each of the fire management units identified

                 Table 2 – Fire Management Unit 1
Description This unit encompasses the Doonan Waste Management Centre including
the land fill area and all, structures within the centre.
Small areas of narrow vegetation which has been retained along the sites
southern boundary have also been included within the area.
This FMU includes the powerline alignment even while it is not on the
property and the small triangle of the property south of the powerline and
                                          north of Emu Mountain Road
The western edge of the Unit abuts Unit 2 which forms both a visual and
dust management buffer to the Eumundi – Noosa Road and properties on
the western side of that road. The northern boundary abuts FMU2 and
                                          FMU3.
The land to the south of the powerline alignment has also been included
                                          into FMU1.
The structures in the north-western corner of the facility are located less
than 5 metres from the adjacent vegetation. While this structure is a
storage shed, it potentially contains flammable materials and substances
from time to time and as such are at risk from a bushfire event.
Access to FMU  Via the main access point from the Eumundi – Noosa Road and
                                              internal vehicle roadways
 Via FT1 which provides separation and access around he current and
proposed re-developed waste management centre service and
                                              administrative area.
 Limited access may be available off the round-about at the junctions
of Emu Mountain Road and Walter Hay Drive. However this access
may be restricted from time to time by access over and through the
                                              table drain.

                 Fire Management Infrastructure

Fire management infrastructure includes firebreaks and fire trails throughout the Landfill site.
The upgrading of fire trails and establishment of formal firebreaks within each fire management

                 Fire suppression chemicals

Wetting and foaming agents (surfactants) are
permitted for use in wildfire suppression.
Due to the potential environmental impacts
of wetting and foaming agents to natural
waterways and other water bodies they
should be excluded from use within 50
metres of watercourses, dams and swamps.

Care should also be undertaken when re-
filling tenders and water tanks around
natural waterways and water bodies that
foaming and wetting additives are added
away from those water bodies to ensure no
accidental spillage occurs and results in
                 contamination of those water bodies.

                 Smoke management

The potential impacts of smoke and possible
mitigation tactics must be considered when
                 planning for wildfire suppression and
                 controlled burning operations. In the
planning phase of a controlled burn within
the Land Fill Site, local property owners
around the site should be notified or the
potential for residual smoke to be trapped
within the valley during and following a
                 burn.

Additionally as the site abuts two major
roadways smoke hazard signage and traffic
warnings signs should be used. Police
should be notified and be available to slow
or re-direct traffic should smoke become a
major traffic hazard on any major roadway
                 around the site.

                 Visitor management

As the Land Fill Facility is a major community
asset it cannot be closed for controlled burns
however, if the smoke haze resulting from a
controlled burn or a wildfire become such
that it is a safety or health hazard to users
and workers at the facility, closure may be
required until the hazard level has reduced to
                 an acceptable level.

area or reserve, of sufficient width and level surface to allow

                                                   throughout Australia.
Aspect Aspect of a landscape is the direction that the face or slope of
land faces when aligned to the magnetic compass. E.g., a slope
facing west has a westerly aspect. In Logan City, the westerly
and northerly aspects are usually the driest and hence more fire
prone than easterly and southerly aspects.

Dwell time Dwell time is the time for a flame or fire to burn at a specific
                                                   point in a fuel matrix.
Ecological burn An ecological burn is a burn undertaken within an area of
vegetation to facilitate ecological enhancement of improvements
to the ecological values of that area. Hazard reduction is not the
driver for undertaking an ecological burn.

Fire Management Zone A designated area within or contiguous with the planning area
(FMZ) which requires specific management prescriptions as identified

conservation protection zones pertain to an area of reserve that
has significant flora, fauna or habitats which are intolerant to fire.
Fire Management Block A discrete area identified in a Fire Management Plan with a
(FMB) discernible operational boundary on which a specific planned

Firebreak A firebreak is a constructed or natural feature lacking the
vegetation or fuel necessary to carry a ground fire, and that
reduces the rate of spread and intensity of any fire that may
occur in an area of standing vegetation.
Fire frequency Fire frequency is the measurement of the number of years
between successive fires that burn through a specified area.
Fire intensity Fire intensity is the measurement of the heat generated by a fire
over a given distance. Intensity is measured in kilowatts per
                                                   metre kW/m.
Fire Management Plan A document outlining the management of fire hazards within a
(FMP) specific area of standing vegetation. It details the objectives for

                 Term Definition
management actions to be used to meet the defined objectives.
Fire prone Fire prone is an assessment of an area of vegetation that has the

Fire risk The potential for a fire event to impact on infrastructure, cultural,

Fire trail / Fire Management A track, path or trail capable of being used as a point to conduct
Line fire prevention or suppression activities. Fire trails are primarily
for use by vehicles such as four-wheel drives and other rural fire
                                                   appliances.
Foliage Projected Cover Measure of canopy projection for a given community or area
(FPC) given as a percentage of the total area.
Fuel Free Zone (FFZ) A Fuel Free Zone is an area of a firebreak, which contains
virtually no fuel. This area usually consists of the firebreak
proper and provides a fuel free zone against a property boundary
                                                   of a built asset.
Fuel Load Estimated volume of combustible fuels available in a defined
area of vegetation type expressed as tonnes per hectare (t/ha).
Fuel matrix Fuel matrix is a description of the types and locations of fuels
within an area of vegetation e.g. a fuel matrix may consist of
ground fuel made up of leaves and sticks as well as suspended
fuels in shrubs and bark in trees.
Fuel Reduced Zone (FRZ) An area where available fine fuel or standing vegetation has
been removed or reduced to a height less than 100 mm.
Hazard A hazard is fuel complexes defined by volume, type, condition,
arrangement and location that determine both the ease and

Rate of spread The relative forward movement of a fire thorough an area of
standing vegetation. Rate of spread is usually based on the
measurement of the size of the fire perimeter or the increase in
                                                   area of the fire front.
Remnant Vegetation Refers to areas of bushland or other vegetation types that have
been separated from larger bushland areas within the city.
Standing Vegetation Describes living and dead vegetation above the ground,
including grasslands, heaths, wetlands, and open woodland to

Stick Raking Physical removal of dead vegetation and coarse forest litter.
Suspended Fuels Elements of fine fuel elevated from the normally compressed
ground layer fuels, and thereby drier and liable to create wind-

                                                   standing vegetation, flammable live vegetation).
Wildfire Any unplanned or uncontrolled fire occurring in any area of
                                                   standing vegetation.
