1. Identify the summary grounds for support for the development as they might
   appear in a development permit.

Applicants Comments
The following are sufficient grounds to justify the decision despite the conflict with
the Planning Scheme:

     1. The application site is already used for residential purposes;

     2. Residential use is compatible with other established uses within the area
        and can continue to operate on the site without adverse impacts on the
        amenity of the adjoining uses or the character of the surrounding area;

     3. The proposed development will address a need for smaller, more
        affordable, residential dwellings within Tewantin;

     4. The proposed development will add to the supply, variety and mix of
        dwellings within Tewantin;

     5. The proposed development is consistent with the height, scale and density
        expected within the local area;

     6. The site is located next to the Tewantin Business Centre and has excellent
        accessibility to the services and facilities within the Centre;

     7. The proposed residential development will help to support the vitality and
        viability of the Business Centre;

     8. The Council has no additional community facilities identified or planned for
        Tewantin Town Centre and the site is no longer required to provide these
        types of facilities;

     9. There is no identified need, or demand for, the site to be used for service,
        utility or transport uses; and

     10. Commercial Business and Entertainment uses, which are also supported on
         the site by the Noosa Plan, would more appropriately be located within the
         Business Centre Zone to help reinforce its vitality and viability.

2. Provide further waste management details for:
        Submitted truck turning paths indicate a front lift service vehicle, however,
        the service vehicle for 1100lt low noise bins is rear lift – please provide
        amended manoeuvring paths.
        Plans indicates waste chutes for internal collection. Please confirm if this is
        for general waste/recycling.
        Bin room details are required showing dimensions and positioning of the
        chute and refuse/recycling bins.
        Please identify location for a bin wash down area on the plans in
        accordance with Noosa Planning Scheme Policy 9 – Waste Management.
        Describe the proposed methodology for getting bins from chutes to bin pick
        up point.

Applicants Comments
With regard to these issues please note the following:

        a revised truck turning path showing a rear loading truck is provided in
        Attachment B;

        drawing 00000-A-06-01 B in Attachment A shows that the chute will be for
        general waste only. Drawing 000-A-00-01A G shows that a separate bin
        enclosure will be provided for recycling waste directly to the west of the
        general waste collection room;

        dimensions for the bin room and the location of the chute are shown on
        drawing 0000-A-06-01 B in Attachment A;

        the notes on drawing 0000-A-06-01 B confirm that the bin collection room
        will be used as the bin wash area; and

        the notes on drawing 0000-A-06-01 B advise that the bins will be wheeled by
        the on-site manager approximately 5m to the loading point for the waste
        collection vehicle.

3. The MUSIC model for the proposed development to demonstrate how the
   Overall Outcomes of the Water Sensitive Design Code, and the State Planning
   Policies for water quality are to be achieved.

Applicants Comments
A MUSIC model has been prepared by Aquaintel and is provided in Attachment D.

4. Peak flow modelling results to demonstrate the proposed development will not
   cause an increase in peak runoff in a 1 year ARI compared to the existing
   scenario.

Applicants Comments
The Stormwater Management Plan prepared by Aquaintel in Attachment C
demonstrates that the proposed development will not cause an increase in peak
run off in a 1 year ARI event.

5. Preliminary stormwater drainage plan which demonstrates that it will be
   possible for the proposed development to incorporate the water quality and
   quantity treatment measures proposed in modelling (or in Healthy Waterways
   Deemed to Comply Solutions). The preliminary stormwater treatment plan
   must include the following:
       a. Proposed surface levels that demonstrate all areas of the developed
           site will flow to the proposed water quality and quantity treatment
           devices
       b. Invert levels of inlet and outlet pipes to and from the proposed
           detention tank and bioretention basin to demonstrate there is
           adequate fall between the low flow outlet of the detention tank, inlet to
           the bioretention basin and outlet pipe to legal point of discharge
       c. The preliminary stormwater design must also provide adequate footprint
           in the design for 1:4 batters and inlet scour protection within any
           proposed bioretention basin.

Applicants Comments
TOD Consulting Engineers have prepared a preliminary stormwater drainage
plan which is provided in Attachment E. The Plan is supported by supplementary
information prepared by TODS which is included in Attachment F. The additional
information demonstrates that the proposed development can incorporate the
water quality and quantity measures proposed in the proposed modelling.

6. Demonstrate how the proposed use will achieve the overall outcome of
   reducing the need for mains water compared to the existing situation.

Applicants Comments

The stormwater management plan includes a 15kl rainwater tank in the
basement which will be used to collect rainwater from the roof. The tank water
will then be used to irrigate the landscape areas in order to reduce the demand
for water generated by the proposed development.

                       END OF INFORMATION REQUEST RESPONSE

The above response to the information request demonstrates that all of the
issues raised by Council can be adequately dealt with and that the proposed
development should be approved by Council subject to reasonable and
relevant conditions.

As this correspondence provides “all of the information requested”, we will now
initiate the public notification of the application. Should you have any queries
relating to this issue, please do not hesitate to contact the writer on 5443 5566.

Yours faithfully
DFS Group
