3. Existing Transport Infrastructure
3.1 The Road Network
All roads in the immediate vicinity of the site are administered by SCRC. The hierarchy and
characteristics of these roads are shown below in Table 3.1.
Table 3.1: Local Road Hierarchy
Road Speed Limit Lanes Classification
Cooyar Street 50kph 4 (divided) Major Road
Lanyana Way 50kph 2 (undivided) Local Road
Arcadia Street 10kph 1 (northbound only) Local Road / Shared
Zone
The intersection of Cooyar Street and Lanyana Way is roundabout controlled. The intersection of
Lanyana Way and Arcadia Street is priority controlled with only northbound movements allowed
on Lanyana Way.
3.2 Public Transport, Pedestrian and Cyclist Facilities
The new Noosa Heads transit centre was opened in August 2011. The transit centre caters for
local, regional and interstate bus services. The transit centre is designed to provide modern
facilities in a central location and remove car and bus trips from the road network around
Hastings Street. The transit centre provides ‘kiss and go’ drop off areas as well as end of trip
cyclist facilities including bicycle storage.
Formal pedestrian footpaths are located on both sides of Lanyana Way in the vicinity of the site. A
pedestrian ‘zebra’ crossing connects Noosa Fair Shopping Centre to other areas of Noosa
Junction. Arcadia Street is identified as a shared zone, with low traffic speeds allowing for
pedestrians to cross along its length. Pedestrian footpaths are provided on one side of Wyandra
Street only.
Cooyar Street provides a shared path on the eastern side and dedicated on-street cycle lanes.

3.3 Road Planning
3.3.1 Noosa Junction
The proposed redevelopment is within the Noosa Junction Placemaking Strategy area. SCRC in
conjunction with Place Design Group prepared a schematic masterplan report which discussed
key aspects of the strategy. Key information relating to vehicular and pedestrian movement
outlined within the masterplan report is identified below:
► Arcadia Street will be extended to the south west;
► A new road will be constructed, linking Arcadia Street and Noosa Drive;
► Improved pedestrian connectivity through Noosa Junction;
► Improved cyclist facilities including on and off road cycle lanes;
► New end of trip bicycle facilities; and
► Clear car parking identification and wayfinding.

4. Car Parking Arrangements
4.1 Existing Supply
The Noosa Fair Shopping Centre currently provides 400 parking spaces. This does not include
several non-standard parking spaces in the eastern side of the car park.
4.2 Council Parking Supply Requirement – The Noosa Plan
The Noosa Fair redevelopment is subject to parking requirements identified in The Noosa Plan
Part 14: Division 13 – Driveways and Car parking Code. The parking requirements for the
proposed land uses based on The Noosa Plan are identified in Table 4.1.

Total 437
As shown in Table 4.1 the total Noosa Fair parking requirement for the Coles expansion is 437
spaces based on the Noosa Plan.
4.3 Council Parking Supply Requirement – Draft SCPS
SCRC have issued a draft Sunshine Coast Planning Scheme (SCPS) for comment. The draft SCPS
identifies parking rates which differ from the Noosa Plan. Whilst the draft SCPS has not been
officially adopted by Council, it does identify Council’s current philosophy for the future direction
of the Sunshine Coast Region. As such, it is anticipated that the parking rates identified in the
draft SCPS will be largely consistent with the future adopted planning scheme and can be used as
a guide. The parking requirements for the proposed land uses based on the draft SCPS are
identified in Table 4.2.

4.4 Existing / Surveyed Parking Demands
4.4.1 Noosa Fair Shopping Centre
TTM undertook a parking demand survey within the area identified in Figure 4.1 on Thursday 29th
November 2012 between 8:00am-7:00pm and Saturday 1st December 2012 between 8:00am-
5:00pm. The areas surveyed are shown in Figure 4.1 and the survey results are available upon
request.

The car park usage for zones 1, 2 and 3 are directly attributed to the existing Noosa Fair Shopping
Centre. The peak parking demand surveyed in these zones was 313 spaces. This peak demand
occurred at 11am on the Thursday. This relates to a parking demand of 4.5 spaces / 100m2 use
area. It is TTM’s experience that this rate is relatively consistent with centres of this nature.
Applying the surveyed parking demand rate to the proposed Coles expansion equates to a peak
parking demand of 341 parking spaces for the Noosa Fair Shopping Centre.
During a site review it was noted that the Noosa Fair Shopping Centre is used by customers
parking external to Noosa Fair (external parking supply). Conversely the Council car park
contained within zone 4 was found to include parking demand from customers within Noosa Fair
(external parking demand). Given the level of cross-utilisation of parking within the study area it is
not possible to get an entirely accurate description of car parking demand for the Noosa Fair
Shopping Centre alone.
TTM have therefore undertaken a sensitivity analysis to determine potential parking impacts of
the Coles expansion. It is anticipated that zones 5 and 6 are used solely by Noosa Bowls Club, and
shops northeast of Lanyana Way respectively, with some external parking supply provided within
the Council car park in zone 4.
The sensitivity analysis is based on the inclusion of 15% and 30% of the parking demand in zone 4
relating to the Noosa Fair Shopping Centre. Table 4.3 provides base parking demands, peak
parking rates and post Coles expansion parking rates for these scenarios
Table 4.3: Sensitivity Analysis for Noosa Fair Parking Demands
Parking demands Base Parking Demands Resultant Demand per Parking Demand with
2
Assessed 100m (use area) Coles expansion
Zones 1, 2 and 3 313 4.5 336
Zones 1, 2, 3 and 15% 333 4.8 358
of 4
Zones 1, 2, 3 and 30% 354 5.1 381
of 4
This analysis identifies that the Coles expansion could result in the Noosa Fair Shopping Centre
having a parking demand between 336 and 381 parking spaces.
4.5 Estimated Practical Parking Demands
Based on the survey of the Noosa Fair Shopping Centre car park and surrounding car parking area
TTM anticipate the Centre will generate between 336 and 381 parking spaces post Coles
expansion. The shopping centre provides 386 parking spaces which is considered suitable based
on the current and anticipated parking demands.

4.6 PWD Parking Requirements
The Noosa Plan identifies PWD parking to be supplied at the rate indicated in AS 2890.1 – Parking
Facilities (Part 1: Off-street Car parking). This standard was superseded in 2004, with the recent
standard not providing guidance on rates of PWD parking provision.
The Draft Sunshine Coast Planning Scheme refers to the Building Code of Australia (BCA) for PWD
parking rates. The BCA provides PWD parking rates for most types of land uses. Table 4.4 shows
the PWD parking requirements for dominant land uses included in the proposed expansion.
Table 4.4: PWD Parking Requirement
Building Class PWD Rate Land Use Parking Requirement PWD Requirement
Class 6 – Shop 2 spaces / 100 37 1
The Coles expansion should therefore provide 1 additional PWD to those already on-site. It is
noted that the existing 5 PWD bays within the car park will be relocated as part of the Coles
expansion. These PWD bays will be relocated in accordance with AS2890.6-2009 Off-street
parking for people with disabilities.
4.7 Car Park Layout
The existing car park will remain as approved, however several non-standard parking spaces near
the servicing area to the east will be removed as well as 14 spaces along the Coles frontage to
allow the expansion.
The remainder of the existing car parking area has been approved and additional spaces are
provided in accordance with Australian Standards, therefore the car park layout is considered
suitable.
4.8 Council Motorcycle Requirements
The Noosa Plan identifies that motorcycle parking should be provided at a rate of 1 per 10
standard spaces for retail, commercial and entertainment and dining businesses. This equates to 4
motorcycle spaces which should be provided for the Coles expansion. Motorcycle parking counts
towards overall parking supply at a rate of 1 space per 4 standard spaces.
A total of 5 motorcycle bays are provided which exceeds Council requirements and is therefore
considered suitable. The motorcycle bays are designed in accordance with AS2890.1 which
identifies 1.2m wide and 2.5m deep motorcycle bays.

5. Site Access Arrangements
5.1 Council Requirements
The existing 8m wide access to the Noosa Fair Shopping Centre from Lanyana Way will remain as
approved and therefore no further assessment is considered necessary.

6. Service Vehicle Arrangements
6.1 Council Requirements
The Noosa Plan does not identify specific servicing requirements for shopping centres or
supermarkets.
6.2 Existing Facilities
The current shopping centre provides two service areas for the Coles supermarket. These areas
are anticipated to operate effectively with current service vehicle demands.
6.3 Proposed Service Vehicle Arrangements & Their Adequacy
The existing servicing facilities will remain in place following the Coles expansion. The service
vehicle generation of the Coles supermarket is not expected increase significantly following the
Coles expansion. The existing servicing facilities are therefore expected to be suitable for the
servicing demands of Coles post expansion.

7. Public Transport, Pedestrian and Bicycle
Facilities
It is anticipated that the public transport facilities located at the Noosa Heads Transit Centre
would adequately cater for the proposed development expansion. It is noted however that as the
Noosa Junction area grows, services may also have to increase to cater for higher public transport
demands. It is understood that Translink regularly monitor patronage at bus stations and would
increase the frequency of services if required.
It is understood that The Noosa Plan would refer to Austroads guidelines for bicycle storage
provision. The draft SCPS clearly identifies bicycle parking rates for each type of use. Table 10.1
shows the required Austroads and Draft SCPS bicycle parking rates for the proposed
development.
Table 10.1: Bicycle Storage Requirements

Shopping Centre (584m ) 1 / 300m and 1 per 500m 2 spaces / 100m
Total 2 x Class 1 and 1 x Class 3 12
The shopping centre expansion will provide 16 bicycle parking spaces which exceeds the above
requirements and is therefore considered suitable.
Pedestrian access and facilities to and through the site will remain and are considered suitable.

8. Conclusions
8.1 Development Access
The existing access arrangements will not be remain as approved and are considered suitable.
8.2 Car Parking Arrangements
The Coles expansion will result in the Noosa Fair Shopping Centre having an overall parking
demand of 336 to 381 spaces. The development provides 386 parking spaces which is considered
suitable based on the existing and anticipated parking demands. PWD spaces with be relocated in
accordance with AS2890.6 with an additional PWD bay provided.
The shopping centre expansion will include an additional 5 motorcycle bays.
8.3 Service Vehicle Arrangements
The existing service vehicle arrangements will remain and are considered suitable for the Coles
expansion.
8.4 Public Transport and Bicycle / Pedestrian Facilities
Public transport connection to the site is good with the nearby Noosa Heads transit centre.
Pedestrian facilities will remain as approved by Council. The shopping centre expansion provides
16 bicycle spaces which exceeds Council requirements.
