The site has been developed with a shopping centre, together with retail showrooms, commercial office space
and a service station. The existing centre, known as Noosa Civic, opened in October 2006 and comprises:
a discount department store based shopping centre, including a service station, with retail shop floor
space of 18,585m2 Total Use Area (TUA);
the Emporium retail showrooms development with 7,056m 2 TUA;
commercial office space of 5,000m2 TUA; and
associated servicing, car parking and other development infrastructure.
The site is traversed by an access road, connecting Hofmann Drive and Walter Hay Drive. The remainder of
the site is covered by large scale, primarily open car parking areas and landscaping. An aerial of the site is
provided in Figure 1 below.
Figure 1 – Aerial Photograph (Source: Nearmap)
To the west and north-west of the site are predominantly industrial and commercial uses. The Noosa Hospital
is situated further north-west of the site on Goodchap Street, along with adjacent sporting and cultural facilities,
including the Council library, at Wallace Park Estate. To the north of the site are predominantly residential
uses, and beyond is the urban residential area of Noosaville. This location contains sporting fields and
community theatre facilities along Weyba Road, a caravan and camping park at Munna Point, a scout den and
grounds along Gibson Road, as well as shopping facilities and restaurants adjacent to the Noosa River.
To the east of the site is the North Weyba section of the Noosa National Park and Lake Weyba. This area is
heavily vegetated and largely undisturbed.

Searches have been undertaken of the Contaminated Land Register (CLR) and Environmental Management
Register (EMR) for the subject site. A copy of the CLR and EMR search extract for the subject site is included
as Attachment C – Certificate of Title and EMR/CLR Search of this report.
In summary, the site is not included in the CLR but is included in the EMR for the following:
“The site you have searched has been subdivided from the following site, which IS included on the EMR or the CLR.
Lot: 2 Plan: SP182880
Address: 28 EENIE CREEK ROAD
NOOSAVILLE QLD4565
The site has been subject to the following Notifiable Activity or Hazardous Contaminant.
SERVICE STATIONS - operating a commercial service station.”
Pursuant to Schedule 10, Part 4 Division 1 of the Planning Regulation, the development is not made
assessable development for contaminated land as the proposed development does not involve a sensitive
land use or a commercial use involving an accessible underground facility.
PROPOSED DEVELOPMENT
The proposed development seeks to convert the existing Sunshine Coast Betta Home Living tenancy within
the Emporium Precinct to an F45 Training gym tenancy with a total GFA of 369m2. The proposed development
will not alter the total GFA of the Emporium precinct or existing development. The changes to the tenancy are
internal to the building and will not alter the built form or physical scale of the approved Emporium buildings.
For more detail see Attachment B – Proposal Plans.
The F45 Training model differs from traditional gyms, whereby workouts are structured into 45 minute group
training sessions, rather than a traditional gym with equipment and individual workouts with varied lengths.
The proposed F45 Training gym at Noosa Civic will operate 5-6 classes per day, with the first class
commencing at 5am and the last class concluding at 6.30pm. Should the demand for the gym increase, more
classes may be offered within these operating hours.
Traffic and Transport Assessment
An analysis of the traffic generated by the proposed gym use and the implication for parking has been
undertaken by Cardno Traffic and Transport, and can be seen in Attachment D – Traffic and Transport
Letter.
The analysis found that there would be a negligible increase in traffic generation. Findings indicated that traffic
generation associated with the development will represent less than 3% of the overall centre generation on
Thursdays and 2% on Saturdays.
The original development approval requires 1,413 car parking spaces to be provided for the site. It is
understood that the number of car parks currently provided on the site is between 1,413 and 1,416 spaces.
No additional car parking spaces are proposed on the site as a result of the proposed gym development as
there is a current surplus of car parking spaces on the site. The analysis found that a peak demand of 39
spaces will occur as a result of the new gym use, before centre opening hours on both Thursday and Saturday
peak periods. With the proposed gym use there remains a car parking surplus. The centre has available
parking storage at peak periods on Thursdays of 286 spaces and Saturdays of 478 spaces. For more detail
see Attachment D – Traffic and Transport Letter.
STATUTORY TOWN PLANNING FRAMEWORK AND ASSESSMENT
Planning Act 2016
The Planning Act is the statutory instrument for the State of Queensland under which, amongst other matters,
development applications are assessed by local governments.
www.cardno.com
Page 4
4
The proposal is assessable development under the City Plan. In this instance, an Impact Assessable
development application is required to be made to the assessment manager to acquire the necessary
development approval.
According to Section 45(5) of the Planning Act:
“(5) An impact assessment is an assessment that—
(a) must be carried out—
(i) against the assessment benchmarks in a categorising instrument for the development;
and
(ii) having regard to any matters prescribed by regulation for this subparagraph; and
(b) may be carried out against, or having regard to, any other relevant matter, other than a
person’s personal circumstances, financial or otherwise.”
Assessment benchmarks are described in Section 30 of the Planning Regulation 2017 (Planning Regulation):
“(1) For section 45(5)(a)(i) of the Act, the impact assessment must be carried out against the
assessment benchmarks for the development stated in schedules 9 and 10.
(2) Also, if the prescribed assessment manager is the local government, the impact assessment must
be carried out against the following assessment benchmarks—
(a) the assessment benchmarks stated in—
(i) the regional plan for a region, to the extent the regional plan is not identified in the
planning scheme as being appropriately integrated in the planning scheme; and
(ii) the State Planning Policy, part E, to the extent part E is not identified in the planning
scheme as being appropriately integrated in the planning scheme; and
(iii) a temporary State planning policy applying to the premises;
(b) if the development is not in a local government area—any local planning instrument for a
local government area that may be materially affected by the development;
(c) if the local government is an infrastructure provider—the local government’s LGIP
(3) However, an assessment manager may, in assessing development requiring impact assessment,
consider an assessment benchmark only to the extent the assessment benchmark is relevant to the
development.”
At the time of the lodgement of the development application, the common material comprises the application
material only. The application material includes an assessment of the proposed development against the
relevant assessment benchmarks.
Referral
Section 55(2) of the Planning Act states that:
“For any other referral agency, a regulation may prescribe may prescribe the matters the
referral agency–
(a) may, must or must only assess a development application against; and
(b) may, must, or must only have regard to for the assessment. “
Part 4, Section 22(1) of the Planning Regulation states that:
“Schedules 9 and 10 prescribe—
(a) for section 54(2)(a) of the Act, the referral agency for the development applications
stated in the schedules; and
(b) for section 55(2) of the Act, the matters the referral agency—
(i) may or must assess the development application against; and
(ii) may or must assess the development application having regard to.”
www.cardno.com
Page 5
5
The proposed development requires referral to Energex Limited as an Advice Agency: Electricity Infrastructure
matters (Schedule 10, Part 9, Division 2, Table 2).
Public Notification
According to Section 53 of the Planning Act, the notification stages of the development assessment process
applies to an application if either of the following applies –
“(a) any part of the application requires impact assessment; or
(b) the application includes a variation request.”
As the development application requires Impact Assessment, public notification pursuant to the Planning Act
is required in this instance.
State Planning Policy
The State Planning Policy was released on 3 July 2017. It is a State planning instrument made under Chapter
2 Part 2, Section 10 of the Planning Act.
As prescribed in Section 26(2)(a)(ii) of the Planning Regulation, the State Planning Policy represents an
assessment benchmark and the assessment manager must have regard to State Planning Policies, if it is not
identified as being appropriately reflected in the planning scheme.
The proposed application is consistent with the matters of state interest, and consequently complies with the
State Planning Policy.
State Development Assessment Provisions
As the proposed development does not require referral to the Department of State Development, Infrastructure
and Planning (State Assessment and Referral Agency), the State Development Assessment Provisions
(SDAP) are not applicable.
South East Queensland Regional Plan 2017
The South East Queensland Regional Plan 2017 (the Regional Plan) provides a sustainable growth
management strategy for the region that articulates strategic direction and certainty that will accommodate an
increase in population in South East Queensland.
As prescribed in Section 26(2)(a)(i) of the Planning Regulation, the regional plan represents an assessment
benchmark and the assessment manager must have regard to regional plan, if it is not identified as being
appropriately reflected in the planning scheme.
The Shire Business Centre is identified as a Major Activity Centre in the Regional Plan. These centres are
focal points for sub-regional employment and the delivery of sub-regional services. They provide a third tier
administrative function to the capital city centre, accommodating government branch offices or service centres
of sub-regional significance, as well as major concentrations of business and related activities, cultural and
entertainment facilities, and support comparison and convenience retail uses that meet the needs of their sub-
regional catchments. The proposed gym, being a use commonly found in centres of this type, supports the
function of the Shire Business Centre as a Major Activity Centre.
The Noosa Plan
The Noosa Plan (Planning Scheme) first commenced in February 2006 and is the relevant planning scheme
for the assessment of development proposals within the Noosa Shire Council area.
Desired Environmental Outcomes
Part 3 of The Noosa Plan identifies the Desired Environmental Outcomes (DEOs) for Noosa Shire under the
following headings:
agricultural uses;
commercial and retail uses;

community uses and facilities;
heritage;
industrial business uses;
natural resources;
open space, environment and conservation functions;
sport and recreation uses;
residential uses;
tourism;
transport and mobility functions; and
infrastructure and services.
A response to the relevant DEOs (commercial and retail uses) is provided in Attachment E – Statement of
Code Compliance.
Defined Land Use
The proposed development is defined in Part 2 of the Planning Scheme as a “Entertainment and Dining
Business – Type 2 Recreation, Amusement and Fitness”, which is defined as follows:
“Type 2 Recreation, amusement and fitness: The use of premises involving recreation or
amusement activities, including cinema, health & fitness club, gym, sport activity or brothel.”
Locality and Zoning
The Noosa Plan divides the whole of the scheme area into a series of geographic localities for the purposes
of regulating development, the provisions for each of which, including assessment tables and a specific Locality
Code, are contained in a Locality Plan.
The site is wholly contained within the Noosaville Locality.
The site is included within the Shire Business Centre Zone and partially within the Open Space Conservation
Zone. The proposed development is wholly located within Shire Business Centre Zone, as detailed in Figure
2 below.

Level of Assessment
The proposed development involves the integration of a gym within the existing Emporium at the Noosa Civic
Shopping Centre. A gym is defined as an Entertainment and Dining Business Type 2 (Recreation, Amusement
and Fitness) use under the Planning Scheme.
The proposed development is considered an inconsistent use in Precinct B3 of the Shire Business Centre
Zone in accordance with Part 11 of the Noosa Plan 2006. The proposed development is therefore subject to
Impact Assessment and as such, will be assessed in accordance with the Impact Assessment procedures of
the Planning Act.
Applicable Development Codes
As an Impact Assessable application, the development is assessed against the whole planning scheme.
The primary, secondary, and overlay codes applicable to the assessment of the proposed development are
listed below.
Primary Codes
> Noosaville Locality Code
> Business Uses Code
Secondary Codes
> Driveways and Carparking Code
> Earthworks Code
> Erosion and Sediment Control Code
> Existing Services Code
> Landscaping Code
> Transport, Roads and Drainage Code
www.cardno.com
Page 10

> Waste Management Code
> Water Sensitive Design Code
Overlay Codes
> Biodiversity Overlay Code
> Natural Hazards Overlay Code
As the proposed development is located within an existing tenancy which is serviced with all necessary
infrastructure and does not involve an extension to the existing building, removal of vegetation, landscaping,
land disturbance or changes to existing car parking and manoeuvring arrangements, the following codes
have not been addressed as they are not applicable to the proposed development:
Biodiversity Overlay Code
Earthworks Code
Erosion and Sediment Control Code
Existing Services Code
Landscaping Code
Transport, Roads and Drainage Code
Waste Management Code
Water Sensitive Design Code
The proposed development has been assessed against the relevant Probable Solutions and/or Specific
Outcomes of the relevant codes. The key findings of this assessment have been summarised below with the
detailed assessment of all the provisions provided in Attachment E – Statement of Code Compliance.
Noosaville Locality Code
The proposed development complies with the overall outcomes of the Noosaville Locality Code, as seen in
the response to the Noosaville Locality Code provided in Attachment E.
Additionally, the proposed development achieves compliance, or can comply, with most of the applicable
provisions of this code. Alternative solutions are only proposed for O90 and O91, which relate to consistent
and inconsistent uses respectively, or where no probable solution is provided.
A response to the Noosaville Locality Code is provided in Attachment E.
Business Uses Code
The proposed development achieves compliance, or can comply, with most of the applicable provisions of
this code. Alternative solutions are only proposed for O1 and O2, which relate to uses outside of the Shire
Business Centre Zone, and for O9 which relates to car parking, and where no probable solution is provided.
An alternative solution for car parking is provided as sufficient carparking will be available in the existing
Noosa Civic car parking areas. For more detail see the Attachment D – Traffic and Transport Letter.
A response to the Business Uses Code is provided in Attachment E.
Biodiversity Overlay Code
A response to the Biodiversity Overlay Code is not explicitly provided in Attachment E – Statement of Code
Compliance as the proposed development does not involve any external works which would cause the
degradation of the site’s environmental values. All existing external elements of the site will remain as part
of the proposed development.
Natural Hazards Overlay Code
The proposed development achieves compliance, or can comply, with all of the applicable provisions of this
code.
www.cardno.com
Page 11
11
A response to the Natural Hazards Overlay Code is provided in Attachment E.
Driveways and Carparking Code
The proposed development achieves compliance, or can comply, with all of the applicable provisions of this
code. Performance solutions are provided for the provision of car parking on the site (O7).
A response to the Driveways and Carparking Code is provided in Attachment E, with traffic and transport
advice provided in Attachment D – Traffic and Transport Letter.
Earthworks Code
A response to the Earthworks Code is not explicitly provided in Attachment E – Statement of Code
Compliance as the proposed development does not involve any earthworks or other external works.
Erosion and Sediment Control Code
A response to the Erosion and Sediment Control Code is not explicitly provided in Attachment E –
Statement of Code Compliance as the proposed development does not involve any earthworks or other
external works which would require erosion or sediment control.
Existing Services Code
A response to the Existing Services Code is not explicitly provided in Attachment E – Statement of Code
Compliance as the proposed development does not involve any external works which would impact on the
current servicing arrangements or involve the provision of any new services. The proposed development will
rely on services currently provided to the tenancy.
Landscaping Code
A response to the Landscaping Code is not explicitly provided in Attachment E – Statement of Code
Compliance as the proposed development does not involve any landscaping works. Further, landscaping is
currently provided throughout the Noosa Civic Shopping Centre. No change to existing landscaping is
proposed as part of the development.
Transport, Roads and Drainage Code
A response to the Transport, Roads and Drainage Code is not explicitly provided in Attachment E –
Statement of Code Compliance as the proposed development does not involve the creation or revision of
any transport infrastructure. The existing road and pedestrian network currently provided by Noosa Civic will
be retained and will not be altered as part of the proposal. See Attachment D – Traffic and Transport
Letter for more detail.
Waste Management Code
A response to the Waste Management Code is not explicitly provided in Attachment E – Statement of Code
Compliance as the proposed development is entirely internal to the existing tenancy and will not propose
significant waste as a gym use. The existing waste storage infrastructure will be utilised.
Water Sensitive Design Code
A response to the Water Sensitive Design Code is not explicitly provided in Attachment E – Statement of
Code Compliance as the subject site is currently serviced with all necessary stormwater infrastructure. The
proposal will not change or interfere with the current on-site arrangements.
In summary, the proposal is considered to adequately address all relevant aspects of these codes and
satisfies the overall intent and applicable outcomes of the Planning Scheme and is appropriate for the site.
CONCLUSION
The information provided in this letter (and accompanying attachments) demonstrates that the proposed
development complies with all applicable provisions of the relevant planning framework.
We therefore recommend that Council favourably consider the proposed development and approve the
development application, subject to reasonable and relevant conditions.

Dear Trent
Noosa Civic F45 Gym
Traffic and Transport Letter
Cardno has been engaged by QIC to prepare a traffic assessment letter for the proposed F45 Gym
development at the Noosa Civic Shopping Centre. This letter relates to the traffic generation and parking for
the proposed development, and has been prepared in support of the DA for the development.
Development Proposal
QIC propose to convert an existing tenancy space at Noosa Civic Shopping Centre to accommodate a
gymnasium. A copy of the plans indicating the location of the proposed tenancy is enclosed. The current
approved use for the space is a showroom.
F45 is in discussions with QIC to operate the gymnasium. The proposed tenancy will be located within the
‘Commercial and Showroom’ zone of the Noosa Civic Shopping Centre, as illustrated on Figure 1.

Traffic Generation
Existing Centre
Cardno has previously undertaken several traffic studies for the Noosa Civic Shopping Centre including a
comprehensive traffic survey, parking demand assessment and detailed traffic capacity impact assessment of
current uses.
In order to determine the traffic generation potential of the existing Noosa Civic site, traffic counts were
performed on each of the entrances to the site on 31 July 2014 and 2 August 2014, in addition to counts
performed on the surrounding road network. Comparing these counts to the centre size would give a
representative traffic generation of the site for a given day in July/August.
To consider the seasonal fluctuations of the Noosa Civic site, Cardno has reviewed the daily door count data
for Noosa Civic for the year of 2013. Using this data, the average trading volume for Thursdays and Saturdays
in July/August was compared to the yearly 85th percentile trading volume on Thursdays and Saturdays.
From the analysis of the door count information, a factor was devised to apply to traffic counts taken at Noosa
Civic, in order to determine an 85th percentile traffic generation for the existing Noosa Civic. The 85th
percentile traffic generation of the existing Noosa Civic is shown in Table 1.
Table 1 summarises the traffic generation for the existing centre. As shown, the Noosa Civic Shopping Centre
was calculated to generate 2,123vph in the Thursday peak hour and 2,223vph in the Saturday peak hour on
the 85th percentile trading days.

To obtain an estimate of the daily profile of visits to and from the centre, the data provided from Google
analytics was retrieved. This is illustrated on Figure 2.

Proposed Development
An estimation of the potential traffic generation has been forecasted from a first principles assessment based
upon operational information provided by QIC and F45 Training Coolum. The operational characteristics used
to establish the likely peak hour traffic generation potential of the tenancy are outlined in Table 3.
Cardno has also referred to the F45 Coolum schedule published online to inform the operations. A copy of this
schedule is enclosed outlining class start times. Where assumptions differ, Cardno has adopted those which
provide a more conservative assessment.

Note * Assumption from F45 Coolum gymnasium schedule (https://f45training.com.au/coolum/schedule/)
The trip generation for the F45 gym has been estimated based on the assumptions outlined in Table 3 above.
These include the following estimations:
> 3 staff park all day, from start of the first class to end of the last class
> 18 customers drive per class [30 customers x 60% driving car = 18 cars]
> Where classes end and start in the same hour, sufficient parking for both classes will be required
Using the operational characteristics outlined in Table 3, an hourly profile for the F45 gymnasium trip
generation is outlined in Table 4 and 5 for Thursday and Saturdays, respectively.

It is noted at the centre peak, which has been highlighted for clarity, the proportion of gym related trips has no
impact in the peak period.
The traffic generation profiles are illustrated more clearly on Figures 4 and 5, which show the Thursday and
Saturday trading profiles, respectively. As shown, the proportion of the F45 gymnasium trips are marginal
compared to the existing centre trips.

Table 7 and the graphs indicate that the proposed F45 gymnasium tenancy is forecasted to increase the traffic
generation of Noosa Civic Shopping Centre by less than 3% in any hour period on a Thursday and less than
2% on a Saturday. As outlined in the above figures, during the centres peak period at 11:00AM, there is no
impact from the proposed F45 development.
This is attributed to the varying hours of operation between the uses, with the gym largely operating in the
early morning, outside of the main centre trading hours. This level of increase is marginal and is considered to
not significantly impact the operation of the surrounding road network. Therefore, detailed traffic analysis has
not been undertaken for the proposal.

Parking Provision
Existing Centre
In order to assess the existing Noosa Civic Shopping Centre parking demand, parking survey data used for a
previous traffic study at the centre was utilised. A car parking survey was undertaken by TTM on Thursday 14
February and Saturday 16 February in 2013. The existing car parking demand rates were calculated based
on the car parking occupancy obtained by the survey and the occupied gross lettable area (GLA) of the existing
Noosa Civic at the time of survey. Table 8 summarises the findings of the surveys.
Cardno investigated annual daily door count data from the centre to identify the 90th percentile busiest shopping
day of the year. The 90th percentile day is chosen as the design parameter for parking demand. This
assessment approach is a standard traffic engineering approach which accounts for all but the busiest time
periods, generally relating to the Christmas and Easter holiday trading periods. Designing for these
occurrences would mean a significant over supply the rest of the year.
For the retail component of the development, the 90th percentile car parking demand based on an annualised
profile was then determined from the 2013 annual pedestrian door count data combined with the car parking
rates determined from the TTM surveys.

The estimated 90th percentile parking demand for the centre is as follows:
> Thursday: 1,136 spaces
> Saturday: 944 spaces
Stage 1 approval of the centre required 1,413 car parks (Condition 152). The existing car parking supply
available at the Noosa Civic Shopping Centre is 1,414 spaces. This is in excess of the conditioned approval.
Similarly, for the traffic generation, a daily parking profile was generated from the Google Analytics data for
the parking demand for the centre, as outlined in Table 9.

Proposed Development
Based on the information provided by F45 and the assumptions informing the traffic generation estimation as
outlined in Table 3, the operations of the F45 gymnasium development are expected to yield the following
parking demand as outlined in Table 10 and 11 for the Thursday and Saturday, respectively.
It is noted that the existing tenancy use of a showroom has a parking rate outlined in the Noosa Council
Planning Scheme as follows:
> Showroom: 1 space per 50sq.m use area
Based on this, the existing tenancy space (369sq.m) would require 8 spaces during the centre trading hours.
To account for the removal of this use, the requirement for 8 spaces associated with this use have been
removed from the total required spaces.

During the centres peak hours at 11:00AM-12:00PM on Thursday and Saturday, the impact of the F45
gymnasium is negligible as F45 classes are not scheduled from 10:00AM to 4:00PM. At peak periods, on
Thursday and Saturday, the centre has a parking surplus of 286 spaces and 478 spaces, respectively.
Figures 6 and 7 illustrate the parking demand for the proposed gymnasium in comparison to the existing Noosa

Summary
QIC propose to develop a gymnasium in the commercial/showroom region within the Noosa Civic Shopping
Centre. The proposed tenancy will be located adjacent to retail outlets in the Noosa Civic Shopping Centre.
The traffic generation associated with the development will represent less than 3% of the overall centre
generation on Thursdays and 2% on Saturdays which is a negligible increase.
A peak demand of 39 spaces occurs before centre opening hours on both Thursday and Saturday peak
periods. The car parking surplus at the centres peak hours remain unaffected as the F45 development does
not operate during 10:00AM to 4:00PM. At peak periods, on Thursday and Saturday, the centre has available
parking storage of 286 spaces and 478 spaces respectively.
Overall, the development proposal for the F45 gymnasium is considered to be appropriate in terms of traffic
and parking impact for Noosa Civic Shopping Centre. With consideration for the proposed development
operations and excess capacity in the existing parking provision, the inclusion of the proposed development is
considered to have minimal impact on the existing centre operations.
Should there be any queries, please do not hesitate to contact the undersigned.
