1 Introduction
1.1 Background
TTM Consulting has been engaged by Calile Malouf Investments Pty Ltd to prepare an amended traffic
engineering report associated with a proposed resort complex development to be located at 3-7 Serenity
Place, Noosa. (Development Application 132008.176.05).
This report addresses modifications to the development plans and provides responses to the traffic
engineering issues raised in the two information requests dated the 2nd December 2022 and 16th March 2023
(see Appendix F) issued by Noosa Council. The is also noted that SARA issued an information request dated 6
December 2022 (see Appendix F), which is also addressed within this report.
1.2 Scope
This report investigates the transport aspects associated with the proposed development. The scope of the
transport aspects investigated includes:
• Parking supply required to cater for the development demand;
• Parking layout to provide efficient and safe internal manoeuvring;
• Identification of likely traffic generation and traffic distribution from the future development;
• Identification of likely traffic impact of development on the external road network;
• Access configuration to provide efficient and safe manoeuvring between the site and the external road
network;
• Suitability of access and internal facilities to provide for pedestrian and cyclist operation;
• Access to suitable level of public transport; and
• Servicing requirement.
To assess the proposed transport arrangements, the development plans have been assessed against the
following guidelines and planning documents:
• Noosa Plan 2020, specifically:
- 9.4.1 Driveway and Parking Code; and
- 9.4.7 Transport Code.
• Australian Standard 2890 series.
• Queensland Complete Streets.

1.3 Information Request Summary
Noosa Council - Information Request – 2nd December 2023
Issue Section
Page 18 of TTM’s Traffic Engineering Report (22135916) dated 07 October 2022 details design modifications of the existing Section 5.2
Grant/Banksia roundabout and “Driveway Entry” into the Resort. The submitted documentation does not contain sufficient
information for Council to assess the proposed Grant/Banksia roundabout upgrade and “Driveway Entry”.
Information Required
22. Provide additional detail demonstrating the extent of the Grant/Banksia roundabout upgrade and proposed ‘Driveway
Entry’ into the Resort. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of
Queensland) and include, but not be limited to:
a. Demonstrate the extent of roadworks, including:
i. design alterations to the roadway, traffic islands and roundabout island;
ii. signage; and
iii. line-marking.
b. Demonstrate the extent of entrance works, including:
i. demonstrate the design of the proposed “Driveway Entry” complies with Noosa Council’s standard
drawing RS-051;
ii. provide a longitudinal section extending from the centreline of the road formation about the
Grant/Banksia roundabout to the “Driveway/Setdown” area;
iii. demonstrate B99 vehicle will not scrape or bottom out while entering and exiting the proposed
“Driveway Entry”;
Page 18 of TTM’s Traffic Engineering Report (22135916) dated 07 October 2022 details design modifications of the existing (i & ii.) Section 5.3
cul-de-sac at the end of Serenity Close. The submitted documentation does not contain sufficient information for Council to (iii.) Section 6.2
assess the proposed Serenity Close cul-de-sac upgrade.
Information Required
23. Provide additional detail demonstrating the extent of the Serenity Close cul-de-sac upgrade. The detail must be prepared
by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to:
a. Demonstrate the extent of cul-de-sac roadworks, including:
i. demonstrate the proposed services entrance generally complies with Noosa Council’s standard drawing RS-051;
ii. provide a longitudinal section extending from the centreline of the road formation about the Serenity Close cul-
de-sac roundabout to the “Loading” area;
iii. Demonstrate the expected service vehicles (SRV, MRV, LRV BCC and VOLVO B12 BLE) will not scrape or bottom
out while entering, manoeuvring on site and exiting the proposed servicing/loading entrance.
Engineering is concerned the use of the coach is impracticable. The functionality of the coach manoeuvring is impracticable Section 2.2
and is likely to adversely affect the existing road network conditions.
Information Required
24. Provide additional detail demonstrating the coach is capable of manoeuvring through the existing road network without
adversely affecting the existing traffic conditions. The detail must be prepared by a suitably qualified person (RPEQ –
Registered Professional Engineer of Queensland) and follow the below route:
a. Enter the Grant Street/Noosa Drive/Sunshine Beach Road roundabout via the west (Noosa Drive) and south
(Sunshine Beach Road);
b. Grant Street via the Grant Street/Noosa Drive/Sunshine Beach Road roundabout;
c. Banksia Avenue (north) via the Grant Street/Banksia Avenue roundabout;
d. Serenity Close via Banksia Avenue;
e. Proposed Coach parking bay via Serenity Close;
f. Manoeuvre using the cul-de-sac;
g. Banksia Avenue via Serenity Close;
h. Grant Street via the Grant Street/Banksia Avenue roundabout;
i. Noosa Drive (west) via the Grant Street/Noosa Drive/Sunshine Beach Road roundabout; and
j. Sunshine Beach Road the Grant Street/Noosa Drive/Sunshine Beach Road roundabout.
25. Provide additional detail demonstrating how the manoeuvrability of the coach will affect and be affected by the existing Section 2.2
on-street parking arrangements along Serenity Close. The additional detail must consider all possible turning paths of the
coach and be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland).
26. Provide additional detail and comments demonstrating how the VOLVO B12 BLE will enter the site in a forward gear and Section 2.2
manoeuvre using the cul-de-sac without any component of the coach (including 0.3m clearance) mounting the kerb, crossing
the coach bay line-marking or entering any private driveways. The detail and comments must be prepared by a suitably
qualified person (RPEQ – Registered Professional Engineer of Queensland).

Page 8
27. Provide comment detailing the viability of alternate methods of transporting guests of the Resort (i.e. utilising the existing Section 2.2
Noosa Junction Bus Interchange to transport guests to the Resort using a small vehicle that will have a lesser impact on the
road network compared to a coach).
Noosa Council - Information Request – 16 th March 2023
Councils traffic consultants advises that there has not been sufficient evidence presented in the TTM report to justify that only (i & iii.) Section 4.1)
0.5 parking spaces per room is appropriate as a design rate for the “accommodation” component of the assessment. (ii.) Section 2.2
Information Required
3. Further justification of the proposed parking relaxation, including addressing the following issues
(i) There is no reason that the rate of “accommodation” parking per room for the proposed development will be
any different to the rate of “accommodation” parking at other short term accommodation developments that
include a pool, restaurants, and bars.
(ii) There is no evidence or discussion included in the TTM report to identify how guests who do not drive a car to
the site will be transported with their luggage to and from the development. For example, is it expected that
large proportions of guests will hire a driver to transport them to/from the development, or will they use public
transport, or be transported to/from the airport by mini bus or coach (noting that this may impact on the size of
the design vehicle for the Grant Street access – given that under the current proposed arrangements, any vehicles
larger than a car delivering and collecting guests of the development would need to use the “back door” access
via the pedestrian entry and proposed bus stop in Serenity Close)?
(iii) In relation to the parking provision rates provided in Table 4.2 of the TTM report, none appear to be
comparable to conditions at Noosa, noting:
• The RTA rate is for hotels in the Sydney CBD (where alternative modes of travel are well established
and on-street parking is highly regulated and in high demand).
• The Gold Coast rate is for a defined resort complex (it would be interesting to know which
developments on the Gold Coast are classified as a resort complex, and how they functionally differ
from a “short term accommodation” use, and in any event, like the Sydney CBD, the Gold Coast well
established alternative modes of travel and on-street parking is highly regulated and in high
demand).
• Further details would be required to be provided for the Westin Hotel Yaroomba approval before
any comparison could be considered.
• The website for the Holiday Inn Maroochydore states, “Limited on-site carparking available for $20
per night. Cannot be pre-booked or guaranteed. Off site outdoor public carpark available at Sunshine
Coast Council Maroochydore Parking Area.” This is not suggestive of a development having a parking
provision that adequately satisfies existing parking demands.
4. The plans identify “pay stations” and boom gates controlling access to the carpark. Provide detail of, and assess, how this Section 4.1
system is proposed to be operated, including pricing for staff, guests, and other visitors. In addition, provide assessment of
the likely on-street parking demands generated by the proposed pricing structure of the carpark (it is noted that on-street
parking is free and unregulated, so on-site parking fees are likely to lead to unacceptable on-street parking demands).
5. Additional information in relation to the proposed Grant Street access including the following: Section 5.2
• Demonstrate that a 14.5m coach can satisfactorily manoeuvre to/from Banksia Avenue to/from Grant Street.
• Provide appropriate geometry to enable a car departing from the development to turn left into Banksia Avenue.
• Provide detail of how vehicles larger than a car will be prevented from accessing the site via the roundabout.
6. Identify and assess the proposed access driveway gradients against the requirements of AS/NZS 2890.1 2004. Section 5
7. Assess whether adequate height clearance is required to enable loading of refuse bins into the refuse truck. Section 6.2

2 Proposed Development 2.1 Development profile The proposed land uses are summarised in Table 2-1. Table 2-1: Proposed land uses Use Area/Qty Hotel • Standard Rooms 168 rooms • Suites 16 suites • Loft 6 lofts • Villas 5 villas Total 195 Hotel Facilities* (other amenities including prep kitchen, 5,411m² GFA office, staff amenities, transfer lounge, day spa, toilets, gym, reception, bag store, check in lounge, lobby and games room)* Hotel Function 410m² use area Restaurant 1,007m² use area Retail 744m² use area Auditorium 336m2 use area Note: *Hotel Facilities are ancillary services provided to the hotel guest. The site plans, including area schedule, prepared by Richards+Spence, are included as Appendix A. 2.2 Parking The development proposal includes a total of 380 car parking spaces, including 4 x PWD spaces and 17 spaces in the porte cochere (Note that parking supply has increased by 133 spaces from the development plans which formed the original application). The development plan also includes 124 bicycle spaces. A Porte Cochere/ set down area is provided on Ground Floor which can accommodate up to 17 vehicles at one time. The Porte Cochere/ set down area has also been designed to cater for a 21 seater minibus. It is intended that the minibus will primarily be utilised to transport guests from the Noosa Junction bus station and other hubs when required. It is noted that the target market for the proposed hotel does not include tour groups, as such coaches will not be required access to the site or park within the site / surrounding streets. It is noted that SARA requested additional information in relation to coach parking and circulation, particularly in relation to Serenity Close – however no provisions are considered necessary given the maximum size vehicle will be a minibus that can be accommodated within the internal porte cochere. Site: 3-7 Serenity Close, Noosa Heads – Proposed Resort Complex 10 Reference: 22BRT022 RP01_1
Page 12
Further details regarding the car and bicycle parking are included in Section 4 and 11, respectively.
Information Request (2nd December 2022) – Item 24>27 (i.) & (iii.), Information Request (15th March 2023) – Item 3,
& SARA Information request (6 December 2022) – Item 1.
The proposed development will not target tour groups, therefore there is no need for coaches to be accommodated.
The design has been modified to accommodate a minibus, which will be used to transport guests from various
destinations, including transport hubs such as the Noosa Junction bus station.
2.3 Access
The development plan includes the following access arrangements:
• Access 1 – Primary Access via Banksia Avenue North (car park entry/exit): The car park access is provided
via Banksia Avenue, which will form a fourth leg to the existing Banksia Avenue/Grant Street
roundabout. This is provided as a 6.5m wide access driveway configuration as per Australian Standard
which provide access to car park and set-down area.
• Access 2 – Serenity Close (service vehicles only): The secondary access to the loading dock only is
provided via Serenity Close, which is located on the western side of the development. This is provided as
a 7.5m wide entry and exit ramp for service/refuse vehicles up to a Large Rigid Vehicle (LRV).
Further details regarding the proposed access arrangements are included in Section 5.
2.4 Servicing
The development includes the following service vehicle provisions:
• 3 Van Spaces
• 1 SRV space
• 1 MRV space
• 1 LRV space
All service/refuse vehicles will enter/exit from Serenity Close (secondary access) in a forward gear.
Further details in relation to the service/refuse vehicle arrangements are included in Section 6.

4 Car Parking Arrangements
4.1 Council Parking Supply Requirement
The land use for the proposed development is identified as a ‘Resort Complex’, the definition of Resort
Complex within Noosa Planning Scheme are as follows:
“Resort complex means the use of premises for –
(a) Tourist and visitor accommodation that includes integrated leisure facilities (examples of
integrated leisure facilities – bars, meeting and function facilities, restaurants, sporting and
fitness facilities); or
(b) Staff accommodation that is ancillary to the use in paragraph (a); or
(c) Transport facilities for the premises (a ferry terminal or air service, for example)”
Noting the above, Table 9.4.1.4 of Driveways and Parking Code within the Noosa Plan 2020 identifies the car
parking requirements and is calculated below in Table 4-1.

The proposed parking supply exceeds the parking guidance in accordance with the planning scheme. It is also noted that the proposed parking assessment is conservative as it hasn’t taken into consideration any potential “internal” utilisation of the resort uses. That is, the proposed parking supply exceeds the cumulative total of the Council requirements without application of any “discount” factors to take into consideration hotel guests utilising the restaurants or function / auditorium. Information Request (16th March 2023) – Item 3(i.) & (iii.) The proposed plans have been updated to provided additional parking which satisfies Council’s parking guidance. Persons with Disability The Building Code of Australia (BCA) requirement for PWD parking is ‘1 per 100 spaces’, noting that the total of four (4) PWD spaces provided are compliant with the BCA requirement. Carpark management The development plans include “boom gates” at the entry / exit of the car park. Whilst the details of the car park management plan, including any policy relating to paid parking, are yet to be resolved, the primary purpose of incorporating the boom gates controls into the development plan is to allow a validation system, or similar, to be implemented such that the car park is used only by guests, staff and legitimate visitors to the proposed development, and not by those not associated with the proposed development i.e. residents or visitors to the multi – unit developments along Serenity Close. Information Request (16th March 2023) – Item 4 The combination of the increased parking supply and the car park management validation system for guests, staff and visitors will ensure that the proposed development will not create any overflow parking onto the surrounding local street system. 5 Site Access Arrangements 5.1 Introduction Access to the development car park is proposed to be provided via the existing Banksia Avenue / Grant Street roundabout. The site access will form a fourth leg to the roundabout. A secondary access, for service vehicles only is provided via Serenity Close. Access to the service vehicle facility is provided via a standard driveway off the cul-de-ac at the end of Serenity Close. The design of each driveway is described as follows. 5.2 Access 1 – Site Access via Banksia Avenue The access on Banksia Avenue is located on the southern side of the site frontage, and will form a fourth leg to the existing Banksia Avenue/Grant Street roundabout. This access will allow for both entry and exit movements for all light vehicles accessing the internal car parking areas. The largest vehicle expected to access the site from this driveway is a minibus, which is capable of circulating in / out of the site via the port cochere. It is envisaged that appropriate signage will be installed adjacent to the driveway to ensure larger vehicles do not enter via this driveway. Service vehicles will be directed to the driveway at the end of Serenity Close. As mentioned previously, coaches will not be required to service the proposed development. A concept roundabout design has been prepared, as shown in TTM Drawing 22BRT0022-03, Revision A, included in Appendix C, which demonstrates the access integration with the existing roundabout configuration, and includes swept paths to ensure vehicles departing the site can turn left into Banksia Avenue. The gradients on the driveway and access ramp have been designed in accordance with IPWEAQ RS-051 and Australian Standard AS2890.1:2004 Parking Facilities Part 1 Off-street car parking. The grade transitions have also been checked with appropriate ground clearance templates, with longitudinal grades shownattached plan. Noting that the detailed design of the proposed upgrades to the Grant Street/ banksia Avenue roundabout are yet to be finalised; grade transitions maybe further refined in detailed design. A summary of the Australian Standard AS2890.1:2004 Parking Facilities Part 1 Off-street car parking design provisions, the proposed provisions and deemed compliance for this access is shown in Table 5-1. The proposed Grant Street access has been integrated with the existing roundabout to ensure safe and efficient
movement of vehicles in all directions, including the left turn into Banksia Street from the development.
The access ramp has been designed with gradients suitable to accommodate the design vehicle – which in this case
is a minibus.
5.3 Access 2 – Serenity Close
Serenity Close access is located on the western side of the site frontage, which will provide access to all
vehicles and will be used as the main point of entry/ exit for service vehicles.
The grades within the verge will follow standard drawing RS-051 Type B2 IPWEAQ design and reach the flood
immunity level of RL13.4 at the property boundary before gently grading down to the basement with
transitions at 1:20(5%) and the main ramp graded a maximum 1:11.5 (8%).
TTM have provided the longitudinal grades from Serenity Close cul-de-sac into the respective loading area as
per Councils request (see Appendix)

6 Service Vehicle Arrangements
6.1 Council’s Requirement
To assess the required number of service bays for the development, TTM has referred to the Council
requirements for service vehicles. Clause 2 (b) of Section 9.4.1.2 of Driveways and Parking Code within
Council’s Planning Scheme states:
“Adequate provision is made for the standing, parking, loading and unloading, access and
manoeuvring of service vehicles within the development site.”
The proposed development proposes a loading area accessible via Serenity Close.
6.2 Proposed Service Vehicle Arrangements and Their Adequacy
The main loading area, located on the Basement level has a total of three (3) loading bays, suitable to cater
for the vehicles such as 10.7m Large Rigid Vehicle (LRV), 8.8m Medium Rigid Vehicle (MRV), 6.4m Small Rigid
Vehicle (SRV). The vehicles will enter the site in a forward gear, accessing the loading bay and perform a
single reverse manoeuvre and exit the site in a forward gear once the refuse/servicing has been performed.
For small deliveries, 3 VAN bays are provided on the Lower Ground Floor carpark in close proximity to the
service/maintenance lift in the eastern corner.
TTM Dwg 22BRT0122-SK02 within Appendix C illustrates the manoeuvring of service vehicles to/from the
main loading dock (all movements allow a minimum 500mm clearance). TTM have also conducted ground
clearance checks for all service vehicles.
The height clearance of 4.5m is maintained in the main loading area allowing full utilisation of the service
vehicle area for standing and manoeuvring.
The proposed service vehicle provisions, including the number of service vehicle bays and the associated
design, are considered adequate for the proposed development and compliant with AS 2890.2-2002 Parking
Facilities Part 2 Off-street commercial design.
Information Request (2nd December 2022) – Item 23a) iii.
TTM have conducted ground clearance checks for service vehicles entering/ exiting the site in forward gear.
Information Request (16th March 2023) – Item 7
The proposed plans have been updated to meet council height clearance requirements of 4.5m. The height clearance
floor to floor is more than adequate, with a level difference of 6.55m provided.

8 Future Transport Demands
8.1 Assessment Years and Traffic Growth
To estimate the future traffic volume for the 2024 and 2034 scenarios, the annual growth rate for the
Council has been determined based on the following:
• The forecasted population volume set out in Section 4.2 of Noosa Shire Economic Development Strategy
2021-2030. For Noosa, the population growth between 2020 and 2041 is projected to be 0.8%.
• The existing and projected demand for the transport network set out in Table SC3.1.7 of Council’s LGIP
Planning Assumptions Tables.
• For the Coastal Area (Noosa Heads), the existing and projected transport demand vehicle per day (vpd)
data between 2021 (331,603) and 2031 (369,091) is projected to be 1.08%.
For conservativeness, an annual growth rate of 1.2% has been adopted, which accounts for the future
development and is considered on higher end, given this level of growth over a 12-year period would result
in significant improvements / changes to the transport network, noting additional road connections, allowing
for additional dispersion of existing traffic volumes.
As such, while the overall traffic may increase by 1.2% per annum, the traffic growth on an individual road
segment is expected to be less than this as traffic disperses onto the ultimate road network.
TTM has identified three assessment periods for the road network as follows:
Current Traffic Scenario
This scenario includes the 2022 traffic volumes modelled over the existing road network. This analysis has
been performed for both the AM and PM Peaks.
Opening Year (2024) Traffic Scenario
This analysis incorporates a 1.2% per annum increase in the background traffic volume for a period of 2 years
from the most recent survey. For the base case scenario, the existing road network has been analysed.
Design Horizon (2034) Traffic Scenario
This analysis incorporates a 1.2% per annum increase in the background traffic volume for a period of 12
years (10 years past opening year).
Based on the development transport demand estimates (Section 8), traffic network diagrams have been
prepared showing traffic movements on the roads/intersections surrounding the development site for each
of the above scenario’s future year cases.
These network diagrams are included in Appendix D, with the respective diagrams identified as follows:

9.3.2 Analysis Conclusions
The analysis indicates that the roundabout is expected to operate at suitable levels at the 2034 design year,
with development traffic included, with a worst-case DOS 10.7% (less than 85.0%, operational capacity of
roundabout) and overall LOS A. The addition of the development traffic has no notable impact to key
operational metrics, with minor change to average intersection delay and queuing.
Based on this assessment, the proposed development is considered to have no adverse impact on the
operations of this roundabout.

10 Active Transport
10.1 Pedestrian Access
Formal pedestrian footpaths are provided along both Banksia Avenue and Serenity Close providing
connections to the surrounding area.
10.2 Cyclist Requirement
To assess the required number of bicycle parking for the development, TTM has referred to Table 9.4.1.4 of
Noosa Plan 2020 for the following uses:
• Accommodation activity One space per two dwellings
• Business/Community/Entertainment activity One space per 100m² up to 500m²; and
One space per 500m² in access of 500m².
Based on the above, the Council’s bicycle requirement is 124 bicycle spaces and the development provide
124 bicycle spaces which complies with Council’s requirement.

11 Summary and Conclusions 11.1 Access design and location The proposed access arrangements, with the car park and set down facility access integrated with the existing roundabout at the intersection of Grant Street / Banksia Street and the service vehicle access located off the cul-de-sac at the end of Serenity Close, are considered acceptable for the proposed development. The design of both driveways and access ramps comply with the required standards. 11.2 Car Parking Arrangements The proposed parking supply for the 380 parking spaces exceeds Councils requirements. 11.3 Impact on Surrounding Road Network Assessment of the proposed development indicates that the development will not have a significant impact on the future road network. As such, no further mitigating road works are required. 11.4 Service Vehicle Arrangements Servicing for this development will primarily be facilitated in the designated loading area on the Basement level accessed off Serenity Close. Service vehicle demands for the various uses of the site will be managed in a way to share the use of the loading area,. The largest design vehicle, a 10.7m LRV, can manoeuvre on site in order to enter and exit in a forward gear. Overall, the proposed service vehicle arrangements are considered adequate to meet the needs of the proposed development. 11.5 Active Transport Facilities The current public transport infrastructure and proposed site provisions for pedestrian/bicycle facilities is considered adequate for the development. 11.6 Conclusion Based on the assessment contained within this report, TTM see no traffic engineering reason why the relevant approvals should not be granted.
