5.0 BUSHFIRE MANAGEMENT PLAN
5.1 Introduction
The following section describes bushfire risk reduction measures to be utilised at the subject
site to reduce the risk of bushfire impact to people and property. The scope of referenced
bushfire mitigation measures have been derived from:
Appendix 8 of State Planning Policy 1/03 ‘Mitigating the Adverse Impacts of Flood,
Bushfire and Landslide (2003);
Construction of Buildings in Bushfire Prone Areas (AS3959-1999);
Bushfire Hazard Planning in Queensland. QFRA, Brisbane (1993); and
Planning Scheme Policy No. 13: Preparation of a Bushfire Management Plan,
Maroochy Plan (2000).
5.2 Asset Protection Zones (APZs)
APZs provide a defensive tool to assist in the reduction of potential bushfire impact to
people and property situated in bushfire prone areas. For illustrative purposes Figure 8
depicts the concept of protection zones about dwellings in bushfire prone areas.
Figure 8 – Components of an Asset Protection Zone (APZ)
Asset protection zones are the most strategically valuable defence against radiant heat
and flame, and to a lesser extent, embers.
Table 8 describes the recommended Asset Protection Zones to be provided at the subject
site. Determination of the recommended Asset Protection Zone widths has been derived
from the results of flame length modelling presented previously in combination with
consideration of the practical bushfire risk acting on the site.
Whilst these APZ should prevent buildings from being subjected to direct contact from
flames, and reduced levels of radiant heat in the event of a bushfire, building construction
