RECOMMENDATION
That Council note the report by the Project Manager to the Infrastructure & Services Committee
Meeting dated 31 March 2015 and note the outcomes of community consultation for the
proposed flood mitigation works for Ashgrove Drive, Cooroy to be undertaken by the Department
of Transport and Main Roads.
REPORT
1. Background
Properties in the vicinity of Ashgrove Drive, Cooroy, near the Bruce Highway southern
interchange, are at risk of flooding during severe weather events. This has been most evident
between 2011 and 2012 where six properties had water enter their houses.
With the State Government’s Department of Transport and Main Roads (DTMR) in the process of
upgrading the Bruce Highway in this location, Noosa Council engaged consultant hydraulic
engineers to review the highway upgrade flood model to determine if a flood mitigation option
could be incorporated with the highway upgrade.
Ultimately, negotiations with DTMR in 2014 resulted in an agreement where the Ashgrove Drive
flood mitigation solution would be constructed in conjunction with the Bruce Highway upgrade
and be fully funded by DTMR.
2. Proposed flood mitigation solution
Following the testing of a number of options the preferred mitigation option involves a diversion
channel running parallel to the Bruce Highway which will convey floodwaters in a north-westerly
direction towards the main channel of Cooroy Creek. Refer attached Flood Mitigation
Investigation, Ashgrove Drive (Attachment 1).
3. Community meeting
Following the design of the flood mitigation solution by DTMR a community meeting was held on
the evening of 11 March 2015 at the Cooroy library. Invitees included the Cooroy Flood
Reference Group and Ashgrove Drive residents. Approximately 20 people were in attendance.
