stay and permeant accommodation component of the proposed development, in comparison to the existing
development within the Noosa Shire.

   3. The specific trend at an SA2 level in terms of occupancy rates and an assessment of this trend.

Please refer to the response to the above item prepared by Urban Economics (Attachment I).

   4. The appropriateness of this site for the planned development in relation to the possibility to provide the
development on other sites within the region.

Please refer to the response to the above item prepared by Urban Economics (Attachment I), where it was
concluded from an economic point of view that “there are no other sites available which are equally or more
appropriate than the subject site for the proposed development in Peregian Beach and indeed in the wider
Noosa region.” From a town planning point of view, it should also be noted that a review of the Peregian
Beach area has been undertaken, and no appropriately zoned sites have been identified that can accommodate
the proposed development.

It should be noted that the discussion paper for the new Noosa Shire Planning Scheme outlines the following
desired outcome for the Coastal Communities:

Ensure the planning scheme reflects the preferred use of land, for instance review the zoning of land to
the west of David Low Way at Peregian Beach and land developed with visitor resorts.

While no maps support this discussion paper at this stage, it is assumed the above statement is referring to
land that includes the subject site, given the historical approvals over the site do not reflect the current zoning.
This statement would also support Council’s intent for the Rufus Street Master Plan area, which adjoins the
subject site to the north, by creating further permanent housing options in close proximity to the Peregian
employment hub and permanently activate the connection to the Peregian Beach Village Centre via Rufus Lane.

Overall, from both an economic and a town planning point of view, the development of the subject site for the
proposed land use supports both the outcomes for the future planning scheme and the vision for the Rufus
Street precinct. Approval of the proposed development will deliver a mix of short‐term accommodation and
lifestyle facilities in close proximity to Peregian Beach and the Peregian Beach Village.

   5. The ability for other sites within the region to provide additional permanent residential dwellings to cater
for projected population growth in Peregian Beach.

As detailed in the response to the above item prepared by Urban Economics (Attachment I), the potential for
development of further short‐term accommodation and permanent residential dwellings within the Noosa
Shire is limited. It is concluded in the attached economic response that “the Queensland Government
Statistician’s Office (QGSO) Broadhectare Study for Noosa identifies no residential development areas within the
Shire’s Eastern Beaches, with the most proximate areas in Noosa including the existing Settler’s Cove
development and within areas of the Noosaville activity centre which are emerging as a business and enterprise
area.”

   6. The demand for this type of short stay and permanent resident accommodation to be established and the
supply of existing facilities to be fully examined.
