PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 31 MARCH 2015
The following figure summarises this process.
Since October 2014, Council officers have spent time working with UnityWater, reviewing and
refining the input data to the DMaTT and checking the assumptions generated. The model is
dynamic and will be continually updated as construction occurs, development approvals are
granted, and State projections are released (roughly every two years).
There are areas of challenge, for instance between whether dwelling units are permanently
occupied or are short term visitor accommodation. A “best guess” approach has been used from
a variety of indicators however, with any such system, it will never be perfectly accurate.
Also the extent to which development constraints shown in overlays actually constrains
development is not easy to predict as it is not until a detailed development proposal complete
with geotechnical, environmental or engineering solutions comes forth for Council assessment
that the development capacity of the site can be fully determined.
Notwithstanding these limitations Council officers are satisfied this is a sound and useful tool and
can see its usefulness in reviewing the Local Government Infrastructure Plan (existing PIP) and
other forward planning.
