SPECIAL MEETING AGENDA 25 FEBRUARY 2021
Specific Outcome O3 The function of, and visual amenity and character surrounding the,
major road network, including Diamond St, Cooroy–Noosa Road, Belli Creek Road and Lake
Macdonald Drive is protected and enhanced.
Specific Outcome O15 On sloping sites, buildings and structures are designed to maximise
the use of natural slope and minimise the need for cut and fill.
Specific Outcome O18 There are no significant adverse effects on biodiversity, natural
vegetation, native fauna habitat, landscape quality, water quality or cultural heritage values,
including those related to—
a) changes to natural drainage;
b) disturbance to any of the wetland systems;
c) management of landslide and fire risk;
d) erosion and the transport of sediments off site;
e) unmanaged public access;
f) effluent disposal;
g) changes to fauna habitat and behaviour; and
h) disturbance of buildings and features, including natural features, of cultural heritage
significance.
Specific Outcome O27 Protection of Lake Macdonald water supply
Treatment and disposal of waste water does not have any detrimental impact on Noosa’s
major water storage and supply - Lake Macdonald
Specific Outcome O81 Development on sloping sites—
a) is responsive to the natural topography of the site and minimises cut and fill;
b) does not visually dominate the hill slope or interrupt the skyline; and
c) is integrated with the natural site characteristics including vegetation;
Specific Outcome O82 The landscape character and visual amenity quality of hill slopes and
ridgelines are retained.
The proposed development partially aligns with the Overall Outcome which seeks that the Cooroy
and Lake Macdonald Locality supports a growing urban and rural settlement of permanent
residents but raises conflicts with the other Overall and Specific Outcomes.
Of primary concern is the proposed use of rural land, located outside of the Urban Growth
Boundary, for the purpose of a high density residential development.
The planning scheme seeks that rural zoned land is protected and managed such that agriculture
and habitat protection are the dominant land uses and the scenic values and distinct rural amenity
are preserved. The proposed development of 246 dwelling units is in stark contrast with the
schemes desired land use outcomes for the site and does not present visually as a logical
extension of the Cooroy township as the golf course separates the site from nearby urban
development.
While there may be a market for retirement communities in Noosa Shire this is in part as a result
of our own aging population but is also driven by residents from elsewhere retiring and seeking to
move to Noosa Shire. The latter is a demand unlikely to ever be met.
The applicant has provided an economic needs assessment and a community needs assessment
in support of the application. The economic need assessment asserts that there is currently an
indicative oversupply of 117 aged care places within the catchment area, with an undersupply of
independent living units and manufactured homes for 231 persons. Over the period to 2041, the
undersupply of independent living units and manufactured homes is projected to worsen to 406
persons given the current undersupply and aging population.
