PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 MARCH 2014

 Since the abolition of the requirement to have a Community Plan, some councils have
struggled with whether or not a Corporate Plan is a plan for the community or a plan for the
       Council or both.

 Some of the best Corporate Plans are those that use diagrams and pictures to explain the
priorities rather than just words. Using informal language and smaller documents is more
       effective.

3. A suggested approach for developing Noosa Shire Council’s corporate plan

Format/Style

The new Corporate Plan should be a short document which captures the key priorities of the
Council. To some extent, the content would probably mirror some of the issues identified by the
CEO in a separate report to this round of Council Meetings about the road map for future
priorities.

Although a little unusual, it is also suggested that we do not need a new vision. The focus should
be on identifying key priorities. While not setting any defined criteria at this stage, it is envisaged
that a Corporate Plan of four to six pages should be sufficient to capture the key priorities for our
new organisation. Such an approach is more likely to be useful in its practical application.

Timing

A new Corporate Plan needs to be adopted at the same time as or prior to the adoption of the
2014/15 Budget and Operational Plan.

Process

It is suggested that we should be able to finalise the new Corporate Plan in two or three
workshops with Councillors. These can be held in April/May to ensure that the new Corporate
Plan is finalised prior to the adoption of the budget. One issue the Council will need to consider
as part of that process is whether or not to undertake community consultation. There is no
statutory obligation to do so and given that this Corporate Plan is primarily about focusing
priorities for the new organisation rather than establishing a new vision, this does not seem
necessary but that can be reviewed as we work through the process.

Finance & Risk

As this will be done via in house resources, there should be no additional costs except perhaps
for printing costs of the final plan.
