The proposal is subject to code assessment and as demonstrated below, is
considered to be consistent with the relevant provisions of the Advertising
Devices Code. Where a Specific Outcome solution is sought, sufficient
justification has been provided.
O2 - 14.77 General Design and Amenity
Whilst the proposed signage does not comply with the desired sign face areas,
the proposed signage is related to a single sign for each tenancy (with Tenant 4
& 5 comprising a secondary sign). Further, 3 freestanding, pylon signs are
proposed, 1 for each site frontage. The majority of the proposed signage will be
integrated into the design of the buildings and is considered to be of a
reasonable scale given the size of the site and development, and the number of
tenancies.
The subject site is located in an established industrial precinct, on a prominent,
corner site. Eumundi Noosa Road is a major, arterial type road, carrying
significant traffic in and out of the Noosaville locality. As such, the proposed
signage is again considered to be reasonable for the site’s size and location as
well as being compatible with the character of the locality. Further, it should be
noted that the proposed signage is considered to be a significant improvement
to the existing on-site signage through providing for an orderly, modern and
cohesive signage treatment.

Lastly, the proposed signage has been designed to visually integrate into the
proposal, ameliorated through landscape screening, reduced bulk/scale (in
relation to the 7/11 pylon signs) as well as an even distribution throughout the
site.
As such, the proposed signage is considered to comply with Specific Outcome
O2.
O6 - 14.79 Medium Impact Signs
The proposal comprises 3 freestanding signs, 1 per frontage (which complies
with the Probable Solution S6.3). Whilst the Walter Hay Drive ‘price board sign’
will be compliant with the relevant Probable Solution (3.98m height and no sign
face area), the remaining ‘price board sign’ and ‘shared illuminated pylon sign’
will be 6m in height, with the desired sign face area being exceeded only by the
‘shared illuminated pylon sign’. This outcome is considered to be compliant with
the relevant Specific Outcome for the following reasons:
The additional 1m of height and sign face area (for the ‘shared
illuminated pylon sign’) for the proposed freestanding signs on Eumundi
Noosa Road is considered to be consistent with the character of the
locality, consistent with existing on-site signage as well as surrounding
freestanding signs including a number of vehicle sales uses in Lionel
Donovan Drive;
As mentioned above, given the size and prominence of the site, and
number of tenancies, the proposed signage is considered to be of a
reasonable scale and consistent with realistic expectations of the
community for a development of this size and nature; and
The proposed signage is considered to positively contribute to the visual
amenity, streetscape and built environment of the Noosaville locality.
For these reasons, the proposed signage is considered to comply with Specific
Outcome O6.
Conclusion
The above discussion demonstrates that the proposed signage treatment
associated with the development proposed under MCU14/0102 meets the
following key criteria:
Complements, and does not detract from, the desirable characteristics of the
natural and built environment in which the advertising devices are exhibited;
Are designed and integrated so as to minimise visual clutter;
Do not detract from the visual amenity of the major road network nor from the
residential amenity enjoyed by residents of and visitors to Noosa; and
Are safely constructed and secured and do not create a hazard.
Hence, the proposed signage is considered to be able to sufficiently comply
with the relevant provisions of the Noosa Plan 2006.
On this basis, this Operational Works (advertising devices) application should be
approved subject to reasonable and relevant conditions.
