EXECUTIVE SUMMARY
The recommendations set out below will enable the Council to adopt its 2015/16 Operational Plan,
Budget and Organisational Structure. The recommendations have been structured to allow the
Council to adopt separate resolutions as required.

RECOMMENDATIONS

1.   Operational Plan
     “That Council, pursuant to section 174(1) of the Local Government Regulation, adopt for the
     2015/16 financial year its annual Operational Plan 2015/16, provided as Attachment 1.”


2.   2015/16 Budget
     “That Council:
     1.    Adopt the Financial Sustainability Policy, which is provided as Attachment 2.
     2.    Pursuant to section 192 of the Local Government Regulation, adopt for the 2015/16
           financial year an Investment of Council Funds Policy, which is provided as
           Attachment 3.
     3.    Pursuant to section 192 of the Local Government Regulation, adopt for the 2015/16
           financial year a Debt Management Policy, which is provided as Attachment 4.
     4.    Pursuant to section 169(2) of the Local Government Regulation, adopt for the 2015/16
           financial year:
           a)    a Revenue Policy, which is provided as Attachment 5;
           b)    a Revenue Statement, which is provided as Attachment 6; and
           c)    the long-term financial forecast for the period 2015/16 to 2024/25, which is
                 provided as part of Attachment 7.
