Development Assessment Report - 85 Gympie Street, Tewantin
Project Ref: 250108 20 April 2026 Noosa Council Po Box 141 Tewantin QLD 4565 Development Application – Operational Works (Stormwater Infrastructure) Address: 85 Gympie Street, Tewantin Formal Land Reference: Lot 51 on SP260161 This correspondence forms part of a Development Application for Operational Works (Stormwater Infrastructure). This application is associated with the Dwelling House that was approved by Caloundra Building Approvals (Approval Reference – PC22/1292). Figure 1 Subject Site and Stormwater Infrastructure (Source: Noosa Council) Background A Development Application for Operational Works (Stormwater) was lodged in January 2025 to enable lawful stormwater discharge stormwater to the stormwater infrastructure located with 61-

63 Wade Street (Lot 48 and 49 on RP28717). Council approved the development (Council Reference – OPW25/0023) on 15 July 2025. Figure 2 below demonstrates the approved layout. It is noted that that owner of 61-63 Wade Street, Tewantin had agreed to the proposed stormwater arrangement prior to the lodgement of the Development Application. Figure 2 Demonstration of Approved Stormwater Plan (Source: Lindsay Consulting) Post approval of the development application, the owners of the subject site approached the owners of 61-63 Wade Street, Tewantin in relation to undertaking the works and establishing the easement. URBN Town Planning has been advised there has been a breakdown in communication between the parties and that a reasonable agreement in relation to works required/renumeration has not been able to be obtained. Discussions have been held with Noosa Council engineer, Daniel Epps, in relation to the inability to discharge stormwater to the infrastructure located within 61-63 Wade Street, Tewantin. The intention of the correspondence was to identify support for the development to discharge stormwater via a charged arrangement to the kerb within Gympie Street (north). Daniel Epps provided the following feedback on 2/03/2026 (via email). ‘…As previously communicated, Council, in-principle, is supportive of a charged roofwater line discharging to the existing kerb and channel in Gympie Street – subject to further design and assessment through an Operational Works application…’

Proposed Development Noting Council’s in principle agreement to discharge stormwater to Gympie Street, Lyndsay Consulting have prepared a Stormwater Plan (Attachment 1), demonstrating the proposed alternative stormwater arrangement. Figure 3 below demonstrates the proposed arrangement detailing the proposed arrangement. Due to site topography that falls from north (front) to south (rear), the proposed infrastructure requires charged lines. As per the Civil Engineering Plans (Attachment 1) the proposed arrangement removes the existing 3000lt detention tank and existing outlet pipe that discharges stormwater to 61-63 Wade Street, Tewantin. The proposed arrangement contains a slow release pipe and level spreader to ensure captive stormwater can be released post rain events. As demonstrated in Figure 3 below, the development will discharge stormwater via two (2) kerb adapters within Gympie Street. Figure 3 Extract of Stormwater Plan (Source: Lyndsay Consulting)

Development Assessment
In accordance with Table 5.8.2 (Operational Work - Engineering Work, Stormwater Drainage,
Water Quality, Drainage & Landscaping) of the Noosa Plan 2020, the development is required to
be assessed against the Applicable Works Code, which in this case is limited to ‘Water Quality
and Drainage Code’.
In terms of compliance with the applicable development requirements, the proposed
development meets the following code requirements:
Water Quality and Drainage Code
• AO1, AO2.1, AO2.2, AO2.3, AO2.4, AO4.5, AO10, AO13.1, AO13.2 – The development will
ensure stormwater discharge to Gympie Street, in accordance with plans that have been
prepared by an RPEQ Civil Engineer (Attachment 1), which are understood to be in
accordance with the standards contained within PSP6 Engineering Design Standards -
Roads, drainage and earthworks;
• AO3.1, AO4.1 – The development will discharge stormwater to kerb adapters within
Gympie Street, which does not impact upon the functional operation of the street;
• AO4.2 – The proposed stormwater infrastructure is not located on private land and
therefore stormwater easements are not required;
• AO4.3 – Council to condition compliance with this assessment benchmark;
• AO4.4 – The development will not result in discharge into the sewerage network;
• AO5.1. AO5.2, AO5.3, AO6.1, AO6.3, AO11.1, AO11.2, AO11.3, AO11.5, AO11.5, AO12.1,
AO12.2, AO12.3 – The proposed stormwater works will not require works within mapped
ecologically sensitive areas;
• AO6.2, AO7.1 – AO8.3 – The development does not require stormwater quality in
accordance with the SPP as well as PSP;
• AO9.1 – The development ensures that all captive stormwater is discharged of in a
manner that does not impact surrounding properties;
• AO9.2 – The proposed works does not require retaining structures; and,
• AO14.1 – An Erosion and Sediment Control Plan has been provided as part of the Civil
Engineering Plans (Attachment 1).
Based on the above assessment, no immediate areas of non-compliance with the Water Quality
and Drainage Code were identified that required consideration as part of the Development
Application. Accordingly, the development achieves complete compliance with the code and
should be supported by Council.
We look forward to working with Council throughout the application process. Should you have
any questions regarding the application please contact our office.
