         (i) Require referral to additional concurrence agencies; or
         (ii) For an approval for assessable development that previously did not require impact
         assessment—require impact assessment;

        The original development, did not require referral to additional concurrence agencies.
        The original application was impact assessable. The proposed changes to the
        building design do not require referral and will not trigger further impact assessment.

Or;
        (c) For an approval for assessable development that previously required impact
        assessment—be likely, in the responsible entity’s opinion, to cause a person to make
        a properly made submission objecting to the proposed change, if the circumstances
        allowed;

        The impact assessable component of the original application was associated with an
        inconsistent business activity within the industrial precinct. The proposed changes
        are aesthetic only, and submissions in this context would not be valid.
Or;
       (d) Cause development to which the approval relates to include any prohibited
development.

        The proposed changes do not include any prohibited development, and are aesthetic
only.

In conclusion, we believe this change is consistent with that which was originally approved
