RE: ADDITIONAL INFORMATION & SUBMISSION TO COUNCIL
Development Permit for Material Change of Use - Entertainment & Dining Business Type 1 -
Food & Beverages , 2 Bottlebrush Avenue, Noosa Heads, and described as part of Lot 157 on
RP 88772
Reference is made to the above development application which is currently being assessed by Noosa
Council.
The applicant acknowledges that Council staff had previously recommended approval subject to certain
conditions in a report that was tabled at Council’s Planning and Organisational Committee meeting held on 2
February, 2016.
Upon reviewing that report and recommendation by Council staff in this meeting agenda, the applicant
requested that Council delay its assessment until a meeting is held between the applicant and Council staff
so that certain matters referenced in the report can be discussed with staff and possibly researched further
by the applicant. The applicant appreciates that Council agreed to its request. Following the requested
meeting with Council staff on the 15" February, 2016 it was necessary for the applicant to undertake further
research.
The applicant is now in a position to provide this submission to Council so that it can complete its
assessment of the above development application.
Background
The need for a venue that served food and drinks for those people who just want to able to casually socialise
in the evening was identified by Luke and Trevor (the applicant partnership) when they worked for local
hospitality businesses. There were limited suitable venues where local residents could visit, particularly after
work whether that be a 5.00pm for regular 9am to 5pm workers or after say 8am to 10am for those part-time
workers in many of the local restaurants and cafes. The preference was for a venue where local residents
could mingle and interact rather than be dance, listen to music or be otherwise entertained.
Village Bicycle Café was established by Luke and Trevor with this specific purpose in mind. Like anything
new whether it is initiated by the public or private sectors, there were some matters that need to be
monitored and rectified and/or improved where necessary. Through the experience and commitment of
Luke and Trevor, Village Bicycle Café is continually improving its operations and its customer’s satisfaction.
As a result Village Bicycle Café has become well patronised by local residents as well as certain visitors to
Noosa. In fact, it has become widely acknowledged that Village Bicycle Café is the only venue of its type
