EXECUTIVE SUMMARY
Two hinterland bridges, Tablelands Road Bridge B Cooran and Wahpunga Lane Bridge Kin Kin were
packaged together as two separable portions in one tender, with the intent to provide a more
substantial and attractive package of works for tenderers.
During the design phase and prior to tender release, scope increases were identified as part of the
Tablelands Road Bridge B replacement project. These include resident access and disruption,
environmental and native title, site constraints and limited access. In addition, the Wahpunga Lane
Bridge also identified a scope increase to address a scour remediation.
These scope increases for both bridges, combined with the current market saturation and recent
steel market price increases, has resulted in tender prices higher than budget. Additional funding
has been obtained from the Federal Bridge Renewal Program to partially cover these scope
increases on a 50% co-funding-from-Council basis.
The tender evaluation panel consider the combined SP1 and SP2 submission by SGQ Pty Ltd (SGQ)
most favourable based on their tender, demonstrating compliance with the tender requirements,
suitable experience, capability and resourcing.
RECOMMENDATION
That Council note the report by the Project Coordinator to the Special Meeting dated 30 August 2021
and:
A. Award separable portions 1 & 2 of tender T000027 - Hinterland Bridges Replacement to SGQ
Pty Ltd for a total value of $3,218,241 (excl. GST); and
B. Approve the total combined project budget of $4,097,864 (excl. GST).
REPORT
The proposed contract is for the replacement of the following timber bridges situated in the Noosa
hinterland:
Separable Portion 1 (SP1): Tablelands Road Bridge B situated on Tablelands Road, Cooran.
Separable Portion 2 (SP2): Wahpunga Lane Bridge situated on Wahpunga Lane, Kin Kin.

SPECIAL MEETING AGENDA 30 AUGUST 2021
1. Project Scope
The Tablelands Road Bridge B in Cooran (SP1) and Wahpunga Lane Bridge in Kin Kin (SP2) are
packaged together in one tender in two ‘construction only’ separable portions. The reasoning for this
was to provide contractors a more substantial construction package to quote on.
Both bridges are timber, single-lane bridges and are to be replaced with new wider concrete, single-
lane bridges with a 100 year life-span and unlimited load limit. Both replacement projects
are jointly funded by the Federal Government and Council.
a. SP1 – Tablelands Road Bridge B
The Tablelands Road Bridge B is situated on a relatively narrow, steep and winding gravel
road bordering Woondum National Park and provides the only access to:
eight (8) properties (approximately 6 are occupied); and
the James McKane Memorial Lookout.
The gravel approaches leading into the bridge will be sealed to increase road safety. The
replacement bridge will be constructed within a similar alignment.
b. SP2 – Wahpunga Lane Bridge
The new Wahpunga Lane Bridge will have a slightly different alignment to cater for additional
road safety and an identified scour issue on the northeast side of the bridge will be resolved
by using steel sheet piling and extended guard rails.
2. Tender Process
Due to the value of the work being greater than $200,000, the work has been tendered in accordance
with the Local Government Act 2009 and Council’s Procurement Policy. The invitation to tender
T000027 was released via VendorPanel on Monday 8 March 2021, and also advertised in Noosa
Today on Friday 12 March 2021. The tender closed on Wednesday 7 April 2021, with four
submissions received.
3. Tender Assessment
The tender evaluation panel undertook an assessment of the following conforming tender
submissions, listed in alphabetical order:
Ark Construction Group Pty Ltd SP1 + SP2
Davbridge Properties Pty Ltd T/A Davbridge Constructions SP1 + SP2
Hall Contracting Pty Ltd SP1 + SP2
SGQ Pty Ltd SP1 + SP2
Davbridge also submitted an alternative tender which the panel considered worthy of further
evaluation. Consequently, all 5 tenders progressed to a full weighted evaluation using the following
criteria and weightings:
Criteria Weightings
Capability, Experience & Resourcing 15%
Financial Capability 15%
Methodology 40%
Contribution to Local Economy 5%
Price 25%
The tender evaluation panel assessed tenders for the combined SP1 and SP2 option and considered
the submission by SGQ Pty Ltd (SGQ) most favourable based on their tender demonstrating the
following:
Section 5
SPECIAL MEETING AGENDA 30 AUGUST 2021
Full compliance with the tender requirements.
Very good level of experience, capability, and resourcing to carry out the works.
Detailed methodology and programme which aligns to contract specifications.
Understanding of the complexities of the projects, particularly regarding resident’s access
behind the Tablelands Road Bridge B.
Certified Environmental Management systems.
Certified Workplace Health and Safety systems.
Prequalified contractor with DTMR in roadworks Level R4, bridgeworks Level B3.
Scored highest for non-price criteria and combined price and non-price criteria.
Attachment 1 presents the evaluation outcome of the submissions against the above criteria.
The evaluation panel also evaluated SP1 and SP2 separately. The panel considered there was no
overall advantage to Council in awarding separate contracts for these parts, for the following
reasons:
SGQ scored highest on non-price criteria on SP1 and SP2 individually and SP1 and SP2
combined, meaning lowest risk to Council.
A single contractor for both separable portions minimises staff resources and administrative
requirements in managing the contracts.
4. SP1 – Tablelands Road Bridge B – access during construction
Substantial work has been completed by the project team in the preparation of the tender
specifications to replace this bridge in a similar alignment without a side-track using a staged quick
in-out construction method. This mitigates significant environmental impact, prevents potential native
title issues as well as reducing future maintenance costs, and prevents additional WH&S / road
safety issues during construction.
However, this approach is expected to cause greater disruption for residents living beyond the bridge
accessing their property via vehicle during the construction period compared to building a bridge
adjacent to the current one.
Key mitigation measures will be in place to make sure residents can reach their properties during
construction, including:
The appointment of an experienced external Community Liaison Officer who will work closely
with the Project Coordinator and SGQ’s community liaison resource to proactively engage
impacted residents and deliver effective stakeholder engagement.
Active participation by SGQ in stakeholder meetings including with emergency services.
A temporary ‘scaffold-type’ pedestrian bridge will be available during construction to provide
residents safe access across the creek by foot during full bridge closure.
Before actual construction starts, SGQ will prepare a risk mitigation plan to minimise
construction delays, as well as having back-up plan available during critical stages.
The contractor will provide a taxi shuttle (situated north and south of the bridge) to assist
affected residents to reach their parked cars south of the existing bridge when the road bridge
is closed to traffic.
James McKane Lookout will be closed to vehicles throughout the construction period to
minimise road traffic.
Construction will be completed in three (anticipated) stages.
Noosa Trail access will be provided via a temporary pedestrian bridge.
Three stages of construction
Stage 1
- Piling and abutment works are performed and excavations covered ready for
traffic outside of working hours.
- 4 weeks of road closure is expected (weather permitting) on working days from 8am-
4pm. Pedestrians will still have access via the temporary pedestrian bridge.
Section 6
SPECIAL MEETING AGENDA 30 AUGUST 2021
Stage 2
- Full road closure for an estimated 72hr period. Pedestrian traffic will continue to provide
access during this period via the temporary pedestrian bridge.
- SGQ will demolish existing bridge, expose pre-built abutments, and install deck units
and guardrails.
Stage 3
- 3 weeks expected (weather permitting) to complete final works, which will
include asphalt, approach works and signage.
- Road closure is expected on working days between 8am-4pm. Pedestrians will still have
access.
The abovementioned construction and communication approaches were requirements within the
tender specifications, which contractor SGQ will comply with.
5. SP2 – Wahpunga Lane Bridge – access during construction
Weather permitting, Wahpunga Lane Bridge will have a relatively short construction duration of 12
weeks, due to the prescribed construction method using mostly prefabricated bolt-on components,
combined with a bored piling solution. During the temporary road closure, a detour will be available
along Sister Creek Road and Gympie Kin Kin Road. During construction, part of the Noosa Trail
along the bridge location will be temporarily closed off.
6. Program
a. SP1 - Tablelands Road Bridge
Anticipated construction start date: early October 2021
Anticipated construction end date: mid-December 2021
b. SP2 - Wahpunga Lane Bridge
Anticipated construction start date: early January 2022
Anticipated construction end date: early April 2022
SGQ starts pre-ordering materials with long lead times from mid-September 2021.

Finance
The current budget allocated to the 2 bridges is insufficient to cater for the tender award for both
bridge projects. Key reasons are:
Unforeseen scope increase include resident access and disruption, site constraints and limited
access to reach Tablelands Road Bridge B.
Scour issue near Wahpunga Lane Bridge has been incorporated into the scope.
A saturated market has resulted higher tender pricing than anticipated and higher than cost
estimates based on previous project cost.
Recent further increases in steel market pricing (post tender submission by suppliers)
The below tables summarise the updated project cost estimates. The total cost of the 2 bridges
replacements is now estimated at $4.1 million.

Lane bridge could have lead time issues, mainly due to the pandemic and
higher demand. The contractor is aware, manages this risk and works closely
together with Council's project team to minimise residual risk. As the sheet
piles are a key item in the construction, other options will be explored (e.g.,
alternative size of sheet pile with the same capacity and durability).
Safety Risks Mitigation
Site safety. The contractor has extensive experience with similar works and would be
appointed as the Principal Contractor responsible for all Workplace Health and
Safety of the site. Prior to construction commencing, workplace health and
safety and final traffic management plans will be required to be submitted to
Council for review. Regular audits on contractor compliance with these
approved plans will be undertaken by Council and WH&S teams throughout
construction.

For the Wahpunga Lane Bridge, due to soil conditions, a bored pile solution
with steel liners has been specified which uses an auger drill and is less
intrusive compared to the usual pile driving. Sheet piles will be used to mitigate
the existing scour issue along the eastern bridge approach. Common vibration
techniques will be used to install the steel sheet piles during a relatively short
duration of around one week expected, pending soil conditions.

For Wahpunga Lane Bridge, before the contractor starts deconstructing the
existing bridge, detours will be in place. Emergency services, affected
residents and road users will be informed regards detours well upfront for them

behind the Tablelands residents to discuss situation and access constraints.
Road Bridge B. Temporary relocation of any high risk residents during the 72 during full road
closure (except pedestrian traffic) could be an additional risk mitigation if the
residents agree.
The set methodology and construction phasing in the contract specifications
minimise road closure durations compared to common bridge construction
methodology. Moreover, during any road closure, the contractor has small taxi
buses available to transport residents from their property north of the bridge to
the temporary pedestrian bridge, and to bring them to their parked cars south
of the bridge which could transport medical staff and equipment if required.
