SPECIAL MEETING AGENDA 25 FEBRUARY 2021
Figure 20: Proposed works within the Riparian Buffer – 2006 (yellow) and 2020 (purple) planning schemes
Traffic and Car Parking:
The application was reviewed by both the Department of Transport and Main Roads (DTMR), as
a referral authority, and by a consulting traffic engineer. DTMR have advised the access to the site
from the north-western corner and associated left and right turning lanes in Myall Street is
acceptable. DTMR’s required access point results in significant works in the riparian buffer
attributed to the access driveway and bridge. DTMR have confirmed that an alternative access is
available at the southern end of the site and outside the riparian buffer.
The review of the proposal by the external traffic notes that in terms of the impacts on the broader
road system:
… the impacts are mainly on TMR roads and intersections and TMR have issued their
approval. Furthermore, the additional information supplied in the TTM report of 28 Nov 2019
is sufficient to verify that the traffic generation rates they used in the original TTM report of 9
September 2019, are appropriate. In that context, given that the golf club already exists
(acknowledging that the new clubhouse will be bigger), it is reasonable to assume that most
of the golf course traffic is already on the road system and will simply access the road system
at a new location further along Myall Street. Thus, the additional traffic is essentially that
associated with the retirement community, which being in the order of 25 in and 25 out in the
AM peak, would be less than 5% of existing peak hour volumes in Myall Street (about 500vph
in each direction in the AM peak) after allowance is made for some site traffic to be oriented
to/from the Bruce Highway, rather than all being associated with the Cooroy township
direction.
… if the relocatable home park were to operate in the future without age restriction, then the
associated traffic generation of the relocatable home park would be expected to be 2-3 times
greater than that associated with a retirement use (2-3 times higher than assumed in the
TTM reports), in which case the traffic impacts on the broader network would be significant.
