PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 31 MARCH 2015
The new delegation will be effective from the date of Council’s resolution and subject to annual
reviews. The CEO may further delegate necessary powers to appropriately qualified Council
officers where appropriate. It is anticipated that there may be occasions when the CEO chooses
not to exercise the delegation on a particular Procurement & Contracting matter.
The table below provides comparative examples of CEO Procurement & Contracting approval
limits for a number of other Councils in Queensland.

Previous Council Consideration
Ordinary Meeting, 6 March 2014, Item 8, Page 8
That Council note the report by the Co-ordinator Procurement and Fleet and Governance Project
Officer to the Planning & Organisation Committee dated 25 February 2014 and:
A. Repeal the Procurement Policy and Delegation of Authority for Procurement & Contracting
to the CEO that transferred to the Noosa Council from the Sunshine Coast Regional
Council under the Local Government (De-amalgamation Implementation) Regulation;
B. Authorise the Delegation of Authority for Procurement & Contracting to the CEO as set out
in Attachment 1 with the deletion of the following items under Delegated Power:
paragraphs 1 (a) (v) and 1 (d) (iv), and by deleting the words “including an interest in land”
in paragraph 1 (b) (ii); and
C. Adopt the Procurement Policy as set out in Attachment 2.
Finance & Risk
Increasing the delegated authority for the CEO in relation to the Procurement & Contracting limit
from $200,000 to $1,000,000 carries with it the risk that the CEO may enter into Procurement &
Contracting arrangements above $200,000, which Council may not have otherwise approved.
However, it is considered that this risk is low and at an acceptable level given the fact that the
CEO will only exercies this power where the Council has already approved a project via its
budget process and where normal procurment processes have been followed. Additionally, all of
the CEO decisions under this delegation are subject to the normal QAO audit processes.
1 Each local government category is determined by the Local Government Remuneration and Discipline
Tribunal having regard to the following: the size of the local government area; geographical and
environmental terrain; and the population of the area in terms of demographics, spread of population and
extent of services the local government provides.
