development must be assessed against its potential impacts on the “predominant business functions of
the zone”. In order to do this, the applicant has completed a survey of the land uses within the Tewantin
District Centre and the findings are summarised below with full details provided in Attachment A.
In summary, the key findings of the land use survey are as follows:
there are a total of 34 parcels of land within the Centre which have a total area of 51,032m2;
only 4 of the land parcels are used entirely, or partly, for residential purposes. The combined
area of these land parcels is3,094m2 which is less than 6% of the total land area within the centre;
94% of the land currently within the Centre zone is used for business/entertainment purposes
and ancillary uses such as car parks, that are consistent with the Council’s key intent for the zone;
there are currently only 8 residential dwelling units within the whole of the District Centre zone;
the proposed development will increase the number of land parcels with some component of
residential use to 6. The combined area of these land parcels is 4,623m2, which is approximately
9% of the total land area within the District Centre zone; and
the proposed development if approved, will increase the number of residential dwellings units
within the District centre zone to just 27.
Based on the key findings outlined above, over 90% of the land area within the District Centre zone will
continue to be used or available for uses that support the business function of the zone even if this
application is approved. Given the significant proportion of land that would remain available for
commercial uses, the proposal would clearly not compromise the business function of the Tewantin
District centre, if approved, and therefore complies with PO39.
Finally, the applicant is aware that Council has started to prepare an amendment to the Noosa Plan to
rezone land on Doonella Street which includes the application site from District Centre zone to
Community Facilities zone. Although the Planning Scheme amendment process has only just
commenced and carries no weight in the assessment of this current application, it is interesting to note
that the Council report proposes that the land would more appropriately be zoned for “social housing
and community uses such as medical centres and car parking”. The report then recommends that the
Zone Map ZM-11 be amended to include the relevant parcels of land in the Community Facilities zone
and be annotated for “multiple dwelling (small dwellings only), rooming accommodation, health care
services, office, parking station”. As currently worded the proposed amendments also appears to accept
that sites within the Community Facilities zone could be developed purely for multiple dwellings.
Overall, the key points to note from the proposed amendments are that:
Council accepts that the application site does not have a significant role to play in the business
function of the District Centre; and
the application site is more suited to development that comprises predominately multiple
dwellings in the form of small dwellings with some ancillary uses such as health care facilities
and offices. This approach is entirely consistent with the current application for the site.
In conclusion, the applicant believes that the mix of uses proposed in the application is entirely
consistent with Acceptable Outcome A039.1 and Performance Outcome PO39 and does not conflict
with the business function of the District Zone.
Council Issue – Building Design
“This site is a key site on Doonella Street and therefore sets the tone for future character of the street.
The building design is generally in keeping with the character of Tewantin, with the exception of the lack
of awnings. Awnings are a key character feature of Tewantin. It is noted that window hoods are proposed
which tend to be quite linear and boxy. It is suggested to incorporate awnings in the design for both the
