Executive Summary
Colliers Engineering & Design have been engaged by Noosa Shire Council to prepare a Preliminary Stormwater
Management Plan in support of a development application on land located at 35 Mary River Rd, Cooroy QLD 4563
(Lot 204 on MCH976 and Lot 157 on MCH4833). This development application seeks a preliminary stormwater
management plan to address local planning requirements.
The site covers an area of 6.27ha and is zoned as Recreation and Open Space with a majority of the parcel
cleared with sports fields. The site is accessed by Mary River Rd to along the northern boundary, and is bounded
by Sportsground Parade to the west, Garnet Street to the south and Six Mile Creek to the East. The site is located
within the Six Mile Creek catchment which drains to the Mary River to the northwest.
The proposed development site is subject to Biodiversity, Waterways and Wetlands Overlay code, and Flood
Hazard Overlay code identified in planning scheme (PSP).
The flood hazard overlay code sets flood height requirements and hydraulic performance criteria for assessable
developments. The proposed building has a floor level set at 109.230 which is compliant with the minimum design
surface level outlaid in the code. The site satisfies the minimum flood free area in accordance with the code. The
proposed development involves filling within the floodplain and performance solutions have been proposed to
meet the intent of performance objectives regarding “filling and hydraulic performance” and “earthworks” within
the flood hazard overlay code.
The development is in accordance with acceptable outcomes outlines in the Biodiversity, Waterways and Wetlands
Overlay code. This is due to works being away from the waterway and within existing cleared areas of lowest
ecological value and works that do not necessitate the removal of vegetation within the riparian zone.

1.2. Existing site drainage
To facilitate drainage through the site a series of swales and inlet pits with piped drainage convey minor
flows from the site towards Six Mile Creek to the east. Refer to Figure 1-2 below.
Figure 1-2: Site drainage
1.3. Proposed Development
The proposed development works at the site includes:
• New gymnasium (proposed addition to the west) – approved as per application 51994. 1373.01
(TPC 2736)
• Awning to the north of the gymnasium
• New club facilities to the eastern side of the building including services, amenities, changing
areas, and a store.
The proposed development includes terracing beside the building for spectators and construction of steps
and wheelchair ramp on the far eastern side of the building envelope. Refer to architectural plans in
Appendix A.
The existing building envelope measures approximately 1320m2. The proposed development is estimated
to have a total footprint area (including roof area, terracing, steps and wheelchair ramp) of around 3300m2.
The above figures exclude tanks, shed and cricket nets.

2. Planning Scheme Overlays
The proposed development site is subject to the Flood Hazard Overlay code (refer Figure 2-1), and
Biodiversity, Waterways and Wetlands Overlay code (refer Figure 2-8) identified in the Noosa Plan 2020
planning scheme (PSP).
An overview of the criteria that apply to the development within the Flood Hazard Overlay code and the
Biodiversity, Waterways and Wetlands code (Noosa Plan 2020) are summarized in tables within Appendix B
and Appendix C retrospectively. The tables also contain proposed measures to meet each of the
performance objectives.
Details regarding criteria within the planning scheme overlays are summarized below.
2.1. Flood Hazard Overlay and Overland Flow
The purpose of the Flood Hazard overlay is to (1) assess appropriateness of development in flood hazard
zones while taking into account the expected effects of climate change, (2) mitigate or avoid hazards to
human life, property, community, economic activities, and the environment during such events, and (3)
restrict development that may worsen flood damage on-site or to surrounding properties.
The extent of flood inundation for minor to extreme events at the site is shown in Figure 2-1 and
inundation extents for minor to moderate flood events is shown in Figure 2-2.

2.1.1. Minimum design levels
Noosa Shire Council specifies minimum flood levels and flood immunity requirements in table 8.2.6.4 of the
Flood Hazard Overlay code (Noosa Plan 2020). These minimum design levels seek to manage risk to people
and property (performance objective PO1) and are summarized in Error! Reference source not found.
below. The proposed development’s floor level is set at 109.230 which is at the existing floor level according
to LIDAR data. According to levels obtained from the Six Mile Creek flood study, the maximum 1% AEP
(2100) DFE level within the building area is 108.9m AHD. Therefore, the proposed floor level meets the
minimum design level described in Table 2-1, and meets acceptable outcome A01 for the performance
objective (P01).

2.1.2. Flood free area
Performance Objective PO2 (Flood Hazard Overlay table 8.2.6.3, Noosa Plan 2020) states that “all lots have
sufficient area that is above the DFE flood level… to safely and adequately accommodate the intended use.” The
acceptable outcome (AO2) is that “The minimum area above flood level (flood free area) for each lot, is in
accordance with Table 8.2.6.5”, which is summarized below.
Table 2-1: Minimum Size of Flood Free House Site Areas or Development Areas for Lots (Table 8.2.6.5, Noosa Plan 2020)
Zone Modelled DFE or DSTE level or where not modelled, above the
highest known flood level
Recreation and Open Space 1000m2 or 10% of the total site area, whichever is the greater.
The Cooroy sportsgrounds complex comprises four lots in total, including Noosa District Rugby League
Football Club, carpark and sports fields across Lot 1 on SP246688 and Lot 229 on SP246604, and the two
lots over which the development works are proposed (Lot 204 on plan MCH976 and Lot 157 on plan
MCH4833). The total flood free area for the four lots is 35% and approximately 3.46ha in area. Therefore,
the proposed development meets Acceptable Outcome A02. Refer to Figure 2-4 for an overview of the
flood free area available on site.

2.1.3. Filling and hydraulic performance
Currently the eastern portion of the building is built upon fill to 109.23m AHD to set the floor level, as
described in Section 2.1.1 above. The existing fill at the site forms a sloped batter with maximum grade of 1
in 5 from RL109.23m AHD to approximately RL108.00m AHD. Refer to Figure 2-5 for the approximate
extent of fill at the site based upon LiDAR.
The proposal seeks to modify the fill to a series of terraced benches that are 450mm high by 1800mm wide.
The modification will widen fill around the building past the existing fill’s batter toe. It is estimated that the
proposal will result in an additional 360m2 fill. For details regarding modifications to fill onsite refer to
Figure 2-6.
Performance object P03 (table 8.2.6.3) of the Noosa Plan 2020 Flood Hazard Overlay states that “for
reconfiguring a lot or operational works, development is undertaken in a manner that ensures (a) natural
hydrological systems are protected from erosion, scour or flood damage on the premises or other premises; (b)
natural landforms and drainage lines are maintained to protect the hydraulic performance of waterways and
flood plain; and (c) development integrates with the natural landform rather than modifying the landform to suit
the development as far as practicable.”
The following performance solution is proposed to meet performance objective PO3:
• Fill is provided to achieve minimum floor level of 109.230, satisfying performance objective PO1.
• Terracing is stabilised with retaining walls to protect the proposed development from erosion,
scour or flood damage.
• Existing swales that are impacted by the extent of proposed are re-established at the site as shown
in Figure 2-7 to maintain drainage lines at the site.
• Extent of fill is minimised, balancing the need to meet other performance objectives described in
the flood hazard overlay. The proposed increase in fill footprint is approximately < 20% and is
minor in comparison to the overall floodplain area.

2.1.4. Earthworks
Noosa Shire Council outlines requirements for earthworks for assessable developments subject to the
Flood Hazard Overlay Code as summarized in Table 2-1.
The following performance solution is proposed to meet performance objective PO10:
Filling, other than accessways:
a) does not extend more than the equivalent of 3 metres from existing fill measured from the
toe of existing fill.
b) is limited to a maximum of 500m2. Note that fill is estimated as being 360m2.
c) does not impact on the local drainage of adjoining properties.

2.2. Biodiversity, Waterways and Wetlands Overland Code
The proposed development is located withing the riparian buffer area shown in the Biodiversity, Waterways
and Wetlands Overlay code, refer Figure 2-8. The development is therefore subject to Performance
objectives as described in Appendix C.

Page 16
The development is approximately >60m away from the centreline of the waterway and is within existing
cleared areas of lowest ecological value. The proposed development does not necessitate the removal of
vegetation within the riparian zone and is in accordance with acceptable outcomes outlined in the
Biodiversity, Waterways and Wetlands Overlay code. Therefore, the proposed development satisfies all
performance objectives within the code. Refer to Appendix C for further details.
2.3. Recommendations
Colliers proposes the following recommendations regarding managing stormwater for the proposed
development:
1. According to levels obtained from the Flood Information Certificate, the maximum 1% AEP (2100)
DFE level within the building area is 108.9. The minimum floor level of the building shall be >
RL109.2 m AHD, in accordance with table 8.2.6.4 of the Flood Hazard Overlay Code (Noosa Plan
2020). The proposed development’s floor level is set at 109.230 and is satisfactory.
2. As existing swales are impacted by the extent of proposed earthworks, additional earthworks are
recommended to ensure that water free drains from the site. It is recommended that drainage
swales are re-established at the site as shown in Figure 2-7.
3. The proposed development will increase impervious area by 2.5x, including an additional ~1600m 2
of roof area. It is recommended that additional rainwater tanks are installed to reduce potable
water use at the site if feasible.

COOROY HISTORICAL BUILDINGS
Established as a township in the early 1900's people began to settle in Cooroy due to its abundance of timber and opportunities to work within the logging
industry. The township began to grow in population and the opening of industrial landmarks such as the Saw Mill, Buttery Factory and Brickworks saw
Cooroy settle into the hard-working rural town it still is today. Although most of the industrial landmarks are now closed, they along with other
architecturally significant buildings remain a part of the landscape and serve as a reminder of the rural industrial essence that Cooroy still captures. B L A C K

INSPIRATION
Taking on the historical hardworking and man-made essence of Cooroy's history this sports complex aims to use materials that evoke a
handmade quality and provide new facility that fits into old Cooroy. Finding inspiration from rural Australian architecture and examples within
Cooroy, this building aims to provide comfort for locals and families within the somewhat harsher elements of rural Queensland.

Non-residential buildings and structures are
oriented to the street by activating the
street frontage with appropriate uses and urban
design treatments such as recessed wall treatments,
screening or landscaping, whilst allowing for flow
through of flood waters on the ground floor.
Editor's Note— The use of flood resilient building materials is also
encouraged for building works up to the probable maximum flood to
reduce the consequences of flooding.
AO6.5
Basements and underground car parking areas are
designed to drain and function safely during a flood
event and power failure.
Editor's note—Basements should have flood immunity above the
1%AEP defined flood event with alternative means to mechanical
pumping used to achieve such immunity.

CLIMATE CHANGE
The advice provided in this certificate is based upon information relating to historically recorded flood events and
future climate condition. The defined flood event incorporates an allowance for climate change for the 1% AEP at
year 2100. Climate change projections include increased rainfall intensity, higher mean sea level and more
extreme weather conditions (e.g. storm surge and tropical cyclones).
NOTES FOR FLOOD INFORMATION
1. The absence of Highest Historical Flood Level information does not imply that the above property is not
subject to flooding, simply that Council has no record of this property flooding. Applicants are encouraged to
make their own local enquiries.
2. In accordance with the Noosa Plan, the MINIMUM FLOOR LEVEL is calculated as whichever is greater of
either:
(a) 300mm freeboard added to the Defined Flood Event for the site; or
(b) 500 mm freeboard added to the Highest Historical Flood Level appropriate to the site; or
(c) If the property is intended for use as a Hospital, Aged Residential Care Facility or Emergency
Services Facility then the Council should be contacted to determine this level.
3. Council advises that if stormwater drainage pipelines/easements exist on the property then no earthworks or
building are permitted in the easement.
4. All buildings shall conform to the relevant Planning Scheme Code in The Noosa Plan.
5. Please be aware of the natural topography in your area. Water runoff which exceeds the capacity of the
underground drainage system (if present) and which concentrates in surface depressions and gullies as it
flows down a catchment can cause localised flooding and is not identified in this certificate.
6. Filling must not cause actionable nuisance in accordance with Queensland Urban Drainage Manual.
7. Council advises that if there are openings to basements these openings require a minimum level at least
equal to the minimum floor level.
8. Please be aware that the reported flood information may vary in the future as new data becomes available.
9. Flood Hazard Maps within Council’s planning scheme are indicative only and should not be relied upon as a
guide to potential flooding.

Flood information provided by Council should only be used as a guide to the extent of flooding on the property. This
information may be inaccurate or incomplete and it is recommended that purchasers make their own local enquiries with
regard to the flooding and drainage history of the site. NO LIABILITY IS ACCEPTED FOR THIS INFORMATION.
The property information supplied does not represent the highest probable flood level that could occur on this property. A flood
more severe than the level described above may occur, although such events would be extraordinary.
The absence of flood information does not imply that the above property is not subject to flooding, simply that Council has no
flood information for this property flooding.
If there is a history of flooding or drainage issues, we recommend you seek professional advice on this matter.

GLOSSARY OF TERMS
Term Definition
The Australian Height Datum (AHD) is the reference level for defining reduced levels
AHD adopted by the National Mapping Council of Australia. The level of 0.0 m AHD is
approximately mean sea level.
Defined Flood Level A water level derived through mathematical modelling of the Defined Flood Event.
Terminology consistent with State Planning Policy (SPP, 2003) which states “Defined Flood
Defined Flood Event Event is the flood event adopted by a local government for the management of development
in a particular locality”.
The Annual Exceedance Probability is the likelihood of occurrence of a flood or storm tide
inundation event of a given size or larger in any one year, usually expressed as a
percentage. For example, if an event has an AEP of 1%, it means that there is a 1% risk
1% AEP (i.e. probability of 0.01 or a likelihood of 1 in 100) of this event occurring in any one year. A
1% AEP event should not be interpreted as only occurring once in 100 years.
This flood event is also commonly called the 100 year ARI (Average Recurrence Interval) or
Q100.
