GENERAL COMMITTEE MEETING AGENDA 13 DECEMBER 2021

6.3. Indigenous Housing
Noosa Shire is located on the Country of the Kabi Kabi First Nations People, however for the most
part the Kabi Kabi people are living away from Noosa and experience similar difficulties to others in
securing housing in the region. Representatives of the Kabi Kabi First Nations People have
expressed enthusiasm to work with the various levels of government to identify future land supply
and development possibilities for housing outcomes in the region.
Council has the opportunity to advocate to State Government for outcomes that could see traditional
owners return to Country, potentially on State owned land in the hinterland.
6.4. Crisis and Emergency housing
Crisis or emergency housing is needed for individuals or families who are homeless or at risk of
homelessness, including those sleeping rough, victims of domestic violence and people with
complex support needs. Accommodation that is integrated within residential areas and/or close to
support services is essential for people who may be at risk of further crisis, harm, or domestic
violence. Small boarding houses or rooming accommodation would assist, as would any secure
homes with both daytime and night-time casual surveillance. Easy access to transport, childcare/
schools and facilities are important criteria.
Transitional housing is also in high need, this is a form of community housing where people are
assisted out of Crisis or Emergency housing into transitional housing with the aim of transitioning
them into longer term or more permanent housing situations.
7.    Council owned lands
Council has responsibility for various parcels of urban or well-located land, including freehold lots,
unallocated State land for which Council is trustee and unformed road reserves. Some of these may
offer potential for the development of housing either as a short-term or transitional offering or more
permanent developments. A preliminary assessment of various sites has occurred and been
summarised in the HNA. While opportunities will be addressed further in the Housing Strategy and
Implementation Plan, to expedite procedures this report recommends detailed site analysis and initial
feasibility advance on:
• A small site near Noosa Junction with potential to accommodate key workers through rooming
      accommodation; and
• A large site at Cooroy with potential to accommodate a mix of affordable and social housing
      for different household types.
It is anticipated that these investigations will cost $50,000 to initiate, this report recommends this be
referred for budget considerations.
8. Short term Accommodation and Ministerial condition
The Minister approved Noosa Plan 2020 for Council adoption subject to a number of conditions. The
Minister’s conditions in relation to short term accommodation, tourism, and housing supply states:
1. On commencement of the planning scheme for a period of 2 years, monitor the provisions
      relating to short-term accommodation, tourism and housing supply considering the outcomes
      sought across the residential zones. The process shall, at a minimum:
      • include a detailed analysis of the existing situation within the Noosa Shire, including
          numbers and types of short-term accommodation uses. This analysis should include
          annual comparison data that demonstrates the performance of the relevant scheme
          provisions;
      • consider the economic and social benefits of the current situation, and forecast the
          potential long-term impacts of short-term accommodation across the residential zones;
      • consider the zone intent, levels of assessment and regulation short-term accommodation
          across the residential zones;
      •   consider the state interests of Housing supply and diversity and Tourism;

                                                                                          Page 22 of 65
