ADVICE AGENCY’S RESPONSE
Sections 291 and 292
of the Sustainable Planning Act 2009
RESPONSE TO DEVELOPMENT APPLICATION
Powerlink Queensland, acting as anadvice agency under the Sustainable Planning Act
2009 provides its response to the above application.
The advice agency’s response is that:
~ this application should be approved subject to the following conditions:
1. Compliance with the terms and conditions of easement dealing no. 601325229.
2. NGl building, or any part of any building, including foundations and overhangs
(eaves), may extend into the easement area. Consequently the position of Proposed
Building ’FL 180.00’ as per DWG No 1209-A1 (attached for reference) needs to be
moved.so that the building sits outside the easement edge. Please provide a new
plan at your earliest convenience to confirm.
3. This response does not constitute an approval to commence any operational works
within the easement. We note that that applicant intends to construct a section of
’new gravel road’ on the easement. Prior written approval is required from Powerlink
before any work is undertaken within the easement areas. Please submit detailed
design drawings relating to the construction of the gravel road for Powerlink’s review
and approval (or otherwise) prior to commencement of the works. This includes (but
is not limited to) the final design showing earthworks and all services. The proposed
gravel road construction area should maintain a minimum separation distance of 20
metres from the edge of the Powerlink structure footings.
4. It islikely the development will hinder our current access to the easement and
structures on the easement. In order for Powerlink to maintain and operate a safe
and reliable supply of electricity, we will require unrestricted 24-hour access to
our infrastructure during all stages of the development and subsequently. Access
must be suitable for a 100 tonne crane but to a standard no less than existing. Our
Easement Maintenance Manager will be in contact with the applicant in due course
when access to the easement and structure is required.
5. Compliance with the Electrical Safety Act 2002 including any Code of Practice under
the Act and the Electrical Safety Regulation 2002 including any safety exclusion
zones defined in the Regulation.
In respect to this application the exclusion zone for untrained persons and for
operating plant operated by untrained persons is 6 metres from the 275,000 volt
wires and exposed electrical parts.
Should any doubt exist in maintaining the prescribed clearance to the conductors and
electrical infrastructure, then the applicant is obliged under this Act to seek advice
from Powerlink.
