SUBMISSION DEVELOPMENT APPLICATION 132008.176.05

In reading the application as per above reference number, I note several areas of concern based on the current, and soon will be, inadequate infrastructure to support the approval of the resort.

  1. The traffic report was done in July and does not give a true reflection of the volume of vehicles using Grant Street in the summer months or the holiday periods.
  2. Access and exit to the resort using Grant Street only. Grant Street is already limited in its width and the ability during peak periods for vehicles to enter and exit the area with the Noosa Junction roundabout being a parking lot during these times. It can take 15 minutes to get out of Grant Street through the Noosa Junction roundabout and 30 plus minutes to get back through to the Noosa Junction roundabout when wanting to enter Grant Street. Last Christmas holidays I noted that the traffic getting through the Noosa Junction roundabout was backed up to the RACV resort. As such it makes no sense to add additional volume of vehicles to what is an already congested area by using one street for the entry and exit, not only to the resort, but the area in general. For council to approve the application having Grant Street as the only entry and exist for not only the resort but the local community, council needs to better assess this situation with a view to reopening Banksia Ave North for local traffic only.
  3. There is a duty of care by the council if the application is approved to provide a full-length footpath along Grant Street. As it stands today it is dangerous to walk along Grant Street due to the volume of traffic and the fact that there is NO footpath. Importantly by there not being a footpath along Grant Street there is no wheelchair, pram or mobility scooter etc accessibility to the resort which in today’s equal opportunity environment is not acceptable.
  4. I note in the application there is 124 spots for push bikes spaces, while this is a great idea and in keeping with the council’s desire to have less vehicles usage on our roads how are the riders going to leave and enter the resort as there is no current bike track or footpath for them to do so safety. Adding pushbike traffic along Grant Street is fraught with danger as Grant Street is not wide enough now. I would ask the council to explain how is it safe for push bike riders let alone a pedestrian to safely pass a parked car in Grant Street while another vehicle is traveling along Grant Street. ITS NOT AND INFACT IT IS DANGEROUS. Again, if the council approves the development application the council have a duty of care to ensure they are not putting people’s lives at risk by not having a foot path or bike track along Grant Street.
  5. Banksia Ave North is NOT an alternative to Grant Street for pedestrian traffic , pushbikes and wheelchairs etc as the street is too steep to ride up, even to walk up this incline could be a challenge for some people. One would hardly be able push a pram up the incline and as for a wheelchair or mobility scooter etc, even battery powered, would have difficulty or even be able get up the incline. Again, Council needs to ensure they do not overlook or disadvantage anyone when there is clearly an option for the council to ensure everyone has accessibility to the resort and the area by putting a footpath along Grant Street. Additionally, and important for the resort owners by pushing people in this direction down to the bottom of Banksia Ave north there is often a repulsive repugnant stench you receive at this location. Is this within keeping of a 5-star resort? Let alone what Noosa is supposed to be about.

In summary clearly the resort, if approved, will generate revenue for the council, bring Jobs, income and more people to the Noosa area which provided the council takes its responsibility seriously and ensures that council meets its obligation of having the infrastructure to safely service and support not only the resort but importantly the local community will be a positive outcome. However, if the council can’t deliver on the infrastructure requirements with a better road option, footpath| bike track etc it then makes no sense to approve a resort that has 195 rooms, 360 car parks, 124 bike racks plus staff and vendors all packed in is often a congested area now.

Kind Regards,
Stephen Hardy.
