Re development application for 195 room, 360 car space resort hotel with 744m2 for shops

3 & 7 Serenity Close, Noosa Heads

Dear Council,

As a resident and property owner, living on Grant Street, I wish to voice my strong objections to the development application 132008.176.05 for a major hotel + shops on Serenity Close.

1. A 195 room resort hotel with shops is completely incompatible with our low density residential area.

Grant Street is a quiet residential street; I want to keep it that way. The proposed major hotel + shops development would not only entail destruction of habitat for koalas and other native wildlife, but would also permanently degrade livability in our neighbourhood.

The noise and dust and disruption to which local residents would be subjected during the construction years would be bad enough. But after the construction phase Grant Street would become a commercial artery - the resort's driveway. Hundreds of hotel guests, in cars and buses and taxis, and on foot or on bicycles or scooters, would access the hotel via our street every day – 7 days per week. In addition there would be vehicular and foot traffic to and from the shops during the day, and to and from the bars and restaurants both day and night. On top of that would be dozens of cars, trucks, and vans transporting the staff and supplies and merchandise required by the hotel and the shops – and of course garbage trucks to remove the rubbish. No doubt the hotel management would try to maintain high occupancy by oganising conventions and by hosting wedding receptions and other “events” between the peak holiday seasons. The peaceful, laid-back character of our area would be lost, for good.

2. The sewerage system is inadequate for a major hotel + shops.

Local residents have been subjected to unpleasant odours from the Banksia Street sewerage pumping station several times over the past few years. Unity Water has undertaken major works there on two occasions recently. The sewerage system is currently operating at its limit, and could not cope with hundreds of additional people at a major new resort. Inadequate sewerage infrastructure is a threat to the well-being of everyone and everything: residents, visitors, and the local environment.

3. A major hotel + shops development would compromise our safety

The introduction of hundreds of extra people into the area at a major new resort would impose greater demands on emergency services. Average response times would increase, not only because the emergency services would be serving a larger population but also because of the higher traffic volumes associated with the resort, hence greater congestion on local roads.

Of greatest concern to me is the heightened risk posed by fires, especially bush fires. A major resort development on Serenity Close would concentrate hundreds of extra people and hundreds of extra cars into an area adjacent to bush. In the event of a bushfire the result could be catastrophic, with traffic congestion not only delaying the fire brigade but also preventing people from leaving the area. In particular, people living on the west side of Grant Street would have no choice but to drive northwards, towards the site proposed for the resort. The bushfire season coincides with the summer peak holiday season. To allow a major resort development at the north end of Grant Street would be irresponsible for safety reasons.

Mayor Stewart recently voiced her concerns about “huge development pressures which threaten to overwhelm our infrastructure, such as roads and services, and threaten the very way of life and natural environment that make Noosa different by nature” (Noosatoday, 4/8/2023). The development application 132008.176.05 poses precisely these threats to our neighbourhood and should be rejected.

Thankyou for addressing my concerns.

Yours sincerely,

Peter Fullagar
