended to be finalised prior to this time but has been delayed by other
priorities.
Clause 5.2 (a) – Prepare an annual report for each financial year and submit to Council no
later than 30 November each year. The annual report is to include evidence that the funding
is being successfully applied to the objects of the company and public trust and particularly to
the delivery of projects funded by the Council contribution. The NBRF Board reported on this
at the end of 2016 and that report was provided to Council in December 2016. (Note that an
annual report was not required in November 2015 as there was no Council funding provided
in 2014/15 – refer Council resolution dated 7 May 2015).
Clause 5.2 (b) – Prepare a progress report against the utilisation of the funding towards the
NBRF program and performance against agreed key performance indicators to 31 December
each year (6 month progress report) and submit to Council no later than 31 January each
year. This report attaches the NBRF 6 monthly report to 31 December. Of interest is the
proposed establishment of a Governance Sub-Committee and new members of the Board.
Clause 5.2 (c) – Provide an audited financial report (which identifies the use of the funding
provided by Council for the NBRF program). This was provided to the December 2016
Council meeting.
