Section 2
— A total of 18 bicycle parking spaces are provided across the ground floor and lower level comprising of the following: e 2 bicycle parking spaces located on the ground floor level adjacent to the micro- warehouse 6. e 8 bicycle parking spaces located on the lower floor level adjacent to the waste room. e 8 bicycle parking spaces with one space located within each Warehouse tenancy. — A total of three motorcycle parking spaces located on the lower floor level. — Vehicular access to the site is provided via a modified crossover located northeast of the site connecting to/from Rene Street. The existing crossover will be modified to align with the proposed accessway. — Pedestrian access to the site will be via the shared accessway and pedestrian footpaths connecting to/from Rene Street. 3. Car Parking Assessment The minimum car parking requirements have been reviewed in the following sections against the relevant requirements of Part 9 of the Noosa Plan 2020 for the proposed warehouse use, with all of the tenancies assessed as being ‘warehouse’ for the purpose of the car parking requirement. 3.1. Car Parking Requirements Table 9.4.1.4 of the Noosa Plan 2020 indicates the minimum parking requirements including end of trip facilities for the proposed warehouse use. The relevant rates have been applied in accordance with the Noosa Plan 2020 as shown in Table 1. In applying the rates, the rate of one space per 50 sqm has been applied to the overall floor area due to each of the tenancies being less than 500 sqm in size. Table 1: Table 9.4.1.4 Statutory Car Parking Requirement Car Parking and Loading Statutory Parking Land Use Area Requirements Requirement one space per 50m’ up to 500m’; one space per 100m’ in excess of 500m; and A total area of 2748.14 _ f fora site of sqm; and 1,000m?—1,999m’ a loading bay for a single unit truck 12m x 3.6m; or 32 spaces; and Maximum size of Warehouse |= Each tenancy consists the vehicle for of a floor area of loading bay by a between 41.58sqm to 2,000m?—3,999m’ a loading bay | 6.4m long Small 195.79 sqm for a semi-trailer of 15m x 3.6m; or | Rigid Vehicle 4,000m’ or more a loading bay for a semi-trailer of 15m x 3.6m and on-site manoeuvring for a semi-trailer 20755T-LETO2-F01 P2 newoo'o!es
Section 3
Accordingly, the proposed development has a statutory car parking requirement to provide 32 car parking spaces. In relation to accommodating loading activities, the overall site comprises a number of smaller-scale individual warehouse style tenancies consisting of a floor area of between 42.66 sqm and 195.79 sqm. Being so small in size, the maximum size of the vehicle for loading expected for the site would be up to a 6.4-metre-long Small Rigid Vehicle (SRV). The development proposed to provide 32 car parking spaces (including one DDA space) meeting the car parking requirements under Table 9.4.1.4 of the Noosa Plan 2020 and therefore considered acceptable. Of the 32 car parking spaces, 30 of the spaces are external to the warehouse tenancies and will be able to readily accommodate any visitor on-site. 4. Swept Path Assessment An assessment (refer to Appendix A) of the accessibility to/from the car parking spaces using the ‘Autodesk Vehicle Tracking’ software has been conducted. The B99 (99% percentile car) was used in the assessment and it was found that the site could be circulated in a satisfactory manner. All vehicles will be able to enter/exit the site in a forward direction. The assessment indicates that the 6.4-metre-long small rigid vehicle (SRV, as defined by AS2890.2:02018) is able to access the site via the proposed Rene Street crossover. The SRV is able to circulate the site and utilise the accessway (adjacent to the micro warehouses) to depart the site in a forward direction back onto Rene Street. An SRV is also able to access the basement car park via the ramp and circulate the basement car park. The assessment indicates that the 10.2-metre-long waste truck is able to access the site, turn around, prop within the accessway, collect waste, and depart the site in a forward direction. The assessment indicates that the vehicular access arrangements have been designed appropriately and in accordance with the requirements of the Noosa Plan 2020, and/or AS/NZS 2890.1:2004. 5. Response to Council Information Request An Information Request was received from the Council on 15 December 2023 (Application No. MCU23/0145) which includes a range of traffic/transport and waste matters regarding the proposed development. The Council’s comments have been reproduced in bold and italics, followed by Ratio’s response. Item - Carparking Engineering have the following comments relating to the proposed carparking layout of the development: ¢ Council is not supportive of the proposed tandem carparks where impacting the main entrance to the tenancies i.e., roller door as this impacts the ability for deliveries to premises. 20755T-LETO2-F01 P3 newoo'o!es
Section 4
Tandem car parking spaces are not proposed for the development. The swept path assessment (attached to this letter - Appendix A) demonstrates that the small rigid truck (SRV - 6.4m long) can access and circulate the site in a suitable manner. ¢ Council is not supportive of the parking of vehicles within the identified “trade hubs” in the basement, should the intention for these spaces to be uses like Jim’s Mowing (as suggested) etc. as this does not eliminate the need to accommodate for the visitor vehicle to allow for the “changeover” of vehicles. Parking spaces are to be provided external to each tenancy. It is proposed to provide 30 car parking spaces which are all now external to the tenancies (Warehouses, micro-warehouses and Trade Hubs) with 9 car parking spaces located within the lower level and 21 (inclusive of 1 DDA) car parking spaces located on ground level. These parking spaces will be readily available to accommodate for visitor parking demand generated by the site. e In accordance with Table 9.4.1.4 the development incurs the assumed demand of 10 bicycle spaces. This is not considered to be unreasonable requirement to impose. A provision of 18 bicycle parking spaces have now been provided on-site as follows: — 8 spaces located at the northwestern corner of the lower floor level adjacent to the waste room; — 2 spaces located at the southwestern end of the site on ground floor adjacent to micro- warehouse 6; — 8 spaces with one space located within each warehouse tenancy. Each of the bike racks is 1.0m wide by 1.8m long accessed via a 1.5 m wide aisle which complying AS2890.3. Each bicycle space within warehouse tenancies have a bicycle envelope of 0.5m wide by 1.8m long. Refer to the attached bicycle specifications (Arc De Triomphe - horizontal rail) in Appendix B for details. e Insufficient details have been provided relating to the grades of the proposed carparks. The grade at the entrance is no more than 1:20 and the grade throughout the ground floor level is practically flat with minor level differences of 1OOmm between adjacent warehouses. The grade for the ramp between the ground and lower level is as follows: — 1:40 across the DDA car parking spaces; — 1:20 from the DDA car parking spaces to the bend; — 1:10 down to the lower-level bend; and — Flat within the lower level. Accordingly, the proposed grades comply with AS890.1 and AS2890.2 and therefore considered satisfactory. ¢ Parking facilities must be designed in accordance with the relevant Australian Standard (AS2890.1:2004 and AS/NZS2890.6:2009) The parking facilities have been designed in accordance with relevant Australian Standards: — The DDA and adjacent space has a width of 2.4 metres and a length of 5.4 metres as stipulated within AS2890.6. 20755T-LETO2-FO1 P4 newoo'o!es
Section 5
— The at-grade spaces are generally for Class 1A employee parking and short-term visitors which have a parking space requirement of 2.4 metres wide, 5.4 metres long accessed by an aisle width of 5.8 metres. All parking spaces are dimensioned at 2.6 metres wide (in excess of 2.4 metres wide) and with 5.4 metres long accessed by an aisle width of at least 6.0 metres wide. This combination exceeds the minimum requirement as stipulated within the AS2890.1. e Itis unclear how vehicles will enter/exit the highlighted carparks below. Vehicle swept paths have not been provided demonstrating how a B99 vehicle can enter and exit these carparks. In accordance with AS2890.1, access to car parking spaces is to be undertaken using the B85 (85th percentile car). Notwithstanding, the B99 swept path assessment has been provided within Appendix A that shows the highlighted car parking spaces can be accessed (ingress and egress) with a B99 vehicle. ¢ Council has concerns with the ability for vehicles accessing the “blind aisle” in front of “micro warehouse 1 - micro warehouse 7” to manoeuvre and exit the aisle. The proposed reversing manoeuvre appears to be lengthy with limited visibility. The swept paths have been updated based on the amended plans which demonstrate that the SRV can turn around with the space provided outside Warehouses 5 and 6. The updated swept paths are provided in Appendix A. e Any changes to the proposed carparking layout must achieve a minimum, unobstructed aisle width in accordance with Table 1.1 and Figure 2.2 of AS2890.01. All car spaces have been designed with a minimum of 6.0 metres aisle width which is in excess of Table 1.1 and Figure 2.2 of AS2890.1 and therefore considered satisfactory. ¢ Council has concerns for the potential of conflicts between vehicles and pedestrians on the access ramps/driveways. The width does not appear to provide sufficient width for two-way traffic and pedestrians. The proposed accessway is a shared accessway between the vehicles and pedestrians. Notwithstanding, it is recommended to provide convex mirrors along the accessway to the lower level at each bend to facilitate sightlines. Additionally, the AS2890.1 also stipulates that the provision of a two-way accessway is required to a minimum width of 5.5 metres. All accessways are provided with at least 6.0 metres in width and are appropriate for two-way traffic. Information Required 6. Additional detail must be prepared by a suitably qualified person and include, but not be limited to: a. the removal of all tandem carparks. b. vehicle swept paths demonstrating a B99 vehicle is capable of entering and exiting the proposed carparks highlighted above. The swept paths must assume neighbouring carparks are occupied, include realistic start and end positions and be done in no more than 3 total movements. As discussed previously, no tandem car parking is provided. An assessment of the highlighted spaces using B99 vehicles has been undertaken with neighbouring carparks occupied. It is noted that this exceeds the requirements of AS2890.1 which specifies the use of a B85 vehicle when reviewing access to the car spaces. Notwithstanding this, the swept paths demonstrate that the B99 vehicle can access all critical car spaces ina suitable manner and are shown in Appendix A in no more than 3 total movements. 20755T-LETO2-F01 PS newoo'o!es
Section 6
c. demonstrate how service vehicles will access all proposed VW/arehouses and manoeuvre the site. Swept paths demonstrate the ability of an SRV to access the proposed loading bays of Warehouses 1-8 and circulate the site. d. all parking facilities must be designed in accordance with AS2890; and All parking facilities accord with the minimum dimension as stipulated within AS2890.1 and a swept path assessment has been undertaken which demonstrates suitable accessibility to critical spaces. e. provide additional detail to demonstrate that pedestrian foot-traffic and vehicles will be provided with a safe environment on the access driveways/ramps. The proposed accessway is a shared accessway between the vehicle and pedestrians. All accessways are designed in excess of the minimum dimensions for two-way accessways with at least 6.0 metres in width which is sufficient to cater for shared use by both vehicle traffic and pedestrians. 7. Provide a minimum of 35 freely accessible car parking spaces, and 10 bicycles spaces. Item - Car Parking demand In accordance with Table 9.4.1.4 the development incurs the assumed demand of 10 bicycle spaces. Information Required 8. Provide revised plan identifying an area for parking of bicycles. The revised plans show a total of 31 tenancies inclusive of warehouses, micro warehouses and trade hubs. A total of 32 car parking spaces have been provided, meeting the statutory requirement of 32 car parking spaces. A total of 18 bicycle parking spaces have also been provided. Waste Management Item - Waste Removal Council’s waste department does not support the removal of waste by a private contractor such as Bin Boss to be a means of waste disposal. It is expected that developments will use Council’s contractor for waste removal. For a development of this size the servicing of waste bins on the street is not feasible therefore on site servicing is required through a proper bin storage compound. The use of bulk bins is recommended. These can be collected from defined waste storage locations on site. Internal waste storage is not recommended. It is worth noting warehouses generally produce a high litreage of cardboard and general recycling bins would not be sufficient for this bulk bins <1100L allow access to our cardboard service. Information Required 12. Swept paths shown are to the specifications of a SRV vehicle and not to council collection vehicle specification. Proper swept paths must be provided to allow the collection vehicle to either drive through or have safe turnaround as per the vehicle specifications in the Noosa Plan. If 240/360L bins are required it will be to Side Lift Collection Specs. If 1100L bins are required it will be to Rear Lift Vehicle Specs (Smallest Truck). If 1.5m3 or greater are required it will be to Front Lift Specs (Largest Truck). 20755T-LETO2-F01 P6 newoo'o!es
Section 7
The amended plans show a waste room located within the ground floor and lower level floor. The waste room consists of 1100L bulk bins as per the Council's recommendations for on-site waste collection via the Council rear-lift waste collection vehicle i.e. 10.2m long truck as per Noosa Plan. A bin tug will be used to bring the bins up to the ground floor collection, with the bins brough up to the ground floor bin storage area on collection day. There is sufficient space for all bins to be stored within this area. The two doors to the bin collection area will be opened on collection day to allow for easy bin retrieval. The swept path assessment demonstrates that the 10.2m long waste truck can access the site, turn around utilising the accessway, prop within the accessway for waste collection, and depart the site in a forward direction. Accordingly, the proposed waste collection is considered appropriate. 6. Conclusion The proposal seeks to construct a warehouse development at 58 Rene Street in Noosaville. Based on the preceding assessment, it is considered the development is appropriate for the following reasons: — The proposed development has a statutory car parking requirement to provide 32 on- site car spaces. The development has provision for 32 car spaces, and therefore meets the statutory car parking requirement and is considered satisfactory. — The swept path assessment demonstrates that access and circulation to/from and within the site are satisfactory and that all vehicles will be able to enter/exit the site ina forward direction. The assessment also indicates that the 6.4m long SRV and a 10.2m long waste truck are able to access (ingress and egress) the site in a suitable manner via the proposed crossover connecting to/from Rene Street. Overall, based on the assessment undertaken above, the proposed warehouse development is considered to be acceptable from a traffic engineering perspective and is not expected to create adverse traffic or parking impacts in the precinct.
