With respect to part 20, the project architect has now provided additional information on the
elevation plans, section plans, and the height blanket plans as requested which is provided
with the amended proposal plans (refer Attachment 1).
The amended proposal plans confirm the height of the proposed building relevant to what is
considered to be the natural ground level as confirmed by the Downes Group (refer
Attachment 8).
It is accepted the proposed development will exceed 12m in height in part on the lower
portion of the site; however, as explained in the town planning report under the Visual
Amenity Impacts and the photomontages prepared (refer Figure 1), it is not expected the
proposed development would cause any adverse offsite visual amenity impacts. Further, the
site is constrained by slope and the odour contour shown on the proposal plans, which
means the development is necessarily limited to this part of the site.
The development has been designed as three levels to provide the necessary density over
this part of the site and to allow for efficiency of servicing the proposed “Boutique Hotel”,
which is costly. Despite the height, when viewed off the site, in particular from Resort Drive,
the proposed development presents as two storeys. The higher portion of the building that
exceeds 12m from the natural ground level will not protrude above the existing tree line and
will not have a significant visual amenity impact (refer photomontage - Figure 1). It is noted
the “Parkridge Noosa” development has a higher elevation and is also partly visible to the
right.

With respect the building height issue, the project architect Mr Shane Thompson has
provided the following advice:
