Annual Performance Plan                     An Annual Performance Plan would need to be prepared
                                             annually to set out:
                                             • Performance targets (financial and non-financial)
                                             • Full details of all CSOs
                                             • The objectives and functions of the CBU
                                             • Details of the CBU’s main activities
                                             • The notional capital structure and the treatment of
                                                surpluses
                                             • Proposed investments
                                             • A service level statement
                                             • Details of any outstanding and/or proposed
                                                borrowings
                                             • Extent of managerial autonomy

Annual Operations Report                    An Annual Operations Report would need to be included
                                             in Council’s Annual Report that features:
                                             • Relevant data that permits a comparison of planned
                                                 and actual performance;
                                             • Details of any changes made to the Performance
                                                 Plan;
                                             • Assessment of the impact of changes to the
                                                 Performance Plan on the CBU’s financial position,
                                                 operating surpluses/deficits and prospects;
                                             • Particulars of any Council directions received; and,
                                             • Details of Commonwealth and State tax equivalents
                                                 and adjustments for any guarantees by the State
                                                 Government
