SPECIAL MEETING AGENDA 25 FEBRUARY 2021
over 50’s, given all typical house styles shown on the architectural drawing are either 3 bedrooms
(with a double lock up garage and 2 bathrooms) or 2 bedrooms plus a “multi-purpose room” which
would be capable of being used as a guest bedroom. They do not offer small dwellings or anything
under 100 square metres of gross floor area.
While the Manufactured Homes (Residential Parks) Act allows purpose built parks targeted at the
over 50’s which have reduced up-front costs for residents because they are not purchasing the
land on which their dwelling sits, this does not guarantee any particular level of affordability.
Attractive country club recreational facilities are proposed to provide a point of difference and add
to the amenity of the estate but also lead to significant ongoing rents and fees for residents.
The scheme seeks that residential development is contained with the Urban Growth Boundary on
suitably zoned land. There remains other land closer to the centre of town available for attached
or semi attached forms of dwellings suitable for retirees and other approved retirement facilities
which have not yet been completed at Cooroy, Tewantin and Sunrise Beach.
The subject site also forms part of a rural buffer to the township of Cooroy and is a significant
component of the rural character which is experienced when entering and exiting the Shire. The
gentle grassed slope with views beyond to Mount Cooroy is characteristic of the scenic values
which the planning scheme seeks to protect.

As part of the Information Request the applicant was requested to demonstrate how a tree lined
access to Cooroy would be maintained and how the development would present to the various
vistas around the site. It was requested that a visual amenity analysis be provided including
photomontages of the development from key aspects, including the north and south approach of
the highway, Ferrells Road intersection, Myall Street roundabout and key elevated sites off Cooroy
Mountain Road. The applicant provided a written response only with no photographs provided.
The response maintains that the 10 metre mounded and planted buffer will generally mitigate the
loss of the existing open grassland view.
It is agreed that the proposed landscaping treatment will assist in maintaining a ‘treed’ entry,
however, the proposed development will still significantly compromise this outlook due to significant
earthworks and replace the outlook with high density built form and an acoustic fence. The
following plan from the applicant’s acoustic report details the recommended height and location of
the acoustic barrier and may be subject to change based on DTMR’s requirement for a revised
acoustic report.
