Noosa Council Road Map
Context
e Noosa Council is only a few months old. As expected, there is a lot of work to do in establish a new
functioning Council;
e Our community has high expectations. It also has a strong sense of ownership of its local Council;
e Much of the work to be done in establishing our new Council’s strategies should be focused on our
community — for example, establishing leading community engagement practices;
e At the same time, there is also a lot of work to do internally to wrap up the de-amalgamation process
(e.g. cash split) and to establish a functioning Council (eg new organisation structure, governance
arrangements etc);
e Meanwhile, even if we were not a new Council, we need to focus on day to day service delivery for
our community and addressing all the usual local government issues that arise (eg planning
applications, customer service responses etc);
e This roadmap is intended to provide some prioritisation and direction as we transition through the
Start-up phase of our Council.
The list of issues to address is set out under the following headings:-
Top tier priority strategies
These strategies have been identified as “first cab off the rank” in terms of priority and focus.
Second tier priorities
This is not to say that these strategies are not as important as the others identified in the first category.
They need to be addressed but are not necessarily “first cab off the rank”.
Key financial focus
It is critical that we get the new Council on a sound financial footing from day one. These issues will
make us financially sustainable.
Setting up a new Council
We are a functioning Council but not necessarily a functional Council as yet. There are a lot of “one off”
establishment issues to work through. Most of these are administrative in nature.
Wrapping up the de-amalgamation
There are still issues remaining from the de-amalgamation process which need to be finalised.
