Bushfire Hazard Assessment & Management Plan v1 NCES REF: J000542
Lot 9 on RP225312 – 100 Cooyar Street, Noosa Heads

reference that the applicable assets in the development footprint are to be separated from the
closest edge of an adjacent mapped medium, high or very-high potential bushfire intensity
area by a distance (APZ width) that achieves a radiant heat flux level of 10 kW/m2 or less at
all development footprint boundaries.
The proposed development footprint intercepts the modelled vulnerable use <10kW/m² RHF
setback requirement to the east by a maximum of approximately 6m and to the south by a
maximum of approximately 7.8m, noting the modelled <10kW/m² RHF contour was set from
the external edge of the NSC firebreak adjoining the site. The risk assessment performed
herein, which also considers other factors beyond just separation, has however identified that
the level of risk acting on the development could be considered to facilitate an Acceptable to
Tolerable risk of impact and therefore can be supported subject to implementation of the
recommendations set herein.
The extent of proposed separation is to constitute the extent of the recommended APZ for the
development. This means the APZ is to extend from the building edge through to the limit of
the NSC firebreak on the adjoining lot, which for clarity, extends 20m from the eastern site
boundary and 15m from the southern site boundary.
The conditions in the APZ are to managed for the life of the development and shall:
1. Comprise only low threat vegetation (for example grassland managed in a minimal fuel
condition, maintained lawns, low flammability garden beds, pathways, open space area);
2. Are designed to ensure a potential available fuel load is maintained at less than 8
tonnes/hectare in aggregate and with a fuel structure that remains discontinuous;
3. Not include any other buildings between the new building and the limit of the APZ; and
4. Not include any timber based hard landscaping such as pergolas and breezeway framing
which could facilitate a fire pathway from the adjacent vegetation onto the building.
Ozcare is to be responsible for the maintenance of the APZ for the life of the development.

5.3 Water Supply
The availability of a reliable water supply for firefighting purposes is a vital tool in the defence
of bushfire impact. The site is currently connected to the Noosa Heads reticulated water supply
which has a minimum pressure and flow of 10 litres a second at 200kPa. The new buildings
will be connected to this supply and therefore the water supply design satisfies the NSC
Bushfire Hazard Overlay Code requirements for water supply and that prescribed within the
SPP.
A fire hydrant and fire hose reel is recommended to be provided at the northern, central
eastern and southern points of the site to aid in fire suppression activities. It is recommended
that any new road components and fire hydrants are designed and installed in accordance
with:
   1. Fire Hydrant and Vehicle Access Guidelines for residential, commercial and industrial
lots, Queensland Fire and Emergency Services, 2015, unless otherwise specified by the
   relevant water entity; and
   2. The Road Planning and Design Manual 2nd edition, Department of Transport and Main
   Roads, 2013.
Note: when relevant, the superseding versions will apply.

5.4 Fire Breaks
The provision of fire breaks and fire trails within a site located in a bushfire prone area offers
an important bushfire defence measure to assist in reducing the risk and severity of bushfire
ingress onto and through a site.
The establishment and management of a 20m fire break adjacent to the eastern site boundary
(i.e., off-site) and a 15m fire break adjacent to the southern boundary has been recently
approved by Noosa Council and constructed by Ozcare. The clearance and maintenance of
